FA5570-16-R-0002 - Requests for Information

Q. What are the Airfield Numbers?

A. Runway orientation is 09/27.

Q. How is Offsite coordination done? Is it through Environmental?

A. Coordination to gain access to adjacent properties (ie Farmer's land/Local Lakes) is done through the RAF Commander's office and the Defense Infrastructure Organization (DIO Lands).

Q. Hours of operation. The hours of operation listed in section 1.4 of the PWS indicates a 07.30 –

16.30 period Mon-Friday during steady state operations. This is identical to the posted requirement for previous solicitations for this contract. However, in previous solicitations there has been a specific 1 hour unpaid period each day giving a total of 8 duty hours per day in the specified 9 hour window.

I am aware that as a non personal services contract the government do not dictate break times etc. for contract staff, however, clarification on this point is required as the response time for contract personnel is 10 minutes during Normal hours of operation (section 1.4.5 of the PWS) and

1 hour during out of hours (section 1.4.2 of the PWS). Therefore there is a specific and material difference in what is required to meet the contract specification during Normal hours and out of hour’s periods.

Please clarify if the PWS is now requiring a full 9 hours of coverage per day (i.e. 9 hours per day

Mon - Fri where the contractor is responsible for meeting the 10 minute response time) as this represents a significant increase over the course of a year in the required duty hours (such that the number of hours covered by steady state operations annually will now exceed, on average, all of the individual annual historical hours listed in the historical workload data - Appendix C of the

PWS).

A. The hours of operation are identified under PWS paragraph 1.4. This is the Government’s requirement for performance of services under the resulting contract from this solicitation.

Previous contract requirements do not apply to this solicitation. The Government does not control contractor’s staffing requirements.

Q. Additionally, is the government aware of any upcoming change to operations (such as Aircraft becoming stationed at RAF Fairford) that would cause out of hours requirements to regularly or significantly exceed those posted as historical data in Appendix C of the PWS?

A. RAF Fairford’s current known mission is reflected within this PWS.

Q. Insurance. Section 1.7 of the PWS lists the requirement for all vehicles to be properly insured.

As UK road insurance and standard UK employer and Public Liability insurance do not cover

Airfield usage does the government require the contractor to hold Airside liability insurance? If so what level of Airside Insurance coverage is required? Does the successful offeror have to produce evidence of this cover prior to the contract start date?

A. The contractor is required to hold any applicable insurances with liability to be able to perform services at any location on and off base and meet UK laws/regualtions IAW PWS paragraph 1.2. and

1.7.2. Federal Acquisition Regulation (FAR) Part 28.306 provides further guidance on Insurance under Fixed-Price Contracts. There is no requirement to provide evidence of cover outside of those listed within the PWS and within FAR Provision 52.212-1, including Addenda, of the solicitation.

Q. Current Staffing. It is our belief that TUPE legislation may apply in this situation so request the following as it may not be possible to assess costs without.

1. Numbers of personnel

2. Salary

3. Length of service

4. Job descriptions and contracts.

5. Example shift rota for May 2016

A. The US Government is not involved in the UK Government’s Transfer of Undertakings (Protection of

Q. Bird Control Methods. Please advise what methods the airfield manager has accepted for use.

A. This is not information that can be provided as it is the incumbent contractor’s technical solution.

PWS paragraph 1.2.3. provides information on ineffective methods that are not approved to be utilized in performance of this service.

Q. Vehicle. Average monthly mileage of vehicle.

A. Any vehicles utilized in performance of this contract are not Government vehicles so therefore no information can be provided.

Q. Bird Control Outside Site Boundary. A requirement for bird control outside the boundary is required, to what extent?

A. PWS paragraph 1.1. addresses area of performance.
