About this file

This document is a set of questions and answers related to a federal contract opportunity for the fabrication and delivery of mobile guard shacks. The key details are:

The salient characteristics specify that the external air conditioning unit does not need to be ballistically protected if it is not part of the guard shack housing. The window width requirement of 75mm is clarified as needing to be wide enough to observe all avenues of approach, rather than a strict 3-inch width. A fixed window with an integrated transaction draw is acceptable instead of sliding ballistic windows. Steps or an integrated stepping system are required to access the guard shack, which will be 15-20 inches off the ground when trailer mounted. The contracting agency is the Department of the Air Force United States Air Forces in Europe - Air Forces Africa, and all questions are due by September 18, 2024 at 1500 GMT.

Guard Shack Questions and Answers

19 September 2024

Reference Salient Characteristics Point A The salient characteristics specifies that the external air conditioning unit is ballistically protected. This contradicts UFC 4-022-01, further, Mobile Guard Shed already delivered to USAFE at Lakenheath do not have protected external units. See attached pictures (attachment 4). Please confirm if it is acceptable to omit this requirement?

- Answer: The AC unit itself does not need to be ballistically protected if it is not a part of the housing of the guard shack. If there is a hose that enters from the outside in then at least that entrance of the hose shall be ballistically protected.

Reference Salient Characteristics Point D

“Must meet (1) meter in height and 75 mm in width” Please confirm the width of the windows. 75mm is less than 3 inches.

- Answer: There may have been a typo on our end; we definitely need way more visibility than 3 inches. A better way to possibly word is that the window shall be no further from 3 inches from the corners of the shack to allow for full visibility of avenues of approach. If this is not structurally sound, a reasonable expectation is that the windows are wide enough to observe all avenues of approach.

Reference Salient Characteristics Point E

Sliding ballistic windows will add significant cost and weight to the unit, along with additional maintenance requirements. If the purpose of the sliding window is to pass documents through, would a fixed window with an integrated transaction draw be acceptable?

- Answer: A transaction draw is acceptable.

Are steps required to access the guard shed from the ground? Noting that when the guard shed is trailer amounted it will be 15 – 20 inches off the ground.

- Answer: Due to safety, some type of integrated stepping system would be required.

Will we be able to use the New Cumberland Consolidation point to ship over?

-You can use the CCP however there may be size limitations and a longer transit time.
