General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

Requirement Information
Description:
RAF Mildenhall has a requirement for a Kardex Vertical Carousel or Equal, to include accessories, which would be used for storage of tool boxes, tools and equipment used for maintenance on aircraft. See Attachment I - Quote Sheet and Attachment II - Minimum Salient Characteristics for the list of exact items/specifications required.
The required vertical carousel must include the following minimum salient characteristics:
Minimum Height: 3385mm
Minimum Width: 3675mm
Minimum Depth: 1671mm
Shall include an Emergency Hand Crank
Shall include a Touch Screen
Shall include an Imbalance Detector
Warranty: Fully Serviced Parts & Labor 12 Months
Definitions:
Ref. CLIN 0006 Below: “Training” includes on-site training for administrators illustrating general use of any equipment/software provided.

The equipment shall be delivered to Royal Air Force Mildenhall in the United Kingdom. The exact shipping address will be provided to the winning company upon award of the contract.
ATTENTION: Shipping to a consolidation point is not authorized for this requirement.

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Quotes in response to this solicitation must be submitted no later than Friday, 6 September 2019 at 2:00 PM British Summer Time (BST). Quotes must be submitted via email to SSgt Michael L. Merrell at michael.merrell@us.af.mil.
2. All questions must be submitted no later than 30 August 2019 by 2:00 PM British Summer Time (BST) to the contract administrator, SSgt Michael L. Merrell at michael.merrell@us.af.mil, and to the Contracting Officer, Mr. Brian Williams at brian.williams.57@us.af.mil.
3. All price quotations must be submitted on Attachment I - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government. Price and other factors will be considered. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the list of required items within attachment 1 - Quote Sheet and Attachment II - Minimum Salient Characteristics. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - Price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate. Unless factors to exclude an offer from the competitive range exists, the lowest total evaluated price will be selected for contract award.
