About this file

This is a Memorandum for Record containing vendor questions and answers regarding federal contract FA558726Q0040 for a diesel sewage pump procurement at RAF Lakenheath.

The requirement is for a new 4-inch diesel sewage pump set with an attached diesel engine, trailer-mounted, capable of pumping both raw sewage and rainwater at a flow rate of 110-180 cubic meters per hour with a vertical lift capability of 10 meters. The pump must be self-priming with a 4-inch strainer matched to the pump's solids handling capability, a 20-meter float switch system for auto start/stop functionality, and a 25-meter discharge hose. The equipment will be installed at RAF Lakenheath, Building 1019, Sewage Treatment Works, where the 48th Civil Engineer Squadron's Water Fuel System Maintenance Shop operates a wastewater treatment facility processing approximately 2.5 million liters of sewage daily. The pump will serve multiple purposes including emergency lift station backup during power failures, management of large water volumes from burst pipes and spills, and cleaning of 500,000-liter tanks. The procurement must be completed by September 30, 2026, with delivery to a receiving facility equipped with forklift offloading capability. The warranty period follows industry standard of 12 months. No budget ceiling was disclosed to vendors, who were instructed to provide their most competitive pricing. This is a brand-new asset, not a replacement of existing equipment, with no previous contract data or site photographs available.

MEMORANDUM FOR RECORD

FROM: 48 CONS/PKA

SUBJECT: FA558726Q0040 - Diesel Sewage Pump – Vendor Questions

1. Please advise the desired performance requirements for the 4-inch diesel pump set, as well as the type of liquid to be pumped.

- The type of liquid will be sewage; performance will be able to head lift sewage up to

10 meters from bottom of the lift station.

2. Should we quote for a diesel engine together with the pump? If not, could you please provide the model of the existing Perkins engine?

- yes we need pump with engine attached please.

3. What is the required flow rate, if available?

- 110-180 m3/per hour or comparable

4. Will a standby pump also be required?

- No

5. Will the pump be handling raw sewage only, or a combination of sewage and rainwater?

- Both

6. Are there any photographs of the existing installation or site that you could share?

- None available.

7. What is the required flow rate?

- 110-180 m3/per hour or comparable

8. What is the vertical lift (difference in height to be pumped)

- 10 Meters

9. Is the 25 m discharge hose the total discharge distance required, or will it connect to any additional hose lengths?

- 25 meters is requested; it may connect to other lines if needed.

10. What is the estimated budget for this bid?

- Disclosure of magnitude is not available for this requirement. Please provide your most competitive pricing possible.

11. What is the timeline for the purchase of this product?

- Purchase will be completed prior to September 30th, 2026.

12. Duty Point (Flow and Head): The Salient Characteristics document does not specify a duty point. Could the Government please provide the required flow rate (in m³/hr), the static suction lift (in meters), and the static discharge head (in meters) for this sewage transfer application?

- 110-180 m3/per hour or comparable

13. Existing Equipment: If this pump is replacing an existing unit, could the Government please provide the Make and Model of the current pump?Additionally, if applicable, could the Government provide the previous contract award number for this equipment?

- This is a brand-new asset for the team, not a new installation or replacement of an existing pump, also its trailer mounted. No previous contract data available for this installation.

14. Enclosure Type: Is the pump required to be an open set, or must it be enclosed in a sound-attenuated (hush pac / silent) canopy?

- Open set

15. Pump Type: Please confirm if the pump is required to be a self-priming pump.

- Yes, priming is required.

16. Mounting & Trailer Configuration: The characteristics mention both a "Skid Base" and trailer requirements (single axle, 50mm hitch). Please clarify if a pump permanently mounted to a UK-approved road trailer is acceptable, or if the requirement specifically dictates a distinct skid base that is removable from the trailer.

- The pump needs to be trailer mounted

17. Strainer Specifications: The specification requests a 4" strainer with a 20mm hole size. Since strainer holes are generally matched to the solids handling capability of the pump itself, would a strainer with hole sizes matching the pump's maximum solids capability be acceptable instead of strictly 20mm?

- Yes, please provided a strainer with correct solid size for the pump.

18. Float Switch Configuration: Regarding the 20-meter float switch: is this intended for auto start/stop functionality? Would a standard 2-float system (one float for start, one float for stop) be acceptable?

- Yes, for auto start/stop functionality. A standard 2-float system will be acceptable.

19. Offloading & Delivery: Does the receiving facility have a forklift or crane capable of offloading the pump from a standard flatbed, or must the delivery vehicle be equipped with its own HIAB/crane?

- Yes, the receiving point will have a forklift available.

20. Warranty: Could the Government please confirm the required warranty period for the pump and engine (the industry standard is 12 months)?

- The warranty period will follow the industry standard of 12 months

Mission Partner Responses

1. Where will the pump be installed?

- The pump will be installed at RAF Lakenheath, specifically at Building 1019, Sewage

Treatment Works.

2. Is there an IMO number and serial number (ship) / or serial number (industry etc.)

for reference?

- Unfortunately, I do not have this information.

3. Is this a new pump installation or replacement of an existing pump?

- This is a brand-new asset for the team, not a new installation or replacement of an existing pump, also its trailer mounted.

4. What will the pump be used for?

- Over pumping a lift station in case of power failure, directing flow to the nearest manhole.

- Managing large volumes of water from burst pipes and sewage spills.

- Cleaning large tanks that hold at least 500,000 liters of water.

- Overall, this pump will significantly assist with various tasks within the section.

5. Are you the end user, buyer, contractor, or another party involved in the project?

- We are the end user, operating within the 48th Civil Engineer Squadron (CES) Water

Fuel System Maintenance Shop, focusing on wastewater sewage management.
