SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS
Section M - Evaluation Factors for Award
EVALUATION FACTORS
1.BASIS FOR AWARD
1.1 This is a competitive best value source selection in which the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price, technical acceptability and past performance considered. The government intends to make award to the lowest priced, technically acceptable offeror with acceptable past performance. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The government intends to award without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process:
a. Price
b. Technical Acceptability
c. Past Performance
1.2. First, offers shall be ranked according to price. The offers will be evaluated based on completeness and reasonableness of the overall proposed price. All offerors must therefore propose on all line items in Section B and failure in doing so may be cause for rejection of that offer. The government intends that only one contract will be awarded as a result of this solicitation. The government shall evaluate the Technical Proposal and Past Performance Information submitted only from the lowest priced offeror under this acquisition. If the lowest priced offeror meets the government’s technical and past performance standards of acceptability as defined under Section M, it will be awarded the contract. If the lowest priced offeror fails to meet the governments technical and past performance standards of acceptability as defined under Section M, that offeror will be eliminated from consideration for award. The government will then evaluate the next lowest priced offeror’s technical and past performance acceptability in the same manner. This process will continue until an offeror is found to meet the government’s technical and past performance standards of acceptability as defined under Section M. An unacceptable rating in any factor will result in the entire proposal being rated unacceptable and therfore ineligible for award.
1.3. Offeror’s Technical Proposal that is evaluated will be rated as Acceptable or Unacceptable.
The government’s technical standard of acceptability is defined under Section M.
1.4. Using questionnaires if necessary when the offeror does not possess the performance experience with the U.S. Government, the contracting officer shall evaluate performance information from all offerors based on (1) the references provided by the offeror and (2) data independently obtained from other U.S. Government and commercial sources. The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance on relevant contracts. Past performance will be evaluated for recency, relevancy, and quality as defined under Section M. Offerors shall submit the most recent and relevant past and present contracts and subcontracts performed for the U.S. Government, the Kingdom of Spain or political subdivisions, European Union countries and commercial customers within the last three (3) years from this solicitation release date.
1.5. Offeror’s Past Performance Information that is evaluated will be assigned a rating of acceptable or unacceptable. The government’s past performance standard of acceptability is defined under Section M.
1.6. Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offeror’s may be asked to clarify certain aspects of their proposal or respond to adverse Past Performance Information to which the offeror has not previously had an opportunity to respond.
Communications conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
2. PRICE PROPOSAL EVALUATION
2.1. Price proposals will be evaluated based on completeness and reasonableness of the overall proposed price. All offerors must therefore propose on all line items in Section B and propose on all items in the “Cost Estimate Breakdown USAFE- QUUG-12-00005-01.xlsx” file and failure in doing so may be cause for rejection of that offer. Unrealistically low, unreasonably high or unbalanced proposed prices may be grounds for eliminating a proposal from competition on the basis that the offeror did not fully understand the requirement. Comparison of the proposed prices received in response to the RFP and comparision of proposed prices with the independent overnment estimate will satisfy the requirement to perform a price analysis. The lowest complete and reasonable price proposal will be ranked highest.
3. TECHNICAL PROPOSAL EVALUATION
3.1. Each offeror’s Technical Proposal that is evaluated will be assigned either an Acceptable or Unacceptable rating as follows:
Rating Definition Acceptable:
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable:
Proposal does not clearly meet the minimum requirements of the solicitation.
3.2. Technical Proposal evaluation will be performed based on the following criteria:
a. Offeror has provided the required current "Certificado de Instalador Autorizado de Telecomunicaciones para Fibra Optica" issued by the "Registro de Instaladores Autorizados de Telecomunicaciones" of the "Secretaria de Estado de Telecomunicaciones y para la Sociedad de la Informacion - Ministerio de Industria, Energia y Turismo".
b. Offeror has submitted a Work Plan that demonstrates that the production is reasonable and the proposed equipment and personnel are adequate to perform the work.
d. Offeror has submitted a Construction Schedule that is reasonable and is correlated with the work plan information.
e. Offeror has submitted an organizational chart clearly showing proposed key personnel to include the Superintendent, the Quality Control Manager, Safety Manager and English Speaking Representative.
f. Offeror has submitted the technical data/info of the materials that the offeror plans to use to complete the installation (catalog data of single mode fiber optic, equipment rack, fiber optic tray/patch panel, fiber optic splices, PVC ducts, 3x3 Maxcell & manhole).
3.3. Technical acceptability shall be determined based upon an integrated assessment of the above subfactors.
4. PAST PERFORMANCE EVALUATION
4.1. Each offeror that is evaluated on past performance will be assigned a rating as follows:
Rating Definition Acceptable:
Based on the offeror’s performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable:
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
4.2. Past performance evaluation will be performed based on the following criteria:
a. Recency: Each contract will be confirmed to have been completed during the past five (5) years (from start to completion) from this solicitation release date, or is currently in progress.
b. Relevancy: A relevancy determination of the offeror's present and past performance as prime contractor, subcontractor, joint ventures, and/or teaming partners will be made.
(1) Scope – Engineer, furnish, install and test (EFI&T) new concrete encasement Manhole/Duct System, fiber optic cable (FOC) and copper cables to core buildings at Moron Air Base..
(2) Size – The magnitude of this project is estimated between $100,000 and $250,000 U.S. Dollars.
(3) Complexity – Projects with same or similar degree of difficulty.
c. Quality: Quality assessment will focus on the following four (4) factors. Quality rating is assigned based on the Quality Rating Criteria below using subfactors evaluated under Section L, for Present/Past Performance Questionnaires (RFP Attachment #5) or cross references to the government in-house data if available on DD2626 (Performance Evaluation – Construction) for the offerors.
(1) Quality of Work
(2) Timely Performance/ Schedule
(3) Effectiveness of Management/ Key Personnel
(4) Compliance with Safety Standards
4.3. Past performance acceptability shall be determined based upon an integrated assessment of recency, relevancy, and quality for all past performance records considered, not just those submitted by the offeror. Adverse past performance is defined as past performance information that supports a less than acceptable rating on any evaluation aspect or any unfavorable comment received from sources without a formal rating system.
(b) Size – Reference Disclosure of Magnitude: Between $100,000 and $2500,000 U.S.
Dollars.
(c) Complexity – Multiple efforts (Task Orders/Projects) with same degree of difficulty being performed concurrently.
(1) Quality of Contracts: Submit documentation to support the quality of work performed, timely performance, effectiveness of Management/Key personnel, and compliance with safety standards. For example, letters of recommendation from previous customers, awards, quality certificates, etc.
(2) Subcontractor Consent: Past Performance Information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide a signed consent to the release of Past Performance Information to the prime offeror for each subcontractor that will perform major or critical aspects of the requirement.
