Statement of Work

(SOW)

Upgrade Energy Management Controls System

(EMCS)

at

Royal Air Force (RAF) Mildenhall

26 August 2019

1.0 General Information

1.1 This SOW is for the acquisition, installation, and commissioning of new hardware and software to convert the existing Schneider Andover Continuum EMCS to the Schneider EcoStruxure Building Operation (EBO) at 105 facilities on RAF Mildenhall.

1.2 The Current EMCS in the selected facilities provide the following functions:

1.2.1 Automatic control of selected HVAC systems using Schneider (Andover Controls) standard program modules.

1.2.2 Monitoring and programming of HVAC systems from central controls work station(S)

(Head End located in B680).

1.2.3 Provision of remote alarm reporting for selected HVAC systems.

1.2.4 Centralized software and graphics database management functions

1.3 The EMCS was previously upgraded from Andover Infinity to Schneider Continuum in 2013. Existing controls software and graphics files are available for download on request.

1.4 The upgraded system shall provide at least the same level of functionality described in section 1.2.

Additionally, the Contractor must:

1.4.1 Replace the existing Continuum desktop PC’s and work stations with new ones.

1.4.2 Provide all EBO software and licenses.

1.4.3 Convert existing EMCS Continuum graphics files into EBO formats.

1.4.4 Provide new remote facility EBO maser controllers and connect to existing remote sub-controllers where these are compatible.

1.4.5 Ensure master controllers are capable of operating fully independently without external network connectivity.

1.4.6 Ensure master controllers are capable of holding all software programming and graphics.

1.4.7 Ensure outstations shall report to a master console (or consoles).

1.4.8 Ensure all network connectivity is achieved using existing LAN (Ethernet) infrastructure and VLAN IP addressing.

1.4.9 Ensure master controllers include provide for local hardware connection of service tools and laptops.

1.5 Testing and Commissioning shall be completed by the Contractor, and approved by the Government in order to consider the system usable.

1.6 Performance shall take place at RAF Mildenhall, at the facilities listed in Attachment III: Schedule of Facilities & Proposed Field Work.

1.7 The Contractor shall arrange/coordinate all deliveries and instances of performance with the appointed Government point of contact. Furthermore the Contractor shall provide all escorting as necessary.

2.0 Personnel Requirements

2.1 The Contractor shall ensure any personnel used during performance under this contract are cleared to access and work on RAF Mildenhall.

2.2 The Contractor shall ensure that sufficient personnel can access RAF Mildenhall in order to ensure performance is completed within the timeline agreed by both parties. The Contractor shall also ensure that sufficient personnel are cleared to sign-in and escort non-cleared personnel if the need arises. 2.3 The Contractor shall obtain all valid work permits and comply with all US/UK laws, codes, regulations, and statutes applicable in the performance of this contract. It is the Contractor’s responsibility to obtain and adhere to all applicable US/UK standards. The Contractor shall comply with all applicable site-specific codes, regulations, and statutes related to this contract.

2.4 All requests for personnel clearance must be provided for via email to the above, no later than 90 days prior to the required start date.

3.0 Project Requirements

3.1 The Contractor shall submit an executable project schedule that outlines the intended methods and procedures that will be employed to provide a complete and functional system as described in Section 1.0. Schedule must include a detailed program articulating all lead in periods, schedules, and milestones to complete performance. The Government shall approve all schedules prior to the commencement of work.

3.2 The Contractor shall inform the designated POC immediately via email of any anticipated delays and/or conflicts with their project schedule.

3.3 100 CES will provide space in a compound for the Contractor to store equipment and components related directly to performance of this contract. The Contractor is responsible for physically securing the area at all times, and must ensure a designated POC is able to obtain access to the compound at all times.

3.4 Hours of operation on RAF Mildenhall shall typically be between 0800-1630 hours UTC/GMT, Monday-Friday. To work outside normal duty hours, the Contractor must first obtain approval from the designated POC. The Contractor shall accomplish performance with minimum disruption of daily office activities.

3.5 The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment) interruptions of communications capabilities. The Contractor shall coordinate planned outages with the 100 CE POC at least 14 days in advance if the implementation necessitates disruption of service.

3.6 EMCS functions at the specified locations shall be kept operational during performance of this contract. The project schedule shall therefore include temporary provisions for running both the Continuum EMCS and EBO systems simultaneously during the transfer program.

3.7 The Contractor must coordinate with the 100 CES POC prior to any removal of equipment. All waste generated from performance of this contract shall be disposed of in accordance with UK waste disposal law. Prior to the end of each day the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as equipment and materials are organized/stored in a manner that does not cause a safety or security hazard. The government will not be responsible for lost or damaged equipment and materials left on site. The Contractor shall return all disturbed areas to their original condition upon completion of the installation.

3.8 The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, visible sign on large containers, construction equipment, and vehicles while on RAFM indicating the company name and the Contractor and Site POC's names (provided on award) and local telephone numbers. The contractor shall label all equipment and cables installed in accordance with Commercial Building Telecommunications Cabling Standard (ANSI/TIA/EIA-606-A-2002).

3.9 Upon completion of the services previously outlined, the Contractor shall submit drawings showing the “as built” configuration in hard copy and electronic formats. The As Built Drawings shall include the locations of all equipment, a floor plan of the room location, power source facilities, utilities and connections, a rack elevation plan.

3.10 The Contractor shall perform testing, inspections, and commissioning IAW the approved project schedule at each listed facility. If any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance.

3.11 Once service at each location has been completed and approved by the Government the Contractor shall schedule a final project handover with the 100 CES POC.

3.12 The Contractor shall provide names and contact information of key site personnel, namely the designated Site Lead to the 100 CES POC. In the event of personnel change the Contractor shall make every reasonable attempt to provide the new contact information to the POC not later than 14 calendar days prior to the scheduled change.

3.13 The Contractor shall comply with the environmental laws and regulations of RAF Mildenhall, the US

Air Force, and the United Kingdom. Policies, instructions, plans, and environmental and archaeological requirements including but not limited to the Final Governing Standards for UK. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on RAFM, UK. The Contractor shall ensure their sub-contractors comply with these specifications.

3.14 Bi-Weekly Progress meetings shall be scheduled between the Contractor, 100 CES, and 48 CONS.

Items to be discussed include performance, quality, and program/progress reviews.

4.0 Permits

4.1 The Contractor shall be responsible for coordination with the 100CES POC for completion of AF Form 103 Work Clearance Request Permits before any digging, trenching, boring, restoration, compacting are accomplished.

4.2 The Contractor shall coordinate with the 100CES POC for any crane usage (if required).

4.3 The Contractor shall coordinate with the 100CES POC for any welding/hot works. Hot works requests must be submitted 3 days prior to intended use to permit coordination with Fire Department personnel.

4.4 All electrical and/or high temperature hot war work will be subject to the Ministry of Defence (MOD)

Safe Systems of Work procedures. The Contractor shall coordinate all request via the 100 CES POC.

5.0 Applicable Publications

5.1 Both UK and US law and regulation apply to this contract. If there is a conflict between the two the most restrictive will be followed. Publications applicable to this SOW are listed below, and are current as of the SOW dated.

6.0 Submittals

6.1 All submitted documents and plans shall be easily understandable and convey the planned design.

The plans shall contain the following information: dimensions, all major components or devices, information regarding proposed materials.

7.0 Product Specification Requirements

7.1 General

7.1.1 While the changeover program is underway provide a schedule of all new controllers including Internet Protocol (IP) addresses, Media Access Control (MAC) addresses and equipment serial numbers.

7.1.2 System architecture. Attachment II: Proposed System (Ecostruxure) Network

Architecture outlines the proposed system architecture and major components. Note:

that this is in a diagrammatic format only and does not represent all physical connections between all components

7.1.3 Existing ICS VLAN private IP network addressing is to be retained. Network IP addressing schedules can be provided on request. Note: that the use of BACnet/IP protocols is strictly prohibited.

7.1.4 Existing dedicated EMCS cat 5 cabling infrastructure and RJ45 connections shall be retained at each facility.

7.1.5 Existing EMCS domain controller server hardware currently located in B591 (Network

Control Centre) shall be retained for re-use.

7.2 Head End Hardware Components and Works

7.2.1 The contractor shall disconnect and remove from RAF Mildenhall all redundant workstations and associated equipment (5No) located in B680 and B657.

7.2.2 New head end equipment shall be located in B680 and B657 as per the existing Continuum EMCS arrangements. Locations and floor plans can be provided on request.

7.2.3 New EMCS head end hardware/equipment will be provided to the minimum specification as follows:

8.3 Software and Graphics

8.3.1 Existing Continuum graphics and software database files for all serviced facilities shall be converted into data formats compatible with EBO.

8.3.2 On completion of conversion works EBO revised software and graphics database files shall re-installed.

8.3.3 The Contractor shall provide all necessary Enterprise Server and EBO software licenses as required. Equipment will also be required run the United States Air Force (USAF) Standard Desktop Windows 10 operating system.

8.4 Field Work

8.4.1 All facilities requiring performance are listed in Attachment III: Schedule of Facilities and

Proposed Field. This includes a description of the selected facilities and their major elements of work.

8.4.2 The following shall be completed by the Contractor at each facility:

8.4.2.1 Disconnect and remove all redundant master controllers (Continuum or prior versions, in all 105 facilities), including input/output modules.

8.4.2.2 Provide and install new Schneider EcoStruxure EBO automated server controllers.

8.4.2.3 Install all necessary controls and graphics software.

8.4.2.4 Provide and install all necessary input and output modules.

8.4.2.5 Undertake control panel and wiring modifications as required.

8.4.2.6 Test and re-commission.

8.5 Testing and Commissioning

8.5.1 The contractor shall test and commission each facility system and demonstrate complete functionality. Upon acceptance by the Government, the Contractor shall provide completion certificates for each facility installation within 5 working days.

8.5.2 The Contractor shall provide copies of all component warranties and manufacturers guarantees.

8.5.3 The contractor shall provide as installed information in both hard copy and electronic formats. The minimum requirements are:

8.5.3.1 2 A4 sized bound copies

8.5.3.2 2 electronic copies (PDF)

8.5.3.3 Details of all major components used

8.5.3.4 Wiring schematics and details

8.5.3.5 Points schedule for each facility

8.5.3.6 Backup copies of all software and graphics files

8.5.4 The system shall include provision for software backups to be taken at regular monthly intervals (typically monthly). This is to allow permit system restore actions to be taken, should any software or graphics be lost or corrupted.

8.6 Training

8.6.1 The Contractor shall provide two, eight hour training sessions for nominated

Government personnel. This shall include instruction on the functions of the head end, field controllers and general system operation at both the operator and administrator levels. The 100CES POC will provide details of selected personnel up to a maximum of 20 persons. A training venue or classroom space will provided by 100CES. Dates shall be agreed by all parties in advance.
