ADDENDA TO 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS
ADDENDA TO 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors.
Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts; Part I – Price Proposal, Part II – Technical Proposal.
B. The Government’s terms, conditions, and respective provisions and clauses contained within this solicitation are prescribed in accordance with United States Federal Acquisition Regulations (FAR), and are not subject to conditionally proposed revisions or changes requested by offerors. Offeror’s specific terms and conditions that may be contingently proposed for subsequent inclusion into the contract if awarded will not be considered by the
Government in its evaluation of proposals. Offerors that are not able to comply with the aforementioned conditions, will be determined as noncompliant with the solicitation requirements, and therefore may be removed from consideration for award.
C. Specific Instructions:
1. PART I – PRICE PROPOSAL - Submit original and one (1) copy.
(a) Complete blocks 12, 17a, and 30a, b, and c of the SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract
(b) Insert proposed unit and extended prices in the Pricing Schedule. The proposal(s) must be submitted for all
CLINs.
(c) Complete the necessary fill-ins and certifications in provisions. The provision at FAR 52.212-3 shall be returned along with the proposal if not already completed in the System for Award Management (SAM).
(d) Proposals will be submitted in British Pound Sterling (GBP) only
(e) Price Proposal shall be valid through 30 November 2016.
2 . PART II – TECHNICAL PROPOSAL - Submit original and one (1) copy.
Offeror shall submit a technical proposal to convey how they intend to meet the requirement. This shall contain a full description of methods to be utilized during performance of bird control services under the resulting contract. This
Technical Proposal shall be limited to no more than 50 pages. In the event that the Technical Proposal received in response to this solicitation exceeds 50 pages, only the first 50 pages will be evaluated for technical acceptability.
Technical Capability shall consist of five sub factors: A) Transition Plan, B) Mission Support Plan, C) Staffing Plan, D) Training, Qualifications, and Prior Experience, and E) Quality Control Plan
A) Transition Plan – Offerors shall illustrate a detailed and comprehensive plan for transitioning to a new contract performance during no more than a 60 day phase-in period by describing how all requirements will be successfully performed on the contract start date. The Transition Plan shall include, but is not limited to:
(i) A detailed description and complete timeline of all transition activities necessary to begin successful performance on 1 February 2017. Timeline not to exceed 60 days prior to start of performance.
(ii) Comprehensive description of the United Kingdom supply chain that will be utilized to procure and store resources to ensure adequate supplies for the start and duration of the contract.
(iii) A detailed description of any required licenses, permits, approvals required to be obtained in advance of performance start and how the offeror will ensure they are in place.
(iv) Description of the process used to ensure all personnel receive appropriate airfield training and driving permits, base passes, and any United States Air Force base familiarization training.
B) Mission Support Plan - Offerors shall illustrate a detailed and comprehensive plan in each area identified below that describes a proposed method, approvals necessary to perform each proposed method, and monitoring techniques:
(i) Bird Control Services – This includes a description of your program for
- Detailing the proposed methodologies and their respective utilization that will be used for areas in and around RAF Fairford
- Controlling, maintaining, and regaining low bird watch conditions in/around RAF Fairford
- Detailing how the contractor will ensure that adequate resources will be available to respond when needed
- Responding to birdstrike incidents
(ii) Equipment/Facility Management – This includes personnel roles and responsibilities, that management and staff would use to ensure that assigned facilities are maintained in accordance with applicable environmental, safety and health regulations. Also, submit a list of proposed vehicles and equipment to be utilized during contract performance.
(iii) FOD Control – This includes your program for mitigating the risk of foreign object debris (FOD) damage to aircraft.
(iv) Mission Essential Services – IAW FAR Clause 252.237-7023 Continuation of Essential Contractor
Services and FAR Provision 252.237-7024 Notice of Continuation of Essential Contractor Services. This includes a detailed description of the method on how the contractor will provide mission essential services during a crisis or emergency situations in or around RAF Fairford as outlined in the PWS. Contractor must illustrate how resources, personnel, equipment will be available and how the contractor intends to use them during crisis or emergency events
C) Staffing Plan – The contractor shall submit their proposed staffing plans to determine their adequacy in providing sufficiently trained and qualified personnel to perform all requirements of the contract for continuous year round coverage with proper consideration to holidays, leave, sick days, etc. Thoroughly discuss your methods of performance to include daytime and nighttime bird activities and mission essential services coverage during a crisis or emergency procedures as defined in the PWS.
(i) A clear and comprehensive organizational chart of staffing structure which includes key management, site managers and quality assurance personnel at all required service locations/sites to include staff personnel/operatives accordingly. This should also include a detailed description of the offeror’s approach to manage staffing, and to mitigate unpredictable leaves of absence by employees in achieving the performance standards detailed in the PWS.
(ii) Identification of key positions and responsibilities.
D) Training, Qualifications, and Prior Experience – The contractor shall submit their training plan/procedures for all contractor personnel that demonstrate method(s) that reduces the risk of performance defaults. All required valid documentation that addresses qualifications, training, and the ability to perform any/all portions of the PWS such as, but not limited to; professional certifications, licenses, permits, degrees shall be provided for validation as proof of any qualifications and training. All submitted training and qualification must be valid for at least 6 months of the base period of performance. If any training/qualification expires during the first year of the contract performance;
the contractor must demonstrate in the training plan the methods that will be used to renew any qualification in order to continue performance of this requirement without interruption of service.
(i) Training – This area includes a thorough and clear description of the offeror’s training program, how the offeror is going implement areas of training that are IAW the PWS, and how the offeror plans on keeping certifications and training current during performance of this contract. Training plan shall address how training is tailored to local environment/location.
(ii) Qualifications - Offeror shall provide evidence of access to a qualified wildlife specialist in accordance with the PWS and AFPAM 91-212 along with proof of all qualifications for all employees. Contractor shall list the name(s), qualifications, and previous experience of the wildlife specialist as part of the contract proposal along with copies of certifications, licenses, and diplomas:
Bird Control/Wildlife Specialist shall meet the following qualifications:
Bachelor’s Degree in Wildlife or a Biological Specialty
Minimum Four (4) years of wildlife and local species study, identification, and handling experience within an environmental area similar to RAF Fairford.
Offeror shall demonstrate an understanding of any required licenses that will need to be obtained in support of the methods to be utilized.
(iii) Prior Experience - Offerors are to provide up to four (4) separate contracts of prior experience that encompass proposed methods. Each contract does not have to cover all proposed methods but all methods must be covered by total number of contracts provided. Contracts are to be performed within the last seven
(7) years using methods that the contractor proposes to employ that are of similar scope as this PWS. This can be on a civilian or military airfield and that proposed methods are applicable within the UK or EU jurisdictions. Evidence shall include performing services at airfields operating heavy, jet, and rotary-wing aircraft. Performance under new contracts must be for at least 6 months.
Evidence must include the following:
- Company/Division/Agency/Customer name
- Supporting evidence of experience in proposed methods
- Description of service provided
- Contract number (if applicable)
- Contract value
- Period of performance
- Verified, up-to-date name, address, email of identified contact.
The Government may contact the points of contacts identified to verify past experience.
E) Quality Control Plan (QCP) – The policy of the Government for contractor quality control and applicable definitions are provided in Federal Acquisition Regulation Part 46. In all Government contracts, the contractor is required to control the quality of service delivery and deliver to the Government for acceptance only services that conform to contract requirements. Note that if selected for award, your QCP will be monitored for compliance.
QCP shall be specific to the work requirements prescribed by this Request for Proposals (RFP) and the respective
PWS.
Offerors shall thoroughly and clearly describe quality control processes and procedures to ensure satisfactory levels of performance will be achieved at all specified service locations/sites as outlined in the
PWS and RFP with the Service Summary as the quality program’s guiding focus.
Quality Control Plans shall include at a minimum:
• A clear and comprehensive description of methods, frequencies, and associated documentation (i.e.
checklists) that will be utilized to identify, document, prevent, correct, and resolve potential deficiencies in the quality of service provided.
• A clear and comprehensive description of processes for corrective action (resulting from potential negative audits), monitoring of negative trends, response times, and resolution. (e.g. how resultant data will be utilized to ensure quality service is provided in accordance with the performance thresholds of the PWS).
• A clear and comprehensive description of processes and related procedures that will be utilized by contractor quality managers and/or quality auditors to meet and/or coordinate with the Government’s surveillance and documentation
F. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
1. Requirements of the RFP (CLINs & PWS) and Government standards and regulations pertaining to the PWS.
2. Evaluation Factors for Award in provision 52.212-2, Evaluation—Commercial Items (Addendum).
3. Any limitation on the number of pages. Pages exceeding the page limitations set forth in this solicitation provision will not be read or evaluated, and will be removed from the proposal.
(a) Format for proposal Parts II shall be as follows:
(i) The proposals will be 8 1/2‖ x 11‖ paper, or European equivalent, except for fold-outs used for charts, tables, or diagrams, which may not exceed 11‖ x 17,‖ or European equivalent.
(ii) A page is defined as one face of a sheet of paper containing information.
(iii) Typing shall not be less than 10 pitch.
(iv) Elaborate formats, bindings or color presentations are not desired or required.
(v) The technical proposal is limited to no more than 50 pages.
REQUESTS FOR INFORMATION
All requests for information shall be submitted to the 501st Regional Contracting Office no later than 15.00 British
Summer Time (BST) 7 July 2016.
General Information
INFORMATION REGARDING SUBMISSION OF PROPOSAL: Mailed and hand carried proposals must be delivered to 501 CSW/RCO, Bldg 516, RAF Alconbury, Huntingdon, Cambridgeshire PE28 4DA, UK. The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the Solicitation
Number, and the name and address of the offeror.

Facsimile proposals will not be accepted.
Offerors are cautioned that RAF Alconbury has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN
HANDCARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and arrive at the bid depository PRIOR to the time specified for receipt. Late proposals will be processed in accordance with FAR
52.212-1(f) ―Late submission, modifications, revisions, and withdrawals of offers.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) price
(ii) technical capability
Technical is significantly less important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDA TO 52.212-2 EVALUATION--COMMERCIAL ITEMS
BASIS FOR CONTRACT AWARD
In accordance with FAR 13.106-2(b)(1), the Government evaluation will be conducted on the offeror’s proposals considering price and technical capability. In using the Lowest Price Technically Acceptable (LPTA) decision approach, the Government intends to award to the responsive and responsible offeror whose technically acceptable proposal has the lowest evaluated price.
A. EVALUATION PROCESS: The Government’s evaluation of offeror proposals will be conducted as follows:
i. Price. The Government will first evaluate all proposals for price utilizing the evaluation process outlined below under PART I – Price Evaluation, ranking the offerors from lowest to highest total evaluated price.
ii. Technical Capability. All proposals will then be evaluated for acceptability utilizing the evaluation process outlined below under PART II – Technical Capability.
a. All technical sub-factors must be assigned an "Acceptable" rating in order for the Technical
Capability factor to be determined technically acceptable.
b. Only those offerors whose proposals are determined to be technically acceptable shall be considered for award. A rating of unacceptable under a technical capability sub factor shall render the entire proposal unacceptable. The Government shall determine technical acceptability using the corresponding evaluation factors described in “Evaluation Factors for Award”.
iii. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
B. Evaluation Factors for Award. The aforementioned factors of Price and Technical Capability will be evaluated in detail as follows:
1. Price Evaluation.
a. Each offeror’s line item price will be verified by multiplying the quantities identified at the contract line item number (CLIN) level by the proposed unit price to confirm the extended amount for each CLIN (to include the base period AND the option years). The offeror’s total proposed price will be verified by adding base period CLINs and all option year CLINs. Comparisons of the proposed pricing by offerors received in response to the solicitation will be evaluated as an aggregate total representing proposed final contract price. For the evaluation of the option price pursuant to FAR Clause 52.217-8, Option to Extend Services, 50% of the price(s) proposed for the last option period will be included in the total evaluated price (TEP).
2. Technical Acceptability.
Technical acceptability shall be evaluated against the following sub-factors:
A. Transition Plan- The offeror’s Transition Plan shall be evaluated for completeness in thoroughly addressing each of the areas identified in 52.212-1 Addendum to include associated approaches that demonstrate that the offeror shall successfully commence service on the contract start date. Evaluation shall occur on an Acceptable /
Unacceptable basis. To receive an Acceptable evaluation, the proposal shall include at a minimum:
(i) A detailed description and complete timeline of all transition activities necessary to begin successful performance on 1 February 2017. Timeline not to exceed 60 days prior to start of performance.
(ii) Comprehensive description of the United Kingdom supply chain that shall be utilized to procure and store materials to ensure adequate supplies are available for the contract start date of 1 February 2017.
(iii) A detailed description of any required licenses, permits, approvals required to be obtained in advance of performance start and how the offeror will ensure they are in place
(iv) Description of the process used to ensure all personnel receive appropriate airfield training and airfield driving permits, base passes, and any airfield familiarization training.
Technically Acceptable /Unacceptable Ratings and Descriptions:
B. Mission Support Plan- The offeror’s Mission Support Plan shall be evaluated for completeness in thoroughly addressing each of the areas identified in 52.212-1 Addendum to include associated approaches that demonstrate that the offeror shall provide performance in accordance with the Performance Work Statement. Evaluation shall occur on an Acceptable / Unacceptable basis. To receive an Acceptable evaluation, the proposal shall include at a minimum:
(i) Bird Control Services –
Contractor demonstrated a clear and comprehensive plan:
- Detailing the proposed methodologies and their respective utilization
- For controlling, maintaining, and regaining low bird watch conditions in/around airfield and key facilities
- Detailing how the contractor will ensure that adequate resources will be available to respond when needed
- Responding to birdstrike incidents
(ii) Equipment/Facility Management – This includes personnel roles and responsibilities that management and staff would use to ensure that assigned facilities are maintained in accordance with applicable environmental, safety and health regulations. Submitted a list of proposed vehicles and equipment to be utilized during contract performance.
(iii) FOD Control – Contractor demonstrated a clear understanding by formulating a program for mitigating the risk of foreign object debris (FOD) damage to aircraft.
(iv) Mission Essential Services – Contractor demonstrated a clear understanding by formulating methods that provided mission essential services during a crisis or emergency situations in or around RAF Fairford as outlined in the PWS. Contractor illustrated how resources, personnel, equipment will be available and how the contractor intends to use them during crisis or emergency events.
Acceptable: Proposal clearly meets all the technical minimum requirements of the solicitation. This sub factor has passed the evaluation.
Unacceptable: Proposal does not clearly meet all the minimum requirements of the solicitation. This sub-factor did not meet some or all of the minimum evaluation criteria in order for this sub factor to pass. Failure to address any sub-factor will deem a proposal technically unacceptable.
C. Staffing Plan – Contractor demonstrated a clear understanding by formulating methods that thoroughly address each of the areas identified in 52.212-1 Addendum to include associated approaches that demonstrate that the offeror shall provide performance in accordance with the Performance Work Statement.
Evaluation shall occur on an Acceptable / Unacceptable basis. To receive an Acceptable evaluation, the proposal included at a minimum:
(i) A clear and comprehensive organizational chart of staffing structure which included key management, site managers and quality assurance personnel at all required service locations/sites including staff personnel/operatives accordingly. This includes a detailed description of the offeror’s approach to manage staffing, and to mitigate unpredictable leaves of absence by employees in achieving the performance standards detailed in the PWS.
(ii) Identification of key positions and responsibilities.
D. Training, Qualifications, and Prior Experience - Contractor identified key positions, responsibilities and their roles with respective schedules for successful contract performance on the contract start date and for the duration of contract performance.
Evaluation shall occur on an Acceptable / Unacceptable basis. To receive an Acceptable evaluation, the proposal shall include at a minimum:
(i) Training – This area included a thorough and clear description of the offeror’s employee training program, how the offeror is going implement areas of training that are IAW the PWS, and how the offeror plans on keeping certifications and training current during performance of this contract. Training plan shall address how training is tailored to local environment/location
(ii) Qualifications - Contractor provided qualifications for key positions . Contractor listed the name(s), qualifications, and previous experience of the wildlife specialist as part of the contract proposal along with copies of certifications, licenses, and diplomas:

Minimum Four (4) years of wildlife and local species study, identification, and handling experience within an environmental area similar to RAF Fairford.
Offeror shall demonstrate an understanding of any required licenses that will need to be obtained in support of the methods to be utilized.
(iii) Prior Experience – Offerors provided up to four (4) separate contracts of prior experience that encompass proposed methods. Each contract does not have to cover all proposed methods but all methods must be covered by total number of contracts provided. Contracts are to be performed within the last seven
(7) years using methods that the contractor proposes to employ that are of similar scope as this PWS. This can be on a civilian or military airfield and that proposed methods are applicable within the UK or EU jurisdictions. Evidence shall include performing services at airfields operating heavy, jet, and rotary-wing aircraft. Performance under new contracts must be for at least 6 months.
Evidence must have included the following:
- Company/Division/Agency/Customer name
- Supporting evidence of experience in proposed methods
- Description of service provided
- Contract number (if applicable)
- Contract value
- Period of performance
- Verified, up-to-date name, address, email of identified contact.
The Government may contact the points of contact identified to verify past experience.
E. Quality Control Plan (QCP) – Contractor demonstrated a clear understanding by formulating methods that reflects overall control of quality and meets the specified performance thresholds for each requirement in the
Services Summary (PWS, Section 2). Contractor thoroughly and clearly described quality control processes and procedures to ensure satisfactory levels of performance will be achieved at all specified service locations/sites as outlined under the PWS and RFP with the Service Summary as the quality program’s guiding focus.
Evaluation shall occur on an Acceptable / Unacceptable basis. To receive an Acceptable evaluation, the proposal shall include at a minimum:
• A clear and comprehensive description of methods, frequencies, and associated documentation (i.e.
checklists) that will be utilized to identify, document, prevent, correct, and resolve potential deficiencies in the quality of service provided.
Acceptable: Proposal clearly meets all the technical minimum requirements of the solicitation.
Offeror has fully demonstrated effective use of all proposed methods in other contracts.
This sub factor has passed the evaluation.
Unacceptable: Proposal does not clearly meet all the minimum requirements of the solicitation.
Offeror has not fully demonstrated effective use of all proposed methods in other contracts.
This sub-factor did not meet some or all of the minimum evaluation criteria in order for this sub factor to pass. Failure to address any sub-factor will deem a proposal technically
• A clear and comprehensive description of processes for corrective action (resulting from potential negative audits), monitoring of negative trends, response times, and resolution. (e.g. how resultant data will be utilized to ensure quality service is provided in accordance with the performance thresholds of the PWS).
• A clear and comprehensive description of processes and related procedures that will be utilized by contractor quality managers and/or quality auditors to meet and/or coordinate with the Government’s surveillance and documentation.
4. AWARD DETERMINATION: In accordance with FAR 13.106-2(b)(1), the Government’s evaluation in using the Lowest Price Technically Acceptable (LPTA) decision approach, will award to the responsive and responsible offeror whose technically acceptable proposal has the lowest evaluated price.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (APR 2016)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
Veteran-owned small business concern means a small business concern--
