3 August 2023

1. BACKGROUND: This is a non-personnel services contract to provide corrosion control for 51 pieces of Aerospace Ground Equipment (AGE) and Support Equipment (SE) for Detachment 1, 95th Reconnaissance Squadron (RS).

2. SCOPE: This contract will service the 51 pieces of AGE and SE assigned to Det 1, 95 RS located at Naval Support Activity (NSA) Souda Bay, Crete. Corrosion control scoring/categories (CAT) was conducted IAW Tech Order 35-1-3. Of the 51 pieces: 18 were scored CAT 4 (>75% of exterior corroded/rusted, extensive repair required), 12 were scored CAT 3 (moderate corrosion/rust), and 20 were scored CAT 2 (minor corrosion/rust). Det 1, 95 RS is located on a Naval base with no AGE corrosion control support. NSA Souda Bay does not have a facility dedicated to preparation, (i.e. paint removal, structural repairs, treat/paint and remarking) and maintenance painting of assigned aircraft, aircraft small parts, and special equipment. Current maintenance bay does not provide consistent atmospheric conditions for year-round maintenance painting operations IAW T.O. 1-1-8 Para. 5.5.4.

2. OBJECTIVES: At the conclusion of services provided, all Det 1, 95 RS AGE & SE will move from categories 4, 3, and 2 to category 1 (new paint/recent touch-up) in approximately 45 days after service begins. This repair work will remain viable for approximately 7-10 years, depending on environmental conditions. This end product will remove the burden of Det 1, 95 RS personnel from spending excessive workhours maintaining CAT 4 and CAT 3 AGE/SE.

3. TASK: The contractor shall: meet the on-site inspection, structural repair, corrosion treatment, and painting requirement; comply with local and US Navy environmental standards; company will utilize technical orders, Air Force Instruction (AFI) and Air Force Occupational Safety and Health (AFOSH) standards governing AGE and corrosion control/treatment standards. The contractor shall perform the inspection, structural repair, corrosion treatment, and painting of AGE and SE to extend the life cycle of such equipment. The contractor shall perform corrosion removal techniques in accordance with (IAW) Technical Order (TO) 1-1-8. The contractor shall sand or scuff equipment needing minor corrosion treatment, but bead blast is the only method of removing corrosion from moderate to severely corroded pieces of AGE IAW TO 1-1-8 and TO 35-1-3. The contractor shall perform necessary structural repairs IAW TO 00-25-252; treat and prime all metal surfaces IAW TO 1-1-8 and TO 35-1-3, paint any parts removed; perform touch-up painting as necessary, reapply marking, stencils, and decals IAW TO 35-1-3.

All painted parts/complete units will be inspected for paint system compliance IAW TO 1-1-8. The contractor shall provide a Mobile Corrosion Repair Facility (MCRF). It is a 100% transportable, corrosion repair facility used to perform corrosion remediation and repaint of military vehicles and equipment. The MCRF will be erected at the customer's location and consists of a series of tension fabric shelters. The configuration typically consists of a three to four-shelter system: Preparation Shelter, Paint Shelter, and Cure Shelter.

4. SAFETY REQUIREMENTS. The contractor shall be responsible for the safety and accountability of all its employees. The contractor will ensure that all employees adhere strictly to the safety precautions in AFMAN 91-203 Air Force Occupational Safety, Fire, and Health Standards.

5. DELIVERY: The contractor shall repair and repaint, to include official markings and serialization, 51 pieces of AGE and SE to a CAT 1 status. At the completion of work, either on a case-by-case basis or at the conclusion of all work, AGE and SE will be verified at a CAT 1 status by Det 1, 95 RS leadership.

6. GOVERNMENT-FURNISHED PROPERTY: NSA Souda Bay will furnish power (primary) and enough ground space to accommodate two (2) 30’ x 80’ temporary tension fabric shelters. If a sufficient power source is not available, the contractor shall provide the power (secondary).

7. DELIVERY SECURITY REQUIREMENT: Det 1, 95 RS will coordinate with NSA Souda Bay and the Hellenic Air Force (HAF) 115th Combat Wing for installation and flightline access for contractor personnel. No special security requirements exist for the AGE or SE.

8. PLACE OF PERFORMANCE: Service will be provided in the MCRF by the contractor on the ground space allocated by NSA Souda Bay.

9. PERIOD OF PERFORMANCE: Performance shall begin within 60 days from contract award and shall be completed within 45 days.
