About this file

This document is a Questions and Answers (Q&A) file for a 48 CES Mobile Boom Lift solicitation, addressing two key vendor inquiries about international procurement requirements. The first question relates to the Consolidated Shipping Point for vendors outside the UK, with the respondent indicating uncertainty about the specific shipping location. The second question focuses on the LOLER (Lifting Operations and Lifting Equipment Regulations 1998) certification, a UK-specific requirement for machinery that mandates inspections every 6 months to ensure safety when lifting people. For machines purchased outside the UK, an initial LOLER inspection upon arrival would cost approximately $500, and new machinery is automatically inspected under these regulations during manufacturing.

48 CES – Mobile Boom Lift – Q&A

1. The solicitation references a 'Consolidated Shipping Point' for vendors outside of the UK. Where is that shipping point? Is it New Cumberlnd, PA? This is a very large machine and the shipping costs will be significant.

Answer: I do not know where a shipping point would be if purchased outside the UK.

2. The SOW references a 'LOLER certification' for the machine. This is a UK only certification, not available in the US. From what we understand the LOLER certification is for operators of boom lifts, similar to an OSHA certification in the US. We don't understand how the machine itself can get a LOLER certification? Most boom lifts are built to CE requirements which are required for use in the UK.

Answer: LOLER certification (Lifting Operations and Lifting Equipment Regulations 1998) is required by UK law. It pertains to the machinery itself which must be inspected every 6 months if used to lift people to ensure it is in good working order and is safe to use. New machinery is inspected under the LOLER when manufactured. If purchased from outside the UK, the machine would have to be LOLER inspected once shipped here which would cost approximately $500.
