SUBJECT: QUUG 25-1001, CNS Hot Cargo Pad Drainage Q&A

1. Question #1: In section K, the classification E3-3 corresponding to channel works is required, but this type of work is not needed in this project because the dimensions of the ditches are not large enough in terms of size or flow to require this classification. Please, can you review if this classification is needed?

Answer #1: The technical requirements stated that the bidder or its key subcontractor must have construction classification certificates E33, which corresponds to work activities related to channel works which annual average cost is greater than 360,000 euros and no greater than 840,000 euros, and E43, which corresponds to work activities related to ditches and drains which annual average cost is greater than 360,000 euros and no greater than 840,000 euros. Based on the configuration of the drainage system to be executed in this project, the E33 construction classification certificate is not required, but the E43 construction classification certificate is required.

2. Question #2: The section C8 is shown on drawing C104, but this section is missing. Please, can you provide this section?

Answer #2: Based on the information shown on C104 drawing sheet, the C8 section is obtained from C104 drawing sheet and is shown on C504 drawing sheet. The C8 section corresponds to the crossing of the drainage ditch with the military Base boundary limit (perimeter fence). This C104 drawing sheet includes the C6 detail, corresponding to the concrete ditch, and is shown on C504 drawing sheet. The C504 drawing sheet shows the "Drainage Across Perimeter Security Fence, Bar Grill Embedded in Concrete" detail, which shows the cross section of the crossing of the concrete ditch with the perimeter fence. This detail of C504 drawing sheet only refers to C6 section obtained from C104 drawing sheet and it should have also included the reference to C8 section. Therefore, no specific C8 detail must be provided because the "Drainage Across Perimeter Security Fence, Bar Grill Embedded in Concrete" detail shown on C504 drawing sheet shows refers to the C6 and C8 details obtained from C104 drawing sheet.

3. Question #3: Do we have to construct under the road drainage, or are the two on plans already constructed?

Answer #3: The two culverts shown on the drawings have already been constructed and they have not to be replaced.

4. Question #4: What does the repair of the drainage ditch consist of, do we need to also provide concrete at this repair?

Answer #4: The drawings C100, C101, C102, C103, C104 and C105 show the ditch types to be constructed. The drawing C504 shows three cross sections of the concrete ditch. See detail C6, A4 and A7 on drawing C504.

5. Question #5: Does the scope include work outside of the base, if so, how do we access this work area? Are there special permits required.

Answer #5: Yes, the scope of work includes work outside the Base, i.e., beyond the perimeter fence of the Base. The work outside the Base shall be coordinated by CE with SpAF Security Forces.

6. Question #6: Do the light fixtures, aerodrome lighting mentioned in 6.2 need to be installed at the entryway to the cargo area, or surrounding the cargo area?

Answer #6: The unserviceable steady red lights must be installed on the section of the plastic Jersey barrier to be placed on the hazardous cargo taxiway and its shoulders.
