Disposal of Used Deicing Chemical
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation #_18-Q-1009 Issued as: RFQ (RFQ/RFP)
The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2005-89.
Set-aside: None NAICS Code: 562211, Commercial Service

The below ADDENDA is added to FAR 52.212-1, Instructions to Offerors:
This a BRAND NAME OR EQUAL requirement for _Disposal of Used DeicingChemical
Quoted amounts need to be net prices without tax.
Quotes are required to be valid until 31 Oktober 2018.
The Government reserves the right to award on an “All orNone” basis.
Provide “Discount Terms”
Quotes are due NO LATER THAN 08 August 2018 1100 hrs.,CET.
Quotes and all other correspondence as listed in this solicitation must be emailed to both points of contact (POCs) the contacting officer sumaya.solimann@us.af.mil and the contract specialist helmut.lokermans.de@us.af.mil
Site Visit Information:
A site visit will be held on 31 Jul 2018 at 10.00 hrs. (CET) Attendance is highly recommended to submit an offer. Meeting point is Bldg.128 third Floor Conference room, at Arnold Blvd 128 on
Spangdahlem Air Base, Germany.
Please confirm your attendance per e-mail by 27 July 2018 at 11.00 hrs. (CET) to both POCs as listed above.

The provision at FAR 52.212-2, Evaluation of Offerors – Commercial Items, applies to this acquisition in the following manner:
(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluatequotes:
1. Price.
2. Technical Acceptability according to attached item description, has to meet or exceed all item specifications as listed therein.(Valid Certificate as Entsorgungsfachbetrieb).
3. Contractor Responsibility Determination:
A contractor is deemed responsible if they have no negative entries in the following United States
Government systems:
a. System for Award Management (SAM).
b. Excluded Parties List System (EPLS).
Award will be made to the lowest priced, technical acceptable quote which is deemed responsible.
The Government will evaluate quotes as follows:
The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and if the contractor responsibility determination has no negative information, award will be made to this contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined.
(b) A written notice of award will be mailed or otherwise furnished to the successful contractor after evaluation is complete and a successful quote has been identified. The successful contractor must confirm by signing the SF 1449 in blocks 30a, 30b, and 30c and e-mail the document back to the contract specialist helmut.lokermans.de@us.af.mil
The provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial
Items, requires contractors complete the applicable portions and submit the completed attachment with their quote/offer.
- NON-US Contractors, if not registered in SAM – Complete attached highlighted areas of FAR 52.212-3, Offeror Representation and Certifications – Commercial items.
- US Contractors, if not registered in SAM – fill out paras (c) through (t) of FAR 52.212-3, (for contracts expected to exceed $250,000: Paragraph (e) must be filled out also), Offeror Representation and
Certifications – Commercial items.
The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
The below ADDENDA is added to FAR 52.212-4(c), Contract Terms and Conditions—
Commercial Items
(c) Changes. Changes in the terms and conditions of this contract may only be by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
