Request for Quotation, RFQ# FA5606-19-Q-1001 Falconry Service Spangdahlem Air Base, Germany
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

ALL CLINs (Contract Line Item Numbers) in accordance with the attached Performance Work Statement (PWS) dated 02 August 2018.
The following paragraph applies to ALL CLINs:
Non-personal service: The contractor shall provide qualified wildlife control and management, personnel, tools, supplies, equipment, transportation, and labor necessary for the use of hunting birds (hawk and/or falcon) to help to ensure the safety of air traffic particularly in the airfield/aerodrome area at Spangdahlem Air Base (AB) in accordance (IAW) all applicable federal, regional, state, local and environmental laws, commercial standards and the attached Performance Work Statement (PWS).

Quoted amounts need to be net prices without tax.
Quotes are required to be valid until 31 December 2018.
The Government reserves the right to award on an “All or None” basis.

⇒ The provision at FAR 52.212-2, Evaluation of Offerors – Commercial Items, applies to this acquisition in the following manner:
(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Price.
2. Deliverable:
a. Provide a copy of a valid “Falkner Jagdschein (Hunting License), valid in the Federal Republic of Germany (Bundesrepublik Deutschland) in accordance with Para 15 Absatz 3 des Bundesjagdgesetzes (Federal Hunting Act)”.
b. Provide a copy of valid driver’s license (Fuehrerschein).
3. Contractor Responsibility Determination:
A contractor is deemed responsible if IT has no negative entries in the following systems:
a. System for Award Management (SAM).
b. Excluded Parties List System (EPLS).
Award will be made to the lowest priced, technical acceptable quote which is deemed responsible.
The Government will evaluate quotes as follows:
The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and award will be made to this contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined.
(b) Options: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For the evaluation of the option price pursuant to FAR Clause 52.217-8, Option to Extend Services, 50% of the prices proposed for the last option period will be included in the total evaluated price (TEP). A contractor’s quote constitutes acceptance of the continued rates for the option period in which the clause is exercised by the Government.
(c) A written notice of award will be mailed or otherwise furnished to the successful contractor after evaluation is complete and a successful quote has been identified. The successful contractor must confirm by signing the SF 1449 in blocks 30a, 30b, and 30c and e-mail the document back to both POCs as listed above.

Commercial Items
(c) Changes. Changes in the terms and conditions of this contract may only be by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

The following FAR Clause also apply:
FAR 52.217-8 Option to Extend Services The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 month. The Contracting Officer may exercise the option by written notice to the Contractor within 45 days prior to contract expiration.
FAR 52.217-9 Option to Extend the Term of the Contract
(a) The Government may extend the term of this contract by written notice to the Contractor within 45 days prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.
