Questions and Answers
• Can an updated list of all UPSs with building numbers be provided to help bidders understand the full size of the requirements?
A full list will be provided at BPA Call level.
• Will the government provide a tax-exempt certificate so that Contractor does not have to pay VAT and or import duties on replacement systems and parts?
DFARS Clause 252.229-7006 Value Added Tax Exclusion (United Kingdom) and 252- 229-7001 Tax Relief are included in the solicitation and any awarded BPAs.
• Is DFAR 252.211-7003 Unique Identifier only applicable to items worth $5,000 or more? Does the government already have a UPS asset list for Contractor to update or would the Contractor be required to create one?
DFARS Clause 252.211-7003 is applicable to items with an acquisition cost of $5,000 or more, unless identified in section (c) (1)(ii).
A full asset list will be provided at BPA Call level for a Contractor to update.
• Will all planned PMs and Callouts to RAF Mildenhall require escorts with 5-day prior notice?
If the Contractor does not have a Security Clearance and a Base Pass, then they must be escorted. There are some areas where they will require to be escorted even if they have a Base pass. If there is an out of hours call out, they will need to be escorted if they don’t have a Base Pass or are going to a Facility where escort is required regardless of having clearance and Base Pass. Planned PMs where escorts are required will be mutually arranged with the Government point of contact, however there is currently to 5-day prior notice stipulation.
• Do you require these services in the UK or the USA?
Services to be performed in the UK.
• Is this a brand new contract OR if there is (was) an incumbent performing these services?
