About this file

The requirement involves delivering leadership training at two separate events: a 6-hour session for 30 participants from the 501st Combat Support Wing on March 24, and a 6-hour conference split over two 3-hour sessions on March 25-26 for 25 participants from the 100th Air Refueling Wing.

The document clarifies key requirements including: audiovisual equipment will be provided at both locations; training materials should be distributed digitally before the conference; the speaker must have specific experience briefing military leadership and at least 10 years of industry experience with current (within 5 years) Air Force leadership experience preferred. While the speaker does not need to be prior military, they must demonstrate evidence of successfully training Air Force leadership through case studies showing improved unit performance. The vendor will be expected to conduct pre-conference surveys and diagnostics to evaluate current leadership challenges and tailor the training accordingly.

Vendor questions/answers for FA558725Q0014 Leadership Conference Guest Speaker

1. How many participants are expected at each of the following sessions?

501CSW Leadership Conference - 24th March

• 30 people (specific to 501st)

100 ARW Leadership Conference - 25th March

• 25 people (specific to 100ARW)

Director’s Offsite with 100 ARW – 26th March

• Same as ‘100 ARW Leadership Conference’, the 2 days for 100ARW are considered the same event, split over 2 days. For the sake of consistency, the dates of 25 & 26 March are two halves of a singular conference.

2. Will all conference attendees also participate in the training sessions?

• There is no separation between ‘conference’ and ‘training sessions’, they are one and the same. The appropriate training will be determined by the vendor, through a series of surveys and diagnostics to evaluate shortcomings within the current business and operations styles amongst Air Force leadership. The vendor should be able to analyze the data from those surveys to determine the way forward and appropriate training and philosophies to be provided at the conference.

3. Will any individuals be attending multiple sessions, or will each event have a distinct audience?

• There are 2 conferences, both consisting of 6 hours. Conference 1 (24 March) is a 6 hour session with the 501st, only 501st members will be in attendance. The second conference is a singular conference of 6 hours, split into 2x 3 hour sessions over 2 days.

This one will be for the 100th ARW, in which only 100th ARW members will be in attendance.

4. What type of audiovisual support will be available on-site?

• The 501st location possesses 100% audiovisual equipment on-site. Projector, screen, sound equipment etc. They also have a computer on site so slides/presentation can be emailed direct to venue if necessary.

• The 100th ARW location is assumed to have basic audiovisual equipment i.e. projector, wi-fi etc). Given the size of the audiences being briefed, we don’t believe there will be need for anything more than that.

5. Is there a preference for printed training materials (workbooks, supplementary guides) to be provided on-site, or would digital distribution be preferred?

• Expect surveys and diagnostics distribution to be 100% digital as it would be the only way to distribute to the multiple attendees across multiple locations prior to the conference. Vendor can choose to provide workbooks and supplementary guides on-site if they feel it is necessary to meet our end goal.

6. Is it a requirement for the keynote/motivational speaker to be a military professional, or would a speaker with equivalent leadership expertise be considered?

• Keynote speaker does not necessarily have to be prior military, but they must have specific prior experience in briefing to Military leadership, and have experience with current and previous Air Force leadership constraints and challenges. Vendor must be able to provide evidence/case studies of trainings they have provided to Air Force leadership, and results of improvement seen across those AF units after the training.

7. What are the specific qualifications and requirements for the keynote/motivational speaker?

• No specific qualifications are necessary, as it would be difficult to narrow down or inhibit vendors based on qualifications issued by different countries/agencies/education systems. That being said, the specific requirements for the speaker have been listed in the statement of work. They must possess specific experience with briefing to military leadership, and be able to provide case studies of training impact to military personnel.

8. Is the vendor required to have current experience with U.S. Air Force leadership challenges, or would a comparable professional understanding of Air Force unit efficiency analytics—such as annual Defense Organizational Climate Surveys (DEOCS) and Command Climate Surveys—be considered sufficient?

• Current experience with Air Force leadership challenges is preferred. Vendor should have at least 10 years industry experience, however experience within the past 5 years is a must. Changes to Air Force leadership styles and requirements are so fluid, that any experience or knowledge from beyond 5 years old would likely be obsolete.
