About this file
This is a Questions and Answers document providing clarifications on a Vertical Carousel Storage System solicitation for 100 AMXS at RAF Mildenhall. The solicitation requires two complete vertical carousel storage systems as a single lot under CLIN 0001 with delivery and final installation at Building 809, Room 1.65, RAF Mildenhall. The contract will be awarded as a Firm-Fixed-Price contract with standard payment after delivery and acceptance, with no Government contract financing authorized. The Government will provide a 400V, 3-phase electrical supply with a minimum 20-amp isolator from the local electrical distribution board, while the contractor is responsible for final equipment connection and all installation labor, equipment, rigging, and material handling resources. The contractor must coordinate any proposed anchoring methods, penetrations, core drilling, or structural modifications with 100 CES prior to execution.
The systems must meet specific performance requirements including a minimum carrier load capacity of 650 kg per carrier and a maximum unit load of 19,000 kg per system including carriers. The Government does not prescribe an exact machine footprint and has not established specific total storage area in square meters or cubic meters; contractors must propose systems that fit within the designated installation area while maintaining required operational, maintenance, access, and egress clearances. Standalone machine-level controls are acceptable with no external Warehouse Management System integration or network connectivity required, though any equipment requiring Government network connection would be subject to applicable cybersecurity requirements. The Government cannot provide maximum/average equipment heights, total combined equipment weights, or existing structural floor-loading information prior to award but will coordinate with 100 CES to determine available information and submit applicable review processes. Any required relocation of existing facility infrastructure must be identified based on the final approved equipment layout and coordinated separately with 100 CES.

Vertical Carousel Solicitation – Responses to Contractor Questions
1. Does CLIN 0001 quantity one mean one lot containing the two complete vertical carousel systems required by SOW section 3.1?
Answer: Yes. CLIN 0001, quantity one (1) lot, consists of two (2) complete vertical carousel storage systems as required by SOW Section 3.1.
2. Is Building 809, Room 1.65 the controlling delivery and installation location, despite the Building 814 ship-to entry in the solicitation?
Answer: Yes. The final delivery and installation location is Building 809, Room 1.65, RAF Mildenhall. The Building 814 ship-to entry does not supersede the installation location identified in the SOW.
3. Will the Government provide door, route, floor-loading, and final dimensional information before award?
Answer: The Government has provided the available room and installation-area information. Any additional door, access-route, floor-loading, or dimensional information requiring engineering verification will need to be coordinated with 100 CES. The Government will provide additional verified information if it becomes available prior to award.
4. Does the contract use standard payment after delivery and acceptance, or is any Government contract financing authorized?
Answer: The contract will be awarded as a Firm-Fixed-Price contract with standard payment after delivery and acceptance.
5. May the publicly posted SOW be furnished to prospective performing subcontractors for pricing and planning subject to its markings?
Answer: Yes.
6. Electrical Scope of Work & Isolators Answer: The Government's requirement is for a 400V, 3-phase electrical supply to a minimum 20-amp isolator from the local electrical distribution board. The Government/Base contractor will provide the required electrical supply point. Final placement will be coordinated following award to ensure compatibility with the selected equipment and approved installation location. The equipment contractor will be responsible for the final connection of its equipment from the Government-provided electrical supply/isolator, subject to applicable installation and electrical requirements.
7. Floor Anchoring, Slab Strength & 100 CES Approval Answer: Any proposed anchoring method, penetration, core drilling, or structural modification to the facility must be coordinated with and approved by 100 CES prior to execution. Existing verified slab thickness, concrete strength, and floor-load-rating information is not currently available to the requiring activity. The Government will coordinate with 100 CES to determine what existing structural information is available and the applicable submittal/review process.
8. Control System & Standalone Operation Answer: Yes. Standalone machine-level controls are acceptable. The Government does not require integration with an external Warehouse Management System (WMS). The system is intended to provide local operator control sufficient to select and retrieve storage carriers. No external network connectivity is required by the Government.
I would add one caveat here: any equipment ultimately proposed that does require connection to a Government network would be subject to applicable cybersecurity requirements.
9. Plant Equipment & Offloading Answer: In accordance with SOW 4.3, Government Furnished Property, no Government Furnished Property or Government Furnished Equipment will be provided. The contractor is responsible for providing all equipment, labor, rigging, forklifts, cranes, and other material-handling resources necessary for delivery, offloading, positioning, and installation.
10. Carrier Distributed Load Requirement Answer: The Government's requirement remains a minimum carrier load capacity of 650 kg per carrier as specified in the SOW. The equipment observed during the site visit represents current examples of items intended for storage and does not establish the maximum weight or configuration of items that may be stored throughout the system's service life. The requirement is intended to provide sufficient capacity and flexibility for current and future tool/equipment storage requirements.
11. Which installation envelope controls?
Answer: Building 809, Room 1.65 is the controlling installation location. The dimensions stated in the SOW are approximate planning dimensions and are not intended to represent the exact square footage of the room. Final placement of both systems within Room 1.65 will be coordinated with the Government to maintain required access, egress, facility-system clearances, and safe operation. Any structural floor-loading information will be provided following verification with 100 CES.
12. Does the 19,000 kg storage requirement apply to each system or both combined, and does it mean usable stored payload excluding carriers?
Answer: The 19,000 kg maximum unit load applies to each individual vertical carousel system and includes the carriers. It should not be interpreted as 19,000 kg of usable stored payload excluding the carriers.
That interpretation matches the specification you originally gave me: “Unit load incl. carrier max 19,000 kg.”
13. Does the Government have a required machine footprint size per storage unit?
Answer: The Government does not prescribe one exact machine footprint beyond the dimensional and performance requirements identified in the SOW. Proposed systems must fit within the designated installation area in Building 809, Room 1.65 while maintaining required operational, maintenance, access, and egress clearances.
14. Can the Government specify the total amount of m² of equipment to be stored?
Answer: No specific total equipment storage area in square meters has been established. The Government's requirement is based on the capacity and performance characteristics identified in the SOW rather than a specified total surface area of individual stored items.
15. Can the Government specify a total m³ for the storage requirement as a whole?
Answer: No specific total cubic-meter storage volume has been established. The proposed systems shall meet the capacity and dimensional requirements established in the SOW.
16. Can the Government supply the maximum and average height of the pieces of equipment to be stored?
Answer: The Government does not currently maintain a validated maximum or average height for all equipment intended for storage. The items presented during the site visit were representative examples and should not be interpreted as encompassing every item that may be stored in the systems.
17. Can the Government specify the total combined weight of all equipment to be stored?
Answer: The Government does not currently have a validated total combined weight for all equipment intended for storage. Proposed systems shall meet the load-capacity requirements specified in the SOW.
18. Once final placement is confirmed, will existing lighting, ventilation, and M&E equipment be relocated by others prior to installation?
Answer: Any required relocation of existing Government facility infrastructure, including lighting, ventilation, or other M&E systems, must first be identified based on the final approved equipment layout and coordinated with 100 CES. The Government cannot confirm relocation requirements or responsibility until the final installation footprint has been reviewed and approved.
19. Can the Government confirm that floor-loading calculations and testing will be carried out by others and approved before installation?
Answer: The Government will coordinate with 100 CES regarding existing facility structural information and approval requirements. The Government cannot currently confirm that all floor-loading calculations, testing, or engineering analysis will be performed by others. Any contractor-proposed anchoring or installation method must meet applicable structural requirements and receive required Government/100 CES approval prior to installation.
