1. What is the schedule/programme for delivery of the RAF Feltwell works (Mock Runway) – has this changed from round 1 question answers? Will the schedule dates be referenced in the contract as client contract data? Is the start date of 15th May still the intended start on site date?
There has been no change to schedule. May 15th is still the intended start date.

2. Would an alternative be considered for the Hot Mix Asphalt specification, to provide a cheaper and more easily accessible material for more practical and economic reasons?
Marshall Mix Design Criteria may provide market provision difficulties with material quantity and specification provision.
Significant adjustments will be made to this requirement as outlined in the SOW in an upcoming amendment to the solicitation.
3. Combined Synopsis/Solicitation Item 3 - Upon current material price review and estimation (inc anticipation of market price increases), there may be a risk of the BPA purchase limitation being exceeded under this solicitation alone. Will this impact the quantities of materials placed under this solicitation/SoW?
The quantities previously listed for materials are estimates based on expected pricing. Final quantities will be determined on a later date. Pricing sheet is updated to address minimum purchase quantities.
4. If the schedule of works is delayed (project start date for example), at no fault of the contractor, will the contractor be entitled to revise the unit rates for the materials to compensate for fluctuations and increases in market prices? – Does Item 6b Combined Synopsis/Solicitation cover price changes allowing the contractor to adjust for market changes with 15 days notice?
In accordance with paragraph 7 FAR provision 52.212-1 - Instructions, Conditions, & Notices to Offerors or Quoters, “By submitting a quote in response to this solicitation the vendor agrees to hold the prices provided are firm for at least 60 calendar days from the date specified for receipt of quotes. When a call/order is placed against an approved and current price list on the BPA, those prices must be honored. Paragraph 6b of the combined synopsis/solicitation provides instructions for the BPA holder instructing them that changes to the price list must be submitted to the contracting officer for review at least 15 days prior to the potential adjustment taking effect.
5. If there is a delay or abandonment for any section of work, at no fault of the contractor, affecting the ordered materials for any specific period through the intended schedule of works (under 12 hours’ notice), will the contractor be compensated for discarded, non-reusable or wasted materials?
Significant adjustments will be made to this requirement as outlined in the SOW in an upcoming amendment to the solicitation.
6. Is it the intention of the 820th Red Horse Squadron to work Saturdays? If so, this may incur additional weekend plant opening charges and thus increase unit rates for materials.
The possibility exists that 820th RED HORSE Squadron may work on Saturdays. The pricing breakdown has been adjusted to address this as an alternate rate.
7. Under Item 6.1 SoW, it refers to ‘the contractor being responsible for collection and off base disposal of all debris, rubble, residue, and non-salvageable, unusable, and waste material generated in the performance of the work under this contract’. If waste is generated by the over ordering of the CO, or works on site dictating the non-use of ordered material (overrun of concrete/asphalt or breakdown of laying equipment for example) is this the responsibility of the contractor?
This requirement and section 6.1 of the SOW will be removed in a forthcoming amendment to the solicitation.
8. Under item 6.1 SoW, it states that ‘the contractor shall keep the site clean and free of trash and debris at all times. Loose materials must be secured at all times. Daily and final site clean-up is the Contractor’s responsibility’. Will it be the contractor’s responsibility to clean up after the 820th Red Horse Squadron after each shift? Should this section read that the contractors’ responsibility for housekeeping should be associated with the material supply element only?
This requirement and section 6.1 of the SOW will be removed in a forthcoming amendment to the solicitation.
9. Under item 6.5, it refers to the contractor cleaning up access roads and staging areas. If the point of deposit for the material is controlled by the 820th Red Horse Squadron, how can the contractor be responsible for cleaning these areas? Vehicles will arrive clean therefore any debris, dirt, mud etc will be generated by the site conditions (haul roads, weather, and general site condition) which would not be under the control of the contractor supplying material.
Paragraph 6.5 includes required actions in the event of spill or deposit of other materials foreign to the base. The contractor will not be responsible for the clean-up of a mess generated by the base’s site conditions. Vehicles that arrive clean and have no unintended deposits of material will not have an issue within the concerns of this paragraph.
10. Under item 10 SoW, Convenience Facilities, it states that ‘the contractor shall provide accommodations for restroom facilities for use by the contractor’s personnel’. Please clarify if the material supply contractor is to provide these facilities, and if so, will the facility be shared. If to be provided for our personnel, what services will be provided for connectivity (i.e. water, electric, foul drainage).
This requirement and section 10. of the SOW will be removed in a forthcoming amendment to the solicitation.
11. If the delivery schedules are delayed circumstances beyond the contractor’s control (Facility Access/Security or 820th Squadron delays), and the material becomes non-compliant under the quality control plan (time limit exceedance for example) how will the contractor recover rejection and waste material costs?
To be clear, there are aspects to Base Access that are within Contractor control and it is the Contractor’s responsibility to ensure all equipment and personnel utilized by the Contractor for deliveries meet the requirements for base access. In the event that delivery schedule delays occur, are beyond the Contractor’s control, and lead to rejected material the US Government will compensate the Contractor for waste material cost.
12. Is it expected that the contractor will apply the prime/tack coat?
Yes.
