Moron AB Club Concessionaire Solicitation Number: FA5575-17-CLUB_CONCESSIONAIRE

The following questions were asked in response to this solicitation:

1. Due to the proximity 3 working days between the submission of questions, the 28 September 2017 and the submission of the complete proposal package 4 October 2017, we politely ask for an extension of one (1) week from the reply to question date to the submission of the complete proposal package, therefore allowing for changes to be made if necessary based on the replies to the questions put forward. The Solicitation will be extended to 18 October 2017

2. On the original synopsis dated the 2 August 2017 as well as on the solicitation dated 1 September 2017, contained the following statement which we would like to know if it is still part of the solicitation. Yes.

Concessionaires must be registered at "Registro de Empresas con Riesgo por Amianto".

3. We appreciate that The Site Visit Sign-In Sheet has been made available. However we are finding it nearly impossible to read. Could you please provide a typed copy of this sheet? The uploaded copy is of good quality.

4. Could you please confirm the maximum seating capacity available to the concessionaire at all times, indicating which is outdoors and which is indoors. Identified in Section 1.1.2 of the PWS.

5. Will any seating capacity within the club be allocated or allowed to be used by the concessionaire on a permanent basis as part of a future agreement? Cannot confirm at this time. If it would be allowed, please indicate maximum seating capacity which will be made available to the concessionaire at all times, indicating which is outdoors and which is indoors. The concessionaire will only have access to what was indicated on the PWS. Any additional space may be discussed at a later date.

6. We understand the requirement of DLA approved food. However, it does not accommodate the need for fresh fruit and vegetables under the concept of “daily Fresh” when selling: Salads, Healthy vegetable options, Smoothies, etc., particularly when as we understand that there is only a weekly supply from Rota. Only approved food sources from http://vets.amedd.army.mil/86257B8D004A4B6C/Europe are allowable.

The commissary or NEX is an option. SVS orders fresh fruit and vegetables through Mr. Jorge Molina an approved source.

7. Are only companies who were present at the bidders’ conference allowed to bid? No

8. As mentioned during the site visit in reply to a question of produce available, could you please provide a list of produce and prices available at Rota and Moron airbases. We do not have this information. This is information you will need to acquire on your own.

9. We currently have a DLA approved supplier; this supplier is not supplying produce to Moron airbase at this point in time. Will this supplier be allowed to supply produce such as alcohol to Moron airbase, from his bonded warehouse? Only approved food sources from http://vets.amedd.army.mil/86257B8D004A4B6C/Europe are allowable. Alcohol may be purchased from whichever vendor the concessionaire desires.

15. We understand that the Government issues to the Marines a card, which is used among other thing to purchase food, is this card the “Military Star” card? No. Could you indicate if this is correct and if not indicate the card issued to the Marines and Airforce personal? No card is issued by the Gov. Personal cards will be used to make purchases. Could you also please indicate the Spanish banks that accept payment with this card and if it operates as a credit / debit card? Please see previous remark.

16. Which banks operate the ATMs on the base and which banks accept the US Government issued cards used by the military personal to withdraw cash? BBVA

17. In the PWS paragraph 1.5.5 its states that all currency collected shall be in American dollars and/or Euros with the current month conversion rate visible to the customer.

We believe that to offer a monthly exchange rate the pricing would not be in the best interest of the service men and women using our facility and politely request if a daily exchange rate matching the official rate by the bank operating the credit card facility and displayed at point the point of sale would be acceptable. This is acceptable.

18. During our site visit, we were informed that health inspections would be completed by the health team at the base, and as such we request you please confirm if the health inspections fall under US Law and legislation and not under Spanish health legislation.

It will fall under US & Military Public Health standards. Nothing related to Spanish Health. Once established you will get a training visit from the Medical IDMT to go over the requirements so you are aware how this works and what to expect.

19. As there was limited freezer/fridge capacity available at the outlet, could you please indicate the volume of fridge and freezer capacity operated by the airbase supermarket which could be made available to the concessionaire? Could you indicate if this volume would be guaranteed? If such volume cannot be guaranteed, would the US Government pay for the rental of a 20 foot refer for use by the concessionaire? The concession cannot use the NEX to store their property. There is an outside freezer, an inside freezer. The exact capacity is not known. Any additional freezer space will be at the expense of the concession.

20. What are the insurance requirements needed by the concessionaire if any? Does the concessionaire require insurance such as public liability or other? The Concessionaire must have liability insurance commensurate with the risks involved, and furnish proof of such to the Contracting Officer.
