About this file

This is a Questions & Answers document for federal contract opportunity FA558726Q0050 for the procurement of seven vans by the 48th Security Forces Squadron (48 SFS) at RAF Lakenheath, United Kingdom.

The procurement requires delivery of vehicles to 48 SFS/S4, Building 949, RAF Lakenheath, Brandon, Suffolk, IP27 9PN, United Kingdom, by November 30, 2026. Offerors may propose alternative delivery schedules if the 90-day delivery window from contract award is not commercially feasible. The seven vans must consist of 12-seat and 14-seat personnel carriers with seating capacity inclusive of the driver. Vehicles may exceed the stated minimum seating capacity and are acceptable if the manufacturer's commercial designation differs from the specified seat count, provided all salient characteristics are met. Acceptable vehicles must have engine power of 123 BHP minimum (vehicles exceeding 165 BHP are acceptable), maximum fuel consumption of 11 liters per 100 kilometers, gross vehicle weight not exceeding 4,600 kg, minimum tonnage of 3.10 tons, and wheelbase accommodation up to 4,100 mm. Vehicles must be manufactured in countries other than China and meet all UK/DVLA requirements. Chinese-manufactured vehicles are not acceptable. The Government will coordinate with Logistics Readiness Squadron (LRS) regarding DVLA registration; contractors need only provide documentation necessary for Government registration. Quotation pricing must be submitted exclusive of UK VAT and Customs Duty, with a 90-day quote validity period. No preferred manufacturer exists; any vehicle meeting all salient characteristics is acceptable. This is not a follow-on requirement. No fill-in FAR provisions are required at proposal submission.

5. Commercial Vehicle Designation: Please confirm whether a vehicle may be offered even if the manufacturer’s commercial designation differs from “12-seat” or “14-seat,” provided the required seating capacity and all other salient characteristics are met.

Yes.

6. Seating Capacity / Driver: Please confirm whether the stated minimum capacities of 12 personnel and 14 personnel include the driver.

Yes

7. Seating Above Minimum: Please confirm whether vehicles exceeding the stated minimum seating capacities are acceptable, provided all other salient characteristics are met.

8. Engine Power: Attachment 0001 states “123 BHP to 165 BHP.” Please confirm whether this is the acceptable range or whether vehicles exceeding 165 BHP are acceptable.

Vehicles exceeding 165 BHP is acceptable

9. For the 12-seat and 14-seat requirements, does the stated personnel capacity include the driver, or is it 12/14 passengers plus the driver?

The 12-seat and 14-seat include the driver

10. Under Wheel/Axle Configuration, the specification states “FWD, RWD, or AWD / 4,600 kg.” Please confirm what the 4,600 kg figure represents — for example GVW/MAM, payload, or another measurement.

4,600 kg is gross vehicle weight

11. The specification states “Fuel Efficiency (maximum consumption) – 11 litres per 100 kilometres minimum.”Please confirm that the intended requirement is a maximum consumption of 11 L/100 km, meaning vehicles consuming 11 L/100 km or less are compliant.

For heavy or urban driving vehicles consume up to a maximum of 11L/100 KM

12. The specification states “Engine Size (minimum): 123 BHP to 165 BHP.” Please confirm whether 165 BHP is a strict maximum, or whether vehicles above 165 BHP may be accepted provided all other requirements are met.

Vehicles exceeding 165 BHP is acceptable

13. Wheelbase Tolerance The Salient Characteristics mandate a strict wheelbase of 3,665 mm to 3,750 mm. This narrow range severely restricts competition, as other compliant 14/17-seat European minibuses have a wheelbase of 4,035

mm. Question: Would the Government accept a wheelbase of up to 4,100 mm, provided the vehicle meets or exceeds all other passenger capacity, cabin space, and safety requirements? Expanding this tolerance would significantly increase competition and lower costs.

Yes

14. GVW / Tonnage Conflict The specifications state a "Tonnage minimum: 3.10 tons", but also specify "Wheel/Axle Configuration: FWD, RWD, or AWD / 4,600 kg". Question: Can the Government clarify if 4,600 kg is a mandatory exact Gross Vehicle Weight (GVW), a maximum allowable limit, or simply an example class? Are vehicles with a GVW of 3,500 kg or 4,250 kg (which both exceed the 3.10-ton minimum) acceptable?

4,600 is the maximum Gross Vehicle Weight(GVW)

15. Quote Validity Period Question: Could the Government please confirm the exact Quote Validity Period required for this solicitation (e.g., 30, 60, or 90 days)?

90 Days

No preference. Any vehicle meeting all salient characteristics will be acceptable.

17. Known Compliant Model & Incumbency Question: To assist vendors in sourcing, can the Government advise if there is a known commercial make and model that currently meets all the listed Salient Characteristics (particularly the strict wheelbase and GVW combination)? Furthermore, if this is a follow-on requirement, could you provide the previous contract or award number for reference?

See answer to question 16. This is not a follow-on requirement.

18. VAT / Tax Treatment: Please confirm whether quotation pricing should be submitted exclusive of UK VAT or whether VAT should be included.

Quotation pricing should be exclusive of UK VAT. Please see clause 252.229.7006 Value Added Tax Exclusion (United Kingdom) included in solicitation document.

19. VAT and Customs Relief Question: Can the Government confirm that quotes should be submitted exclusive of UK VAT and Customs Duty, and that the appropriate US Forces Customs/VAT relief certificates will be provided to the awardee upon contract execution?

See answer to question 18. All offers should be submitted exclusive of VAT and Customs Duty.

20. Tax Exemption Documentation: If VAT or other applicable taxes are exempt, will the Government provide the necessary exemption certificate, letter, or other supporting documentation required by the supplier/dealer See answer to question 18. All offers should be submitted exclusive of VAT and Customs Duty and awarded contract will have all applicable clauses. Contractor will be in communication with end user after contract award for all applicable delivery documentation.

21. Delivery Timeline (Rev I) The revised Salient Characteristics document introduced a mandatory delivery timeline of "90 days After Date of Contract Award." After extensive engagement with our UK manufacturing and dealership networks, we have been advised that a 90-day delivery window from the point of order is not commercially feasible for these specific vehicle configurations. Standard factory lead times are currently 180 to 240 days. Question: Given that suppliers are unable to guarantee the 90-day deadline, would the Government consider amending the delivery requirement to allow for standard commercial lead times (e.g., 180 - 240 Days After Receipt of Order), or alternatively, allow offerors to propose their best available delivery schedule for evaluation?

Yes. If delivery timeframe is not feasible, offerors can propose their best available delivery schedule for evaluation.

22. Required FAR Clauses (Fill-ins) The Combined Synopsis lists several applicable provisions but does not list FAR 52.212-3 (Offeror Representations and Certifications) or FAR 52.204-24. Question: Could the Government please confirm exactly which 'fill-in-the-blank' FAR provisions and clauses must be completed and returned with the proposal package?

Both Clauses have been reserved under the new FAR/RFO changes. For the proposal package, no fill-in provisions need to be completed at this time.
