Q&A
Question 1:
Do we need to present any qualifications for the contract?
Answer 1:
Please see ADDENDUM TO 52.212-1 and PWS 4. SPECIAL CONTRACTOR REQUIREMENTS AND
QUALIFICATIONS
Question 2:
In PWS stated max 7 washes per week/ 28 per month but in the solicitation its 68 per year, My question: Is this the fixed number that get paid or can it vary?
Answer 2:
This is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract that means, we are cutting Task Order off the IDIQ and the contractor gets paid per Wash. For example: if we are only ordering 50 washes a year, we are only paying for 50 washes. Max Orders per year are 68.
Question 3:
Is there already a contract in place or is it the first time you are offering it?
Answer 3:
There was a contract in place (FA5606-16-D-0003). This is a re-compete.
Question 4:
Regarding the estimates of the Solicitation. The Solicitation is for a full basic year and four option years and I understand that for the whole period is required daily services for the regular workdays and sometimes even additional work outside the regular working hours. At the same time in the table Supplies or Services and Prices/Cost in the Solicitation where I should fill our price offer is stated Quantity – 68. Is this quantity referring the annual number of aircrafts washed, because it is explained that a single plane needs to be finished in a single workday and this means that actual servicing will be for 68 workdays of the year? Could you please specify if the required workforce is expected to be working every workday over the life of the contract or for completing a specific number of jobs during specific time intervals.
Answer 4:
This is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. For example: we are cutting Task Orders of the IDIQ and the contractor gets paid per WASH. If we are only ordering 40 Washes over the year, the contractor will only get paid 40 washes. Max Orders per year are 68. Please also see PWS 05 JAN 2021

Question 5:
Regarding the experience of the washing team there are no requirements and training will be done to every single employee as to be instructed and thought to work following all special requirements of working with military equipment. Could you please confirm this?
Answer 5:
All work will need to be completed IAW the PWS: 2.7. AIRCRAFT CLEANING PROCEDURES. Aircraft shall be prepped and washed in accordance with the applicable Technical Order (T.O.) and Local Checklists: T.O. 1-1-691, T.O. 1F-16CJ-23, and LCL-52MXG-43.
Question 6:
Other very important thing is regarding the safety precautions. Is there a requirement that the employees must be German citizens, or employees that are citizens of the European union and are officially and legally able to work in Germany are also able to be used for this Solicitation. All required documentation will be provided. For example, local Police/Court report for criminal record of the person and everything required for the background check of the workers.
Answer 6:
3.3. SECURITY REQUIREMENTS. All Contractor employees shall possess the minimum of a “Secret” clearance. It’s my understanding that German Citizens or EU citizens aren’t eligible to obtain the required clearances for the program.
Question 7:
Another question regarding the employees is that our intention is to have at least 8 people (2 teams) trained and prepared for the work. It is good to have two fully prepared teams, in case of illness or another emergency situation that requires employee to be replaced. As well this will be good for the employees that they will have enough time for vacations and possible rotation at every time will provide fully assured continuous work of the project.
Answer 7:
The number of teams required to complete the work is strictly the call of the contractor. APPENDIX A, ESTIMATED WORKLOAD DATA describes the number of washes that could occur for the contract.
