About this file
This is a Questions and Answers document for federal contract opportunity FA558726Q0058 issued by 100 Civil Engineer Squadron (CES) for a trailer-mounted vacuum excavator to be delivered to RAF Mildenhall.
The Q&A clarifies specifications for suction hose and hardwall pipe requirements. Seven separate 20-foot suction hoses with 6-inch cam and groove fitted couplings are required: five male-to-female hoses for extended reach to work locations and two female-to-female hoses for adapter conversions. Two separate 6-foot aluminum hardwall suction pipes are required—one male-ended and one female-ended. All attachments and hoses must be 6-inch diameter to maintain compatibility between the excavator and jib-boom attachment; the document confirms no reducers or adapters are required as the specification has been updated to reflect uniform 6-inch sizing throughout. The contractor must provide annual on-site service at RAF Mildenhall with 4-year parts and labor coverage to maintain asset operability. Operator training must include a basic upkeep and hands-on course conducted on-site at RAF Mildenhall for ten operatives, with all training materials and manufacturing specifications provided in both electronic and printed formats. The trailer is not required to be UK road legal since all work occurs within the base perimeter; however, the contractor must add a manually operated emergency brake, a 5-inch steel pintle hitch lunette eye ring rated for maximum trailer weight, and amber work lights controllable from the control panel.

Questions & Answers
1. Suction hoses: the summary states “6-inch cam and groove fitted coupling suction hose (20 feet)”, while the detailed section requests five male-to-female hoses and two female-to-female hoses. Please confirm whether seven separate 20-foot hoses are required.
ANSWER: Seven separate 20-foot hoses are required. The five male-to-female hoses (20ft) are needed for the location of certain areas where the vacuum trailer may not fit. This allows us to run enough hoses to the appropriate work location if necessary. As for the two female-to-female hoses, these will be used as an add-on for necessary male hose attachments (e.g. jibboom/cam and groove size conversion.)
2. Hardwall suction pipes: the summary appears to request one 6-foot pipe, while the detailed section requests one male-ended and one female-ended pipe. Please confirm whether two separate 6-foot pipes are required.
ANSWER: This is accurate information, two separate 6-foot pipes are required.
3. Pipe material: the heading describes a “plastic hardwall suction pipe”, but the specification states the material is aluminum. Please confirm the required material.
ANSWER: The material we are requesting is aluminum. The Salient Characteristics document has been updated to reflect this information.
4. Hose compatibility: the excavator specification lists a 4-inch suction hose size, while the jib-boom attachment and accessories are specified as 6 inches. Please confirm the required connection arrangement and whether the contractor must provide any 4-inch-to-6-inch reducers or adapters.
ANSWER: 6-inch diameter for all attachments/hoses. The Salient Characteristics document has been updated to reflect this information.
5. Annual service upkeep: please confirm the required service period, frequency, scope, response time, parts/labor coverage and whether servicing must be performed at RAF Mildenhall.
ANSWER: As the trailer will not be UK Road Legal, we require all service to be performed on site at RAF Mildenhall. Service will be conducted annually to help maintain the assets operability. We are requesting a 4-year parts & labor coverage for the unit. The Salient Characteristics document has been updated to reflect this information.
6. Operator training: please confirm the required location, format, approximate duration and whether any certification or training materials are required for the ten operatives.
ANSWERS: We are requesting a basic upkeep and hands-on-training course which will be conducted on site (RAF Mildenhall). We request all necessary training materials and manufacturing specifications be provided electronically/printed hard copy.
7. Trailer compliance: please confirm whether the unit must be UK road legal and, if so, any required braking, lighting, hitch, registration, approval, or maximum gross-weight requirements.
ANSWERS: The trailer does not need to be UK Road Legal as all work will be conducted inside the base. We do request that a manually operated e-brake be added, 5” steel pintle hitch lunette eye ring that is rated for the maximum weight of the trailer to be pulled by a truck added, and amber work lights that can be toggled at the control panel. The Salient Characteristics document has been updated to reflect this information.
