Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 48th Contracting Squadron

Project/Program Name: Fire Arms Training Simulator (FATS)

Section B: Description of the Supplies/Services Required

The 48th Security Forces Squadron (SFS) requires a FATS in order to provide their defenders real life scenarios for training purposes. Contractors are required to provide a FATS capable of providing the following scenarios: urban military operations, close quarter combat, high risk/low risk police response, vehicle pursuits, domestic violence response, unauthorized restricted area entry, protester activity, 3-d marksmanship firing range shooting, failure drills, transition drills, moving target, and night vision goggle training.

Section C: Justification for Soliciting from a Single Source or Brand Name

The justification for only allowing the Meggits 100P to be the only product suitable for the 48th SFS is based off the unique capabilities provided by this specific brand. The Meggits' model is the only one in market which provides dedicated weapons and is one of the only which are portable. The 48th SFS does not want unnecessary risk transporting real weapons from the armory, which would also increase training time thus decreasing opportunities. Additionally, this would add a security risk to the 48th SFS as the real weapons would have to be transported from the armory to the location which could potentially be off base; this would leave the 48th SFS susceptible to conflicts/incidents. The 48th SFS does not have a dedicated location for a traditional FATS further stressing how critical the portability is. Every other portable model in the market provides a drop in kit to convert a weapon from the armory into a training weapon.

Section D: Efforts to Obtain Competition

48 CONS posted an RFQ (FA558718Q0103) through FBO on 31 August 2018 with the deadline of 13 Sep 2018. Before the deadline several vendors returned word they would not be able to provide a quote due to the requirement to provide the weapons. The other vendors who did submit quotes other than Meggits were technically unacceptable due to not being able to fulfill the requirement. We have identified two distributors of Meggits' products making this requirement Brand Name instead of Sole source.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 48 SFS will ensure that multiple companies and products are thoroughly considered and make every attempt to not build requirements around a specific product unless absolutely necessary. This request has several product features that were very beneficial to the unit that could not be reproduced by other companies or products on the market. The 48 SFS values the benefit of market competition and will always assess all products that meet a requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
