PERFORMANCE WORK STATEMENT (PWS)
FOR
FALCONRY SERVICE
SPANGDAHLEM AIR BASE, GERMANY
02 August 2018
1. DESCRIPTION OF SERVICES.
The contractor shall provide qualified wildlife control and management, personnel, tools, supplies, equipment, transportation, and labor necessary for the use of hunting birds (hawk and/or falcon) to help to ensure the safety of air traffic particularly in the airfield/aerodrome area at Spangdahlem Air Base (AB) in accordance with (IAW) all applicable federal, regional, state, local and environmental laws and commercial standards. For US Military Regulations see attachment and para 2.4 of PWS.
2. SERVICE REQUIREMENTS.
2.1. Basic Service. The Contractor shall use hunting birds in the area of Spangdahlem AB three
(3) times per week in general and four (4) times per week if necessary during migration seasons (September & October/March & April). Any other time, on call service shall be provided. Each visit will be for a minimum of two hours. The maximum length of a visit will be for four (4) hours.
The maximum length of a visit will depend upon when the performance threshold has been met by the contractor. In case services specified in this contract cannot be provided, there will be no charge.
2.2. Place of Performance. Airfield/Aerodrome and Spangdahlem AB area.
2.3. Limitations. A hunting bird (hawk and/or falcon) that is utilized to perform services described in this performance work statement will be restricted to execute its duties within Spangdahlem AB perimeter fence, including the Family Housing Area and any other congested population areas.
2.4. Laws and Regulations.
-Landesjagdverordnung (LJVO - State Hunting Law) -Luftverkehrsgesetz (LuftVG - Air Traffic Law);
-Bundesjagdgesetz (BJagdG - Federal Hunting Law) and the implementation laws respectively issued by the states;
-Bundesnaturschutzgesetz (BNatSchG - Federal Law for Nature Preservation) and the corresponding laws of the states;
-Bundeswaldgesetz (BWaldG - Federal Forestry Law), as well as the corresponding laws of the states;
3. SERVICE SUMMERY
Performance Objective Performance Threshold Birds, rabbits and/or similar species control IAW Paragraph 2.1 PWS.
Birds, rabbits and/or similar species should be controlled; rodents and/or other vermin are aggressively controlled to the highest possible percent.
4. LICENSES AND REPORTS
4.1. Licenses. The contractor must obtain a restricted area line badge and a flight line driver’s license as well and clearance for his private owned vehicle (POV) within 6 to 12 months. Point of contact (POC) to obtain those will be given to the contractor after contract award.
4.2. Reports and Records. The contractor must provide a monthly report to the POC and to the 52 CES/CEIE Environmental Element with the number of animals that got killed/hunted with the hunting birds. This report includes date, time and location when and where the service was provided, duration of the visit and which birds and animal species were chased or killed.
5. GENERAL INFORMATION
5.1. Point of Contact (POC). The name and contact information of all Government personnel that will be involved in the operations with the contractor will be given after contract award.
5.2. Contractor Employees. Personnel shall meet or exceed the following requirements:
5.2.1. The contractor shall not employ persons for work on this contract if such employee(s) are identified to the contractor by the Government as a potential threat to health, safety, security, general wellbeing, or operational mission of the installation and its population.
5.2.2. Contractor personnel shall present a neat appearance and be easily recognized as falconer service contractor. At a minimum the contractor shall be responsible to issue badges displaying company name and ensure they are worn by employees during execution of their duties.
6. HOURS OF PERFORMANCE
6.1. Period of Performance.
Basic Year 1. December 2018 – 30. November 2019 Option I 1. December 2019 – 30. November 2020 Option II 1. December 2020 – 30. November 2021 Option III 1. December 2021 – 30. November 2022 Option IV 1. December 2022 – 30. November 2023
6.2. Hours of Operations. The contractor shall coordinate all his visits with 52 CES/CEOIE (Entomology Shop), which is the POC for this service. 52 CES/CEOIE ensures coordination with the 52d Fighter Wing Operations Support Squadron that there is no delay in the flying mission.
Visits will be performed in general during the scheduled non-flying time, also on the weekends.
The visit shall be coordinated one week in advance.
6.2.1. Performance of Services during Military Exercises or Operations.
There may be mission situations that require the contractor to stop work. Examples of these situations are military exercises, contingency operations or weather emergencies. If the contractor’s access to a work area conflicts with an Air Force mission requirement, the contractor shall reschedule the work to be performed to minimize the disruptions. The Government also has the right to postpone or cancel the contractor’s performance. Reschedule of work in such cases will be coordinated with the POC.
6.2.2. Performance of Service during Crisis:
In accordance with DFARS 237.76 Continuation of Essential Contractor Services and unless otherwise directed by an authorized Government representative, it is determined that services as identified in this PWS are NOT essential for performance during a crisis.
6.3. Federal Holidays. No regular service shall be made during American and German holidays, unless otherwise coordinated with the POC or an emergency call must be responded.
The following is a list of Federal Holidays observed by this installation:
6.3.1. American Federal Holidays. 10 holidays
1. New Year’s Day, January 1 or the Friday preceding or Monday following
2. Martin Luther King’s Day, 3rd Monday in January
3. President’s Day, 3rd Monday in February
4. Memorial Day, Last Monday in May
5. Independence Day, July 4 or the Friday preceding or Monday following
6. Labor Day, First Monday in September
7. Columbus Day, 2nd Monday in October
8. Veteran’s Day, November 11 or the Friday preceding or Monday following
9. Thanksgiving Day, 4th Thursday in November
10. Christmas Day, December 25 or the Friday preceding or Monday following
Note: When the holiday is on a Saturday, the preceding Friday shall be the U.S. Holiday.
When the holiday is on a Sunday, the following Monday shall be the U.S. Holiday.
6.3.2. German Holidays. 12 holidays
1. New-Years-Day
2. Good Friday
3. Easter Monday
4. Labor Day
5. Ascension Day
6. White Monday
7. Corpus Christi Day
8. All Saints Day
9. Day of Repentance
10. Day of Unity

7. SECURITY REQUIREMENTS/BASE ACCESS
7.1. Base Access. The contractor shall request base entry ID cards for himself and his personnel through the 52 CES Service contracts Section. Contact information will be provided after contract award.
7.2. If the contractor is unable to perform his contractual duties an adequately trained individual may replace them. Due to military security purposes the contractor has to provide to the POC two
(2) days advanced notice of the change, to include the name and personal data of the replacement.
7.3. The contractor may have an assistant accompany him during the visits, providing the assistant meets the same security requirements as stated above.
7.4. Upon award of the contract, the contractor shall coordinate with the POC to schedule flight line training for himself and his assistant(s). Until training is complete, the contractor shall not proceed to any airfield area unescorted or without prior coordination with airfield management.
7.5. If using a private owned vehicle to perform falconry services on the airfield or other restricted areas, the contractor must provide a vehicle containing appropriate markings/company logos for easy identification.
7.6. A flight line badge will be issued to the contractor which he has to display appropriately when proceeding on the flight line.
