About this file
This document is a Questions and Answers file for a CCTV system upgrade at RAF Lakenheath, detailing technical specifications and installation requirements for a new security camera system. The project involves deploying 25 new cameras, including 15 PTZ (Bosch MIC 7100i) and 40 bullet cameras (DINION Starlight 7100 HD), with some locations using solar-powered deployable stations. The existing system is a Bosch BVMS version 12.3 with 256 channels, of which 76 remain available, and additional BVMS licenses will be required for the new cameras.
Key technical and operational requirements include using an air-gapped network dedicated to CCTV, maintaining on-base storage with no cloud solutions, and following both UK and US safety standards. Contractor vehicles will be escorted through Gate 8, work hours are limited to 0800-1600, and no additional storage will be provided on-site. The contract includes a 12-month warranty covering maintenance, software, and technical support. Shipping will depend on location, with local UK deliveries going directly to RAF Lakenheath and stateside deliveries processed through an APO. The system must integrate with the existing Bosch BVMS, coordinating through the incumbent system integrator.

No
22. When can contractors conduct physical site surveys, and what security clearance or escort procedures apply for site access?
Contractors can schedule site surveys through the end user upon award, and escorts will be provided.
23. Will contractors be required to hold UK MOD security clearances, or will government escorts suffice for installation access?
No clearance needed, escorts will be provided.
24. Are there restrictions on installation work hours due to flight operations or base security protocols?
Work hours should be 0800-1600 hours
25. Can contractor vehicles access all installation locations directly, or will manual equipment transport be required in certain areas?
Contractor vehicles will have to be escorted/Searched on through LVIS gate (Gate
8) on RAF Lakenheath.
26. What are the soil and ground conditions at each column location for foundation design purposes?
Sound foundations.
27. Are underground utility markings and surveys available through base engineering, or must contractors coordinate separately?
Utility marking can be available but shouldn't be need as these should redeploy able cameras and infrastructure for bullet camera's as already in place.
28. Are environmental or cultural resource permits required prior to ground disturbance for pole foundations?
These should be redeploy able so shouldn't be inserted into the ground but through a staple foundation.
29. Who has final approval authority for the pole height selected within the 6–8 m range?
Nothing over 6 meters or we have to get into aviation height.
30. Will any existing poles, structures, or barriers need to be removed or modified to accommodate the new installations?
No
31. Are secure, weather-protected storage facilities available on base for equipment delivered before installation begins?
No
32. What are the detailed procedures and timelines for government inspection and acceptance of delivered equipment?
Delivery should be within 6 to 8 weeks
33. Are milestone or interim payments available based on delivery and partial acceptance, or is payment only upon full contract completion?
No
34. What specific acceptance tests and performance criteria must be met to achieve final system acceptance?
