AGE Questions

1. Can we receive clarification on the PWS, 3.TASK, where it states that the contractor shall perform necessary structural repairs IAW TO 00-25-252:

TO 00-25-252 covers Intermediate and Depot Level Maintenance; is the contractor expected to perform this level of repair? If required…yes, contractor is expected to make those level of repairs. It’s sheet metal work.

2. Does the Government have welding equipment and materials on-site? No, heavy duty welding equipment available.

3. Is the structural repair requested limited to cosmetic appearance only or framework as well? No framework yet is doors or panels are dented contractor is expected to have to skills to repair these types of issues.

4. If the contractor is to complete this work, can the Government provide the Installation POC or Fire Department POC where the contractor can provide their welding schedule, if required? Yes, we will have this for you at time of award.

5. Are there any base regulations that would prevent the contractor from performing this work? We will provide the dimensions and font styles.

6. Will the Government provide the stenciling/marking files so the contractor can replicate the existing markings? We will provide the dimensions and font styles

7. Related to #1, are all pieces of AGE immediately available, or is some AGE in use and we will need to build a schedule to work around operations? Need to build a scheduled to work around current ops

8. What type of power is provided? How close to the power source is the install location? We require 240/480 3 phase power for our equipment (Min. 400 amp). See paragraph 6 of updated PWS.

9. Can the containers be shipped to the official DODAAC address? Government will not be responsible for acceptance.

10. Is there an equipment rental company on Crete that has generators and telehandlers? Unknown and can’t be guaranteed.

11. What are the dimensions of the largest pieces of AGE equipment? 228" L x 96" W x 107" H (579 x 244 x 272 cm)

12. Is there a POC on station we can contact? A POC will be provided at time of award.

13. Period of Performance. Per the SOW: 14. PERIOD OF PERFORMANCE: Performance shall begin within 60 days from contract award and shall be completed within 45 days.

However per the quote sheet and synopsis, PoP is 90 days.

Is it possible to verify the desired PoP? See updated PWS

15. Government furnished property states power is provided. Is a connection for water provided as well? Can be provided but must be arranged and request ahead of time.

16. In regards to Technical Order (TO) access, are there specific USAFE supplements to listed TOs, or are the most recent version of the documents on e-publishing Home (af.mil) sufficient? See paragraph 6 of updated PWS.

17. I need to clarify the GFP and make sure it is clear the vendor needs to provide.

See updated PWS Paragraph 6.

18. The schedule should probably be a deliverable. I just need to make sure it is clear in the RFQ that it will be required post award.

100% should be a deliverable and based on the companies capacity we will work together to build a schedule for the equipment processing through their repair line

19. I need to include the DAFFARS clause for CAC if you can confirm the requirement for a CAC to access TOs.

CAC will not be required, we can provide laptops with a local user/password. The issue will be the amount of laptops required for the company to use. Our equipment is limited.

20. are “we” as in the Government building a schedule that will be provided at time of award (i.e., kickoff meeting)? Or are we expecting the contractor to build a schedule?

Expectation is the contractor will build a schedule of events to give us. They will need to be cognizant of our time zone for such meetings. The AGE section chief and I will work with the contractor to build a schedule for which pieces of AGE will be worked and the flow timelines.

21. I just want to clarify that we are providing power, right?

Negative, the current infrastructure on Souda Bay will likely not be able to keep up for the amount of power required to run these temporary facilities. Vendor will be required to have a source of power, i.e. generator, to ensure the correct amount of power is provide without interruption. Reasoning behind this is island power is very sporadic with times of blackouts

22. Are TOs supplemented (like AFIs)? And is ETMS a public site?

Most AFIs can be accessed by goggle, might not be the latest version or have full access. For ETIMs, it vendor will need to be granted access by a Tech Order Distro Office (TODO) manager. Will most likely need a CAC to access the site.
