1. For pricing, can we add line items for General Conditions (e.g. Contract Manager, QC Manager, Superintendent)? If not, is it expected that General Conditions will be “baked” in to our price list line items? Or is it allowed that general conditions can be determined as task orders come out? All costs incurred with the task orders (personnel, installation , parts, etc.) should be included in the price list, no additional line items should be added.
1. The solicitation mentions the ordering period starts on 20 December 2020. Is this still accurate or should we expect that start date to be pushed out to a later date? The ordering period will start on 20 December, however, we do not expect for installation to begin prior to 01 January for any orders that may be made within the December timeframe.
1. Are there any Service Level Agreement expectations upon award of a project/task order? No.
1. Are teaming agreements allowed? This potential BPA is strictly to set up a price list to order installation/ parts from. Teaming agreements aren’t specifically excluded from quotes received.
1. For past performance, can our teaming partners past performance be included in our proposal? This would not be considered acceptable, as the government will not be entering into an agreement with any partners. Only your own past performance should be submitted.
1. Is there a limit on # of past performances we provide that were performed in the last 12 months? No limit, please include as much past performance as you feel will show you meet the criteria.
1. What is the volume and type of work executed over past 5 years? Over the previous five years, we utilized a BPA for ordering this requirement over 300 times and spent over $2.5M. As indicated in the Request for Quote, we expect a significant increase in need over the next five years across the United Kingdom.
1. How much of the work had billable time? None of the work had billable time. The intent of the BPA is to have all line items on the price list be fully loaded.
