1. Description of Services The contractor shall furnish all personnel, equipment, tools, materials, supervision, transportation and all other items and services for delivery, removal/disposal of existing flooring, and the installation of new flooring in the buildings listed in section “1.3 Building and Specific Requirement Information”.

1.1. Removal

The contractor shall remove existing flooring. All removed flooring material shall be disposed of through a certified reclamation facility by the contractor. The contractor is responsible for coordinating all necessary labor, preparation, and transportation of taken up material to a certified recycling facility so it shall not end up in a land fill. The contractor shall also comply with local laws regarding all disposal of old flooring and associated materials.

1.1.1. All surfaces shall be completely dry and clear of all loose flooring material, dirt, oil, wax, grease, and free from all other debris and from foreign matter. All holes or openings in the floor not necessary to remain shall be filled so floor surfaces are structurally firm and level before installation.

1.1.2. The contractor is responsible for the storage and safekeeping of all material to be used in the work including the purchase of all flooring and materials needed to install the flooring.

1.1.3. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed, doors shall be kept closed when air-conditioning or heating systems are running except when opened to move materials or enter or exit the work area. Water faucets or valves shall be turned off after the required usage has been accomplished.

1.1.4. Furniture shall be moved out of the way, without causing damage to the furniture or facility, to facilitate flooring removal and installation. Furniture shall then be replaced by the contractor.

1.1.5. Remove all equipment, drums, containers, and all other construction material upon completion of contract.

1.1.6. The contractor must provide transportation with labor to load and relocate all disposal.

1.1.7. Contractor shall supply adequate and qualified labor, all specialized delivery transportation.

1.2. Installation

1.2.1. Installer must make every attempt to protect all government and non-government property and personnel on base from inconvenience and damage or injury.

1.2.2. All products shall be installed per the manufacturer’s instructions, as well as be in compliance with all applicable laws, regulations, ordinances, and standards related to environmental matters.

1.2.3. Installer shall validate all underlay requirements in prior to installation; installer shall be responsible for excess underlay purchased and disposal.

1.2.4. Installer shall cut and position flooring to ensure that patterns are carefully matched.

1.2.5. Seams shall be straight, not overlapped or peaked, and free of gaps so as not to detract from the appearance, nor to decrease its life expectancy.

1.2.6. Seams shall not be noticeable.

1.2.7. Transition strips shall be installed where flooring terminates at other floor coverings. Full length pieces shall only be used and shall be tight to vertical surfaces. Where splicing cannot be avoided, butt ends tight and flush.

1.2.8. In doorways, the rubber flooring shall be placed under removable thresholds. If there are none existing, contractor shall supply and install them.

1.2.9. Installer is to provide all remaining materials not installed for the facility to be used for future patching.

1.2.10. Following installation, entire surface of flooring and welcome mat should be cleaned. Any flooring soiled during or after installation, and prior to final acceptance shall be thoroughly cleaned, using materials and procedures recommended by the manufacturer.

1.1.3.1.4. All relevant primers to be used in conjunction with the product. Square Footage: Main Kitchen

1.1.3.1.5. The contractor must remove all existing vinyl floor covering and diamond grind tiled flooring For the chiller floor the existing metal floor must be diamond grind to remove contamination and provide the correct surface to install 6 mm polyurethane floor finish.

1.1.3.1.6. Degrease and treat the substrate with a suitable improver, prior to any levelling compound being applied. The water proof membrane in the substrate must not be affected in any way. Prior to applying the primer an inspection must be made to ensure this is the case. All residues of old paint coatings and dust must be removed. Substrates should achieve 30N/mm² compressive strength (BS EN 12504) and surface tensile strength 1.5N/mm² (BS EN 13892). Substrates must include an effective damp proof membrane and contain residual moisture not greater than 5% by weight (75% R.H.) to BS 8203. Thin-bed synthetic resin systems follow the surface of the substrate, so it is essential that the surface regularity of flatness conforms to or exceeds BS 8204.2 class SR2 (+/- 5mm under a 2 metre straight edge).

1.1.1.1.1. A mechanical rebate should be formed around the perimeter of the installation to avoid weakness at the most vulnerable zones, evenly distributing loads and stresses and preventing ingress of aggressive media to the subfloor and bond line. A chase should be provided at all peripheral edges, parallel to expansion joints, at thresholds, feather edges, at free edges of a cove, where dissimilar flooring materials join and at day joints. This is normally formed by casting a chase when the concrete is laid or by cutting using a wet cut concrete saw. The preferred dimensions of the rebate are twice the thickness of the screed in depth and twice the thickness of the screed in width. Anchorage rebates should be provided as close to the perimeter as is practicable. In general radial corners are preferred in order to prevent the build-up of point induced stresses.

1.1.1.1.1. The contract shall remove all existing flooring and gullies and install new flooring and gullies to specifications as stated in section 1.1.3.1.3.

1.1.1.1.2. Upon completion kitchen and all area shall be cleaned and left serviceable. Lastly, the contractor will provide cleaning procedures to the management team.

1.1.2. LRS – Installation Deployment Readiness Center (IDRC)

1.1.2.1. Bldg. 1280

1.1.2.1.1. Type of Flooring: Carpet Tile Squares

1.1.2.1.2. Color: Charcoal Grey rated for severe foot traffic

1.1.2.1.3. Thickness: approximately .25 inches

1.1.2.1.4. Number of rooms: 5 rooms

1.1.2.1.5. Square Footage: 2,391 square feet. Main Room: 869.4 square feet of carpet with an 8 inch step dividing the room, running the entire length of the room. This room also includes the 12 electrical floor covers that require new carpet as well. Other four room’s square footage are 187, 103, 185 and 1,047.

1.1.1.1.2. Color: Charcoal Grey rated for severe foot traffic

1.1.1.1.3. Thickness: .25 inches

1.1.1.1.4. Number of rooms: 19 rooms and 3 hallways

1.1.1.1.5. Square Footage: 503 sq. meters of carpet is required to cover facility area which is 4900 square feet.

1.1.1.1.11. Following installation, entire surface of carpet shall be vacuumed clean. Any carpet soiled during or after installation, and prior to final acceptance shall be thoroughly cleaned, using materials and procedures recommended by the manufacturer.

1.1.1.1.12. Installer is to provide an additional 20m2 (4 boxes) of unused floor tiles for patching in the future.

2. General Information

2.1. Working Hours and Holidays

2.1.1. Business Hours: Normal Base Operating Hours. The facilities’ normal business hours of operation are 0800- 1630. The contractor may find it necessary to deviate from the normal hours of operation, to ensure timely completion of the requirement stated in this Statement Of Work (SOW) at no additional cost to the government.

2.1.2. Recognized Holidays: The contractor is not required to provide services on UK Holidays. National Holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

2.2. Quality Assurance

The government shall periodically inspect the contractor during installation. Any discrepancies discovered shall be reported to the contractor for remedial action. Any remedial action shall be carried out prior to completion of installation, or earlier depending on the nature of the discrepancy. The government’s representative shall have the final decision on the acceptance of work carried out. Job is considered finished after a walk through has been accomplished with the assigned point of contact list in section “1.3 Building and Specific Requirement Information” and a representative from the Civil Engineering Squadron (CES) to determine any punch list items and those items that have been remedied to the satisfaction of the Director and Civil Engineering.

2.3. Contractor Furnished Items

Contractor will be required to furnish all items and materials requested in the pricing schedule in the solicitation.

Acquiring any items or equipment needed to perform the duties of installing/removing current flooring and installing the new flooring will also be the responsibility of the contractor. Utilities i.e. Water and electricity. Liability for damages for damages caused by the contractor.

2.4. Contractor Personnel

The contractor personnel must present a neat appearance and be easily recognized as contractor employees.

This shall be accomplish by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the company and employee name in English. Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property. The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

2.4.1. Certifications

For any electrical work that shall be performed, the contractor shall provide a base (RAF Lakenheath) Skilled Person Certificate (SPC) for each individual who shall be performing these electrical works. The contractor may already have the proper SPC(s) if the individuals have performed electrical work on RAF Lakenheath before. For contractors who do not hold the required SPC(s) the contractor shall provide the following certificates and trainings:

City and Guilds 2391 and 17 Edition etc.

JIB Card Current First aid Certificate Current Fire Training certificate

Once the contractor has provided the above requirements, Authorized Person(s) from Interserve will give the electrician requiring a SPC a short written test and an Interview.

2.4.2. Security Requirements

The contractor must be responsible for safeguarding all contractor controlled government property at the close of each work period.

2.4.2.1. Base Access

The Government will provide escort personnel to the contractor or sub-contractors for this contract. The contractor must remain in line of sight with escorts at all times.

2.4.2.2. Safety and Fire

The contractor must comply with applicable government published safety requirements and regulations. An induction will be given at the beginning of the works giving all fire and emergency information.

2.5. Contractor Management

The contractor must provide a contract manager who will be responsible for oversight. The name of this person, and an alternate(s), who will act for the contractor when the contract manager is absent, must be designated in writing to the POC 5 working days prior to start of projects. The contract manager or alternate will have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate will be available during normal duty hours with sixty (60) minutes to meet on the installation with the government personnel to discuss problem areas. After normal duty hours, the manager or alternate must be available within two (2) hours. The contract manager or alternate(s) must be able to read, write, speak, and understand English.
