STATEMENT OF WORK (SOW)

FOR

GOVERNMENT FIXED COMMUNICATIONS INFRASTRUCTURE INSTALLATION

& REPAIR (INSIDE PLANT & PREMISE WIRING)

SECTION 1. DESCRIPTION OF SERVICES

1.1. INSIDE PLANT & PREMISE WIRING.

1.1.1. The contractor will engineer, furnish, install, test, and repair (EFIT&R) Inside Plant & Premise Wiring to include installation of interior fiber optic and copper cables with terminations, cable management systems, equipment cabinets and racks, cable termination drops, patch panels, ducting, conduit and grounding for racks/cabinets and communications systems. Fiber optic cables/ducting to be in interior options for blown and drawn fiber with various multiple strand options for both multi-mode and single-mode. Copper cable structured wiring to be in options of either twisted pair Cat 5e for facilities with a majority of existing Cat 5e infrastructure or Cat 6/Cat 6e for newer facilities at the discretion of the designated project Contracting Officer Representative (COR). All internal wall penetration works to include ‘fire stopping’ to industry standards. All newly installed cabinets or racks will be permanently fixed to the floor (bolted) unless directed otherwise by the COR and grounded appropriately. Provision for safe asbestos abatement working methods to be included for work areas identified by US Air Force (USAF) Civil Engineers as containing historical asbestos contaminated materials.

1.1.2. The contractor will provide electrical engineering installations (110 and 220 volts) for complementary power supply installations for work associated with Inside Plant & Premise Wiring by the contractor. All electrical works to be planned and undertaken by UK appropriately qualified electrical engineers certified by the local USAF Civil Engineering squadron through review as being of acceptable standard.

1.1.3. All items listed on the agreement price list for installation of Inside Plant & Premise Wiring to include delivery to the COR by the contractor of updated schematic drawings in electronic shape file format, AutoCAD DWG or Microsoft Visio format (format as directed by the site specific COR) depicting new/amended installed services. Also test data (e.g. ODTR results for fiber optic installs) in electronic format confirming installation to industry standard operating parameters for all installed grounding, fiber and copper cabling.

1.1.4. Installation Scheduling. Installation activities shall be coordinated with the site specific COR to preclude system outages on the existing Government Communication’s Networks.

Where installation activities require interruption of service to existing operating networks, the Contractor shall obtain permission from and adhere to scheduled down times arranged by the site specific COR.

1.1.5. Warranty and Logistics. The Contractor shall provide a warranty commensurate with industry standard for a duration not less than one year from date of acceptance through Wide Area Workload (WAWF), to include materials and installation. In addition, the Contractor shall obtain and provide the warranty of each vendor or manufacturer's product offered, as well as their permission to extend that warranty to the Government. Details of all warranties will be provided to the site specific CORs on completion of works and no later than 10 working days from COR acceptance of completed work. The Contractor will track warranties and advise the Government on expiries and options for renewal.

1.2. ENGINEERING AND INSTALLATION.

1.2.1. The Contractor shall be responsible for all handling and control of Contractor provided equipment including, but not limited to, loading, unloading, packing, unpacking, security, inventory, and inspection. Upon ‘just in time’ delivery to the location specified in the BPA call, the Contractor shall perform any final assembly and testing necessary to render the required system available for use by the Government. All “cable plant” and “premise wiring” shall be labeled detailing building destination, cabinet, patch panel, terminal block, or specific wall jack information.

1.2.2. All fiber optic and other cables shall be furnished, installed, terminated, tested and warranted by the contractor. All fiber cables shall terminate to SC, ST, LC, FC, or MT-RJ type connectors as specified by the government. All cabling shall terminate in a minimum of a 12 port bulkhead fiber optic patch panel. The FOPP shall come in multiples of 4 all the way up to 144 terminations.

1.3. RESTORATION OF GROUNDS AND FACILITIES.

1.3.1. Approval to Begin Facility works. The Contractor shall obtain an approved Base Civil Engineering Work Clearance Request, Air Force (AF) Form 103 and AF 332, prior to any modification to a facility (e.g. drilling, boring, affixing). Requests shall be submitted by the Contractor to the respective Base Civil Engineering (BCE) organization of the base where work is being performed. The contractor will restore damaged worksite surroundings to original condition on work completion.

1.3.2. The contractor will plan and complete works in accordance with applicable written standards (i.e. AFCESA/CES Engineering Technical Letter (ETL) 02-12 Communications and Information System Criteria for Air Force Facilities, dated 27 June 2002) provided within each site specific Base Standard available via the site specific COR. The contractor will seek advice from the site specific COR where conflicting standards or policy is encountered. Attachment 1 contains an example list of applicable standards.

1.4. DELIVERY, TESTING AND ACCEPTANCE

1.4.1. Delivery. The Contractor shall deliver materials to the locations specified in the site specific BPA Call on a ‘just in time’ basis. The Contractor shall ensure items are made available to meet required timelines specified in the BPA Call.

1.4.2. On-site Testing/Acceptance. Upon delivery to the specified location, the Contractor shall install the tray work, duct, micro-duct, fiber optic, copper cables and equipment at locations specified in the Government BPA Call. The Contractor shall terminate cable assemblies, and test fiber cables using an Optical Time Domain Reflectometer (OTDR) and copper cables with appropriate test meters to demonstrate to Government representatives (if requested by the COR) all requirements of the SoW are met. At completion of each BPA Call and COR acceptance, the Contractor shall provide the Government the appropriate test results within 10 working days.

1.4.3. The site specific COR shall be allowed to witness all system tests to ensure conformance with this SoW and the specific BPA Call.

1.5. COMMUNICATIONS-COMPUTER SYSTEMS INSTALLATION RECORDS

(CSIRS)

1.5.1. After COR work acceptance, the Contractor shall provide, within 10 working days, two complete sets of “as installed drawings” and test records on standard Compact Disk (CD) or Digital Video Disk (DVD) detailing location and routing of all cable, duct and equipment installed in accordance with this agreement. The contractor shall provide all drawings electronically in the shape file format, AutoCAD or Microsoft Visio format (format as directed by the site specific COR). Test results may be provided electronically in Microsoft Word or Excel documents and shall reference the specific BPA Call for tracking.

1.5.2. Detailed floor plan drawings shall be provided reflecting all work done within base facilities where there has been a change in the communication layout of the facility. At a minimum, the drawings shall reflect location of all contractor installed cables to include type and termination, cable and cable tray routes, cabinet location, location and type of all outlets, and demarcation points. The Government shall provide Master floor plan drawings for contractor updates. The Contractor will protect and control all drawings received to ensure security of Government information and will not disseminate further without explicit permission of the Government.

1.5.3. Face Equipment drawings of altered racks/cabinets shall be provided by the contractor in Microsoft Visio format or digital pictures in “JPEG” format (format at the direction of the site specific COR) showing all changed equipment. Multiple pictures may be required for larger cabinets to ensure appropriate detail is captured. Picture resolution shall be at least 5 megapixels and with an image size of at least 2560 X 1920 pixels.

1.5.4. The contractor shall deliver CD/DVDs to the COR for distribution to the base Communications Systems Installation Records (CSIR) Manager. The CSIR Manager shall be identified by the site specific COR. The Contractor shall obtain permission from each site’s Public Affairs office for onsite camera use (if applicable). This shall be coordinated by the site specific COR.

1.6. CLEANLINESS AT WORK SITE. The Contractor shall at all times keep the work area, including designated storage areas, free from accumulations of waste material or rubbish. Prior to completion of the work, Contractor will remove any rubbish from the premises to include all tools, equipment, and materials that is not the property of the Government. Upon completion of work, the Contractor shall leave the work and premises in a clean, neat and professional condition satisfactory to the COR.

1.7. SCHEDULED WORK. When the Contractor schedules a service interruption for the purpose of working on Inside Plant & Premise Wiring, the work shall be done at a time that will cause the least inconvenience to the Government and users and will be agreed to by the COR.

The Contractor shall notify and coordinate with the site specific COR at least 72 hours in advance of any scheduled service interruption. The Contractor shall provide verbal notification to the site specific COR immediately after service has been restored. Depending on the service interruptions, some locations may require further notification lead-times due to on-going mission requirements.

SECTION 2. QUALITY ASSURANCE

2.1. Quality Control. The Contractor shall develop and maintain a quality control program to ensure information technology (IT) infrastructure services are performed in accordance with commonly accepted commercial practices and services identified in this SoW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur.

2.2. Quality Assurance. The government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this BPA. The COR will use the Contractor’s BPA Call Log to record validation results. Results of the validation will then become the official Air Force record of the Contractor’s performance.

SECTION 3. GOVERNMENT/CONTRACTOR-FURNISHED FACILITIES,

EQUIPMENT AND SERVICES

3.1. GOVERNMENT FURNISHED FACILITIES. The government will not provide staging or storage facilities for contractor use.

3.1.1. Keys and Lock combinations. The contractor shall control securely any and all keys or lock combinations entrusted to them.

3.2. GOVERNMENT FURNISHED EQUIPMENT (GFE) FOR INSTALLATIONS.

3.2.1. Network Terminating Equipment. The Contractor shall terminate Fiber Optic, copper (telephone multi-pair and coaxial) cable onto existing Government furnished terminating equipment where capacity is available; otherwise identify capacity shortfalls to the Government.

3.2.2. Equipment Cabinets. When requested, the Contractor shall install Government-provided serviceable equipment cabinets that have been salvaged from building renovations and demolitions.

3.3. GOVERNMENT FURNISHED SERVICES.

3.3.1. Electrical Power & Grounding. The Government shall provide electrical power and grounding points for use at Contractor installed cabinets. At the Government’s discretion, the

Government may place a call against this agreement to have the contractor provide electrical power and grounding to cabinets from the nearest appropriate source.

3.3.2. Facility Ground. The Government shall provide a facility ground point for the contractor to ground all equipment and cabinets provided under this SoW.

3.4. CONTRACTOR FURNISHED ITEMS AND SERVICES

3.4.1. General Information. Except for those items or services specifically stated in Section 3 as Government furnished, the Contractor shall furnish everything required by the Government to fulfill this agreement according to all its terms, to include all equipment and installation necessary.

3.4.1.1. The Contractor shall use government furnished equipment to terminate all fiber optic and copper cables where capacity exists. Where capacity does not exist for expansion, the Contractor shall provide and install additional fiber optic, KRONE type connectors, structured wiring panel, or coaxial termination hardware where necessary when ordered on a BPA Call.

3.4.2. The contractor will install and test requested material in accordance with all applicable standards (i.e. Telephone Industry Standards (TIA)). The Contractor shall provide all new cables, cable tray, jacks, line amplifiers, cabinets, patch panels, KRONE type connectors, Intermediate Distribution Frame additions, cable management materials, as required, to meet necessary Government requirements. Maximum use of existing Inside Plant & Premise Wiring is required. Work can include adding/removing/relocating of communications outlets and rerouting of cable services due to building renovations.

3.4.3. The Contractor shall provide all necessary labor, materials, equipment and specialist sub-contractors to ensure the proper execution of the works detailed within this SoW and as requested by an authorized caller placing a call under this agreement.

3.4.4. This agreement shall cover all works required to construct cable ports for extending contractor provided cable tray through interior walls. All these works shall be coordinated by the contractor for approval with the site specific Civil Engineering office (using the AF Form 103/332 approval process), interior facility works and shall not proceed without the base Civil Engineering office (if applicable) and COR approval for such work. Exceptions to pre-coordination for Major Fault or emergency works may occur to meet Governmental requirements at Government request. Appropriate level of craftsmanship shall be part of the site specific COR’s determination of the quality of work for government acceptance of any BPA Call.

3.4.5. American Forces Radio and Television Service (AFRTS) Service. The contractor shall EFIT&R the AFRTS signal (including any other GFE furnished broadcast signals) on the USAF cable plant to base facilities through the Premise Wiring from the internal building demark for new facility installations or an agreed other distribution point for existing facilities. All interior plant/equipment necessary, to include EFIT&R of fiber optic and coaxial cable, coaxial outlets and line amplifiers, shall be provided to meet requirements of any ordered applicable item listed on the agreement price list. The final demarcation point for the contractor shall be the fiber optic or coaxial wall outlet.

3.4.6. End user CATV/6 drops. Contractor to provide troubleshooting and repair actions for CATV drops in military facilities and base housing units. The contractor shall take corrective fix action in military facilities to include re-running of the coax Premise Wiring. For Base Housing, if there is something wrong with the drop, the contractor shall not attempt to rewire the base housing drops. In such cases the contractor shall identify the fault to the COR for further action.

3.4.7. Electrical power. The contractor shall provide (at government request when applicable) a UK licensed Electrician to extend GFE electrical power to GFE or Contractor provided cabinets and equipment. All work shall be performed by a UK licensed Electrician and follow IEE Wiring Regulations BS 7671. All works shall be coordinated with the site specific Civil Engineering office. A point of contact (POC) shall be provided by the site specific COR. Services shall be extended from spare fuse positions in GFE power panels where available. Service shall include all necessary cables, boxes, conduit, fasteners, connectors, and fuses. Some services shall be equipped with an in line disconnect switch that is wall mounted or on top front of the communications cabinet. In some rare cases, the wiring of 60 Hz 110V, single phase shall be required. These shall be provided with all the services described above but in accordance with the US National Electric Code.

3.4.8. Contractor use of test equipment and tools. All testing equipment (e.g. OTDR) and tools (e.g. Fusion Splicer) necessary for work by the contractor in accomplishment of the stated requirements of this agreement shall be provided and maintained by the contractor.

3.4.9. Materials. All materials furnished by the Contractor under this agreement shall be Commercial off the Shelf (COTS) products, which comply with the United Kingdom’s current National Telecommunications practices and specifications.

SECTION 4. GENERAL INFORMATION

4.1. SITE LOCATIONS. All works are primarily at the following listed RAF locations:

RAF Lakenheath, Suffolk RAF Feltwell, Norfolk RAF Mildenhall, Suffolk RAF Alconbury, Cambridgeshire RAF Molesworth, Cambridgeshire RAF Croughton, Northamptonshire RAF Fairford, Gloucestershire

4.1.1. CORs will be located at RAF Lakenheath (to include RAF Feltwell), RAF Mildenhall, RAF Alconbury (to include RAF Molesworth), and RAF Croughton (to include RAF Fairford).

4.1.2. Works on a rare basis (estimate once annually) may be required at other US Visting Forces (USVF) sites within the UK supported by these listed locations. i.e. RAF Mildenhall COR will serve RAF Fylingdales, RAF Digby, and RAF Waddington; RAF Croughton COR will serve RAF Welford.

4.2. EXISTING AGREEMENTS This SoW primarily relates to the installation of US-owned fixed communications infrastructure. When necessary, amendments to services (circuits) affected by infrastructure changes under this SoW need to be coordinated separately with the provider (e.g. Openreach).

4.3. NEGLIGENT COMMUNICATIONS OUTAGES. The contractor shall be responsible for any unscheduled/unplanned communications outages resulting from failures on their part (i.e.

inadvertent cutting of a cable and subsequent loss of communications capabilities to a user). The contractor shall provide evidence of the appropriate information technology industry liability insurance to cover damage, repairs, or negligent work that may cause network outages resulting in unscheduled/unplanned network repairs. The contractor shall fund and complete repair in a timely manner as advised by the COR in agreement with the Contracting Officer.

4.4. CONTRACTOR PERSONNEL. The Contractor shall provide a contract manager who will be responsible for the performance of the work. The name of this person, their contact details, and an alternate or alternates who can act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer within 5 days of contract award.

4.4.1. The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this BPA.

4.4.2. Under normal daily operations the Contract Manager or alternate shall be available during normal duty hours within one (1) normal workday to meet on the installation with Government personnel designated by the Contracting Officer to discuss problem areas. A telephone approval is authorized when the approving authority name, rank, and telephone number can be validated by the contractor. The COR will schedule on-site meetings with the Contract Manager monthly for the first three months and then quarterly (every 3 months) as required thereafter to discuss matters relevant to contractor performance.

4.4.3. The Contractor shall not employ persons for work on this agreement if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.4.4. Contractor personnel shall present a professional appearance wearing appropriate clothing and be easily recognized as Contractor employees. The wearing of clothing identification tags or display of visible identification cards depicting contractor employee name and company information is required. Verifiable identification will be carried at all times and be subject to review by appropriate government personnel whilst on any installation.

4.4.5. Employee training. The Contractor shall ensure that employees performing installation, maintenance are fully qualified to conduct such services in accordance with relevant industry standards.

4.4.6. All contractors performing minor installations and final terminations within areas determined by USAF to require special measures e.g. explosive safety shall undertake Explosive Safety training provided by the local USAF Safety Office and be certified with an Explosives Permit to Work (PTW). The contractor shall submit a limited list of names of staff requiring such training within 5 days of the initiation date of this agreement to the COR who shall coordinate the required training with the relevant Wing Safety Office. The contractor shall have all identified technicians training complete within 30 days of identification. Works within these areas shall not be accomplished by staff without this training and certified as qualified by the

USAF.

4.4.7. All works performed by the contractor under this SoW shall honor UK Health and Safety Law and Regulations for the protection of its employees to include protection directives under Air Force Occupational Safety & Health (AFOSH) and Occupational Safety and Health Administration (OSHA). Further, the Government will assume no liability or responsibility for the Contractor’s compliance or noncompliance with such requirements.

4.5. GOVERNMENT PERSONNEL.

4.5.1. For each location covered by this agreement, the Contracting Officer shall designate an onsite individual COR to monitor performance in accordance with (IAW) this SoW.

4.5.2. The onsite COR is responsible for ensuring from a customer perspective all contractor delivered works meet agreement obligations with regard to standards and specifications. The COR shall provide all on site requests to the contractor in the form of calls placed by an authorized caller. Due to leave and training considerations each site shall have an Alternate COR. The contractor shall initiate no work without a BPA Call from an authorized caller. If the contractor performs work based upon directions from parties other than the COR, the Government is under no obligation to reimburse the contractor for any or all activities undertaken in such circumstances. Upon initiation of this agreement the CO shall inform the contractor of each site’s COR and their appropriate alternate including all applicable contact details.

4.6. PHYSICAL SECURITY.

4.6.1. The Contractor agrees to abide by all applicable security regulations and procedures as stipulated by Government Security Agencies concerned with the execution of this agreement.

Work performed in secure/restricted areas or facilities shall require an escort by Government personnel, the Contractor agrees to abide by all instructions issued to Contractor personnel by Government escorts as regards access to, evacuation from and free movement within secure/restricted facilities. If the Government escort fails to meet the Contractor at the agreed to location after 30 minutes from the agreed to time, the Contractor accepts the effort as an abortive attempt and will reschedule the effort, through the site specific COR for another time. The

Contractor must understand that operational situations occur, in which the Government will not be held liable for access to such areas being denied. Operational situations include, but are not limited to bomb threats, fire evacuations, and mission-driven facility lock downs. The Contractor shall not be liable for late response when prohibited by the Government.

4.6.2. Prior to commencing work, the Contractor shall furnish a complete detailed list of all vehicles and personnel involved in the accomplishment of the work at each site to the applicable site COR in order to obtain access to the respective installation. This will be accomplished within 5 days of initiation of this agreement. Addition of employees after initiation of this agreement shall be reported immediately to the COR and prior to commencing work. The COR will prepare/process applications through their applicable Security Forces unit for base entry passes. The Contractor shall ensure all personnel and sub-contractors requiring regular access to work on the bases are on the contractor EAL and/or are in possession of an AF Form 79 Base Pass for that (or each) respective location. The Contractor shall identify these same employees for escort of its own or sub-contractor personnel not in possession of a base entry pass. The contractor shall provide an updated employee list whenever staff changes or upon request of the

COR.

4.6.3. Security Clearances for Contractor Staff. All contractor staff requiring un-escorted site access with access to Network Closets (Comm rooms) will require a current host nation Security Check (SC) issued from the UK Defense Business Service (DBS) National Security Vetting (NSV) Agency. An SC is a prerequisite for Host Nation personnel requiring unescorted access to the Network Closets and cabling systems and is not for the purposes of access to any classified ‘Secret’ (US or UK) or higher information which will not occur. All contractor requests for Security Checks including required personal details will be submitted to the applicable site COR for review/action. Contractor staff will not be allowed un-escorted access without a current SC issued for the purpose of this agreement or a prior version. Companies with management processes agreed with DBS NSV for issuance of NSV Clearances shall provide satisfactory confirmation of existing staff SCs to the COR to enable USAF consideration for site entry authorization and duty performance start.

4.6.4. Controlled Area Access. The contractor shall initially contact the specific site COR for the appropriate point of contact (POC) for the controlled area in question. The Contractor shall then contact the POC to gain access, as required. Afterwards the contractor shall keep a record of the contact details for said area on hand.

4.6.5. The Contractor shall be responsible for safeguarding of any/all Government property provided for Contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.

4.7. HOURS OF OPERATION. The Contractor shall to the maximum extent possible perform non-emergency installation, troubleshooting and repair services between the hours of 0800 to 1700, Monday through Friday, UK holidays excluded. United States (US) holidays are provided for informational purposes only. During US holidays, access to certain base facilities and locations may be difficult. To the maximum extent possible, the contractor shall coordinate such access in advance to preclude any issues.

4.7.1. Applicable US and UK Holidays are:

c. Presidents Day 3rd Mon in Feb. US

d. Good Friday; Friday before Easter UK

e. Easter Monday Mon after Easter UK

h. Memorial Day Last Monday in May US

i. Independence Day July 04 US

j. Late Summer Holiday First Monday in Aug UK

k. Labor Day First Monday in Sep. US

l. Columbus Day 2nd Monday in Oct US

m. Veterans Day Nov 11 US

n. Thanksgiving Day 4th Thursday in Nov US

p. Boxing Day Dec 26 UK

4.7.2. When a holiday falls on a Sunday, the following day is also a holiday, when a US holiday falls on a Saturday; the preceding day is also a holiday. When a UK holiday falls on a Saturday, the following Monday is also a holiday.

4.7.3. Base Closures. Information regarding RAF Mildenhall and RAF Lakenheath/RAF Feltwell base closures due to inclement weather can be obtained by calling the Lakenheath Base Weather Line on 01638 523541. For RAF Alconbury call 01480 844636 and RAF Croughton/Fairford call 01280 708020.

4.8. CONSERVATION OF UTILITIES. The Contractor shall make sure employees practice utilities conservation. The Contractor shall be responsible for operating under conditions that prevent the waste of utilities to include:

4.8.1. Lights shall be used only in areas where work is actually being performed.

4.8.2. Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems.

4.8.3. Water faucets or valves shall be turned off when not in use.

4.8.4. Turning off electrical equipment items when not in use.

4.9. RECORDS. The Contractor shall be responsible for securely creating, maintaining and ultimately disposing of Communications-Computer Systems Installation Records (CSIRS) and testing records (see para 6.4) established in performance of this agreement. All records established by the contractor or provided to the contractor in performance of this contract shall be securely controlled IAW AFI31-401, Information Security Program Management, and not distributed to 3rd parties without express permission of the USAF.

4.9.1. Upon completion of all cable works, the Contractor shall provide copies of newly installed copper and fiber cable test result sheets for Government approval and retention. The test sheets shall include cable type, length, termination points, and dB results for each fiber strand and copper cable as a minimum. Test results will include those for any grounding work (equipment or earth) also accomplished which must meet current industry standards for electronic communication systems.

4.9.2. Upon completion of all new works for Inside Plant the contractor shall deliver to the COR for use by the Government appointed site Communications Systems Infrastructure Records (CSIRs) Manager new or revised schematic drawings in electronic AutoCAD or Microsoft Visio format depicting installed services. Required format will be as specified by the site specific

COR.

4.10. AIRFIELD PRECAUTIONS.

4.10.1. Performance under this BPA shall require the Contractor to operate vehicles and/or perform services on Government installation airfields such as aircraft taxiways, access roads, parking ramps, aprons and infield areas. When performing in these areas, the Contractor shall ensure the following practices are adhered to, to prevent damage to aircraft (This paragraph is applicable to RAF Fairford, RAF Lakenheath, and RAF Mildenhall): Each location requires parties requiring airfield access to participate in that installation’s access course and abide by the site specific rules. Contactors shall not drive on the airfield until all requirements are fulfilled. If a specific eye exam is required, it is the Contractor’s responsibility to obtain.

4.10.2. The contractor(s) shall ensure an appropriate number of personnel and/or sub-contractors are in possession of flight-line driver’s licenses and Contractor Vehicle passes for use on the flight-line. Contractor personnel and/or sub-contractors shall be responsible for escorting their staff on the flight-line area when needed. The respective USAF site Airfield Office will provide applicable on-site training and certify contractor staff as flight-line qualified. Contractor staff shall comply with all airfield signs, markings and Control Tower Signals as instructed.

Contractor staff will not drive on the flight-line until trained and certified as qualified by the USAF site Airfield Office. Contractors shall coordinate training via the applicable site COR.

4.11. WARRANTY. All contractor works or contractor provided equipment must be warranted to industry standards for a duration not less than one year.

4.12. QUALITY STANDARDS. The Contractor shall perform all work on this agreement in accordance with quality standards established for example by the British Standard Institution as published in BS EN ISO 9004 (most current version) to include other standards specific to telecommunications. For further details on applicable standards refer to each site’s ‘Base Standards’ published by individual Units Civil Engineering Squadron. Copies of each available via site specific CORs. See Appendix 1 for an example list of standards.

SECTION 5. DEFINITIONS

5.1. GENERAL DEFINITIONS

5.1.1. Communications Focal Point. (CFP) The CFP is a 24/7 work-center working directly for the base Communications Officer and is responsible for tracking and managing all communication outages and faults.

5.1.2. Quality Assurance. Is the systematic measurement, comparison with a standard, monitoring of processes and an associated feedback loop that confers error prevention. For purposes of this agreement, quality assurance refers to the work performance of the contractor.

5.1.3. Quality Assurance Evaluator. A functionally qualified government person who monitors the contractors’ performance ensuring the work accomplished meets government standards. In this instance a role performed by the COR and assisted by government Quality Assurance staff (i.e. SCQ).

5.1.4. Quality Control. Those actions taken by a Contractor to control the quality of outputs to ensure that they conform to the agreement requirements.

5.1.5. Restoral Plan. Established emergency plans to ensure the base essential infrastructure is restored in a reasonable time acceptable to the USAF.

5.1.6. Maintenance. Maintenance is defined as work required due to the normal wear and tear of the “cable plant” and the “premise wiring”. This shall also include repair and restoral work required due to system damage on the part of the contractor, the Government or other non-contractor agencies.

5.1.7. Normal Site Duty Hours. Monday thru Friday 08:00-17:00, UK Public Holidays excluded.

5.1.8. Base Standards. The formal guide for planning of works on USAF installations which include telecoms and communications directives and published by USAF Civil Engineering Squadrons. (e.g. The RAF Mildenhall Sustainable Base Standards & Architectural Compatibility Plan and The RAF Lakenheath Architectural Compatibility Guide Design Standards.)

5.2. TECHNICAL DEFINITIONS.

5.2.1. Air Blown Fiber Optic Cable. A method of installation of fiber optic cable whereby compressed air is utilized to blow fiber optic strands through preinstalled tubing commonly referred to as Microduct.

5.2.2. Microduct. A system of small diameter PVC tubing that is installed between facilities to serve as a conduit through which air blown fiber optic strands are installed. Microduct is permanently installed, normally in underground duct, and can be repaired by simple splice methods allowing air blown fiber to be re-blown if necessary without the necessity for splices in the fiber optic cable.

5.2.3. AFRTS. Under separate contracting efforts, the Government has provided AFRTS to all DoD UK installations. AFRTS is a reserved specific frequency band on all new cable systems installed on DoD military installations and Military Housing areas. This requirement is necessary to ensure that American National Television System Committee (NTSC) television receivers and related products shall operate on new and existing cable systems. AFRTS signals are injected via the USAF owned CATV Head-End Suites onto the USAF cable system (inc Digital Line Amplifiers (DLAs) and splitters) for distribution.

5.2.4. Commander’s Channel: This is a service distributed over the USAF cable plant to on base facilities and military housing.

5.2.5. Cyber Transport Work Center: The work-center at each base controlling operation and maintenance of the USAF communications infrastructure.

5.2.6. Information Transfer Building (ITB). Information transfer nodes are major distribution hubs for the fiber optic distribution system. ITBs contain Ethernet switches and multi-strand single mode and multi-mode links to each other primary ITBs to form the network backbone.

5.2.7. Multimode Fiber. Multimode fiber has a relatively large diameter, typically 50-62.5 micron. Multimode fiber is driven by less coherent Light Emitting Diode light sources.

Although multimode fiber has greater loss over distance it is driven by less expensive equipment which is more tolerant in alignment, safer to operate and less expensive to maintain.

5.2.8. Single mode Fiber. Single mode fiber is low loss high bandwidth fiber of approximately 6-10 micron diameter. As its name implies, laser light is transmitted through the fiber in one primary propagation mode. Greater distances and higher bandwidths can be obtained through single mode fiber although at higher cost in laser end equipment required to drive it.

5.2.9. Tight Jacket/Tight buffered/Loose tube/Gel & non-Gel filled fiber optic cables.

Sometimes called drawn fiber can either be Single mode, Multimode or a combination of both.

This type of fiber is normally drawn through existing or new PVC ducts. The capacity of drawn fiber can consist of multi-strands ranging upward to approximately 48 in one jacket.
