The contract (FA558725R00060001) seeks officials for multiple sports, including softball and flag football, with no small business set-aside due to the overseas (OCONUS) location. Key details include: evaluation will be based on price and technical capability using Simplified Acquisition Procedures, with no past performance consideration; game quantities depend on team sign-ups with no minimum guarantee; and officials must be trained (CPR/AED) with flexible certification requirements. The contract is a Firm-Fixed Price arrangement, with pricing to be quoted in USD and compared using a FY26 exchange rate of 0.7794, excluding UK VAT. The incumbent contract is FA558723C0002, and background checks will take approximately 6 months for base access. Pre-season rules clinics are non-billable, and facilities will be provided by Fitness Sports Staff.

FA558725R00060001 - RAFM/RAFL Sports Officials Questions

1. Has the Government considered soliciting this requirement as an SDVOSB set-aside (in whole or in part)?

No, as we are OCONUS Small Business does not apply, and we will not be limiting competition.

2. For new entrants, will neutral past performance be applied consistent with FAR 15.305(a)(2)(iv)?

As stated in the Solicitation, evaluation criteria will be based on Pirce and Technical Capability consistent with Simplified Acquisition Procedures (Far Part 13).

Therefore, past performance under FAR Part 15 is not considered.

3. May we include recent DoD performance (e.g., Misawa AB sports officials work) where scope is comparable, even if under separate contracts/subcontracts?

You can include any relevant past performance, however as stated in Question 2, it will not be considered for award under the expressed evaluation criteria.

4. Are the annual game/event quantities estimates or firm minimums/maximums? If estimates, is there a minimum guarantee per year/CLIN?

The number of games depend on the number of teams that sign up for each sport.

No minimum, during covid whole seasons didn’t happen, I can’t see a sport getting no teams sign up, but there is no minimum guarantee in place

5. Will the Government permit option-year price escalation/EPA to account for inflation and overseas labor market dynamics?

This should be accounted for in your option year pricing as this is a Firm-Fixed Price contract. A Request for Equitable Adjustment will only be considered if there are unforeseen circumstances that could not have been accounted for at the time of the quote.

6. Will U.S. officiating certifications (e.g., NFHS/NCAA) be accepted, or are host-nation credentials required as well? As long as training has been received. There is a waiver in place as overseas and appreciate increase level of difficulty in achieving required certification, but the rules of play will be closely aligned to the requested certification.

7. Beyond CPR/AED, are there minimum experience thresholds (years/games) for referees/scorekeepers? No minimum as long as trained.

8. What lead time should we plan for base access and DoDI 1402.5 background checks? Can existing DoD installation clearances be leveraged? HAC clearance initially approx.. 6 months existing would expedite pass.

9. Please confirm invoice currency (USD) and whether UK VAT should be excluded from unit rates.

Please quote in the currency you would like to be paid in. USD prices will be compared to UK prices based on the FY26 Exchange Rate = 0.7794. UK VAT should be excluded from pricing.

10. How is compensation handled for late cancellations (within two hours of start time), weather delays, and replays? First game is paid, normally after two hours from start it would be refs call, as if they need to cancel for safety. Cancelled games rescheduled by Fitness Sports Staff.

11. Are pre-season rules clinics considered non-billable and expected to be included in unit pricing? Will facilities/materials be provided for such clinics? Correct. Fitness facilities can be booked for such clinics. We have a class room and obviously the sports play area of each sport that can be booked to provide clinic
