Addendum 52.212-2 Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY

PRICE

Technical Capability. The government will evaluate technical proposals and the below listed sub-factors on a pass/fail-basis, assigning an overall rating of Acceptable, or Unacceptable. An unacceptable rating for any of the below sub-factors will result in an unacceptable rating for the Technical Capability primary factor. Technical Acceptability shall be evaluated against the following sub-factors where all sub-factors are considered equal:

i. Subfactor 1: Management Plan: This requirement is acceptable when the offeror has thoroughly addressed all activities identified in Addendum 52.212-1, Management Plan paragraphs a and b. This includes evaluation of management plans by offerors that provide detail descriptions and illustrate complete timelines for contract performance during the transition period and management of personnel throughout the life of the contract. This includes but is not limited to: providing a Gantt chart or similar to outline key mobilization activities, providing an organizational structure addressing the key personnel.

ii. Subfactor 2: Quality Control Plan: This requirement is acceptable when the offeror has thoroughly addressed all quality control activities identified in Addendum 52.212-1, Quality Control Plan paragraphs a and b. This includes providing a quality control plan that details the approach to successfully perform to the standards of the PWS, and meet quality thresholds identified in the Service Summary. Your plan shall include, but is not limited to the methods of surveillance, the methods of documentation, frequency/schedule of inspections at each location. Note that if selected for award, the Quality Control Plan will be incorporated into the contract and will be monitored for compliance on the Service Summary as a performance objective item.

iii. Subfactor 3: Certifications/Special Qualifications: This requirement is acceptable when the offeror has thoroughly addressed all educational and experience requirements identified in Addendum 52.212-1.

iv. Subfactor 4: Prior Experience: This requirement is met when the offeror provides a contract number, purchase order number, or any other substantiating documentation providing proof of experience in recruiting civil engineering support either as a prime or subcontractor. Offerors must also provide a point of contact email address for confirmation. The Government may provide a rating of unacceptable if the evidence is deemed neither recent nor relevant.

(b) Price and Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
