1. Description

a. The 100th Security Forces Squadron is looking to procure stand-alone badging software for RAF Mildenhall.

b. The contractor is responsible for all materials needed to supply this item.

2. Specifications

a. The contractor must provide a customizable badging form that will have the capability to change authenticators as necessary per AFI 31-101 for the AF Form 1199 (See attached example). It must also be able to change colors. After award the contractor must work with the 100 Pass and Registration office POC on creating a template (see attachment 1) for RAFM’s badging system.

b. The contractor must provide a response within 48 hours in case of the system going down.

c. The software must be compatible with the existing hardware in the office;

· Printer Fargo DTC 4500e

· Signature Pad- TOPAZ System inc.

· Camera- Logitech Conference Camera

· Laptop- Hewlett-Packard

d. The contractor must also demonstrate the capability to receive DOD clearance to operate on NIPR networks. This is not a requirement that is expected to be completely met by the time of award but must be initiated.

3. Installation

a. Work includes providing/installing software program to create Restricted Area Badges to the stand-alone computers the manufacturer’s instructions.

b. The contractor will provided on-site training to the members of the 100 SFS and provide any correlating manuals to the software.

4. Access to Government Facilities

a. The Government will provide supervised access to the facility for the contractor as required in the performance of the tasks identified in this SOW to include: restroom use, site and building electrical power currently, available, security response, and fire protection. Work will only be done during facility operating hours.

5. General Information

a. Working Hours and Holidays

i. Business Hours: Normal Base Operating Hours. The facilities’ normal business hours of operation are 0800-1630. Unless authorized by the contracting officer and customer POC to do otherwise.

ii. Recognized Holidays: The contractor is not required to provide services on UK Holidays. National Holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

a. Quality Assurance

i. The government shall periodically inspect the contractors work during installation. Any discrepancies discovered shall be reported to the contracting officer for remedial action. Any remedial action shall be carried out prior to completion of installation, or earlier depending on the nature of the discrepancy. The government’s representative shall have the final decision on the acceptance of work carried out.
