PERFORMANCE WORK STATEMENT (PWS)

BIRD CONTROL SERVICES – RAF FAIRFORD

22 September 2011

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The Contractor will provide all personnel, equipment, tools, materials, supervision, transport, and other items and services necessary to perform Bird Control Services at RAF Fairford.

1.1. AREA OF PERFORMANCE. Bird control services will be performed on the flightline (runways, taxiways, ramps, aprons, and overruns) where the presence of birds would present possible hazards to aircraft. The Contractor will provide bird control coverage to the interior of Aircraft hangers on the airfield. The Contractor will identify coverage of these buildings in his projected schedule. Bird control coverage of the airfield will take priority, especially during aircraft deployments into RAF Fairford. Bird control services will also be performed in areas of lakes, gravel pits, and landfills that are within five miles of, and affect the habitat of the base.

1.2. METHOD OF PERFORMANCE. The contractor must comply with all British laws and regulations that are applicable to this type of bird control program. Any method used must be legal, safe and effective.

1.2.1. The contractor will assist base representatives in chiefly an advisory capacity with habitat manipulation as defined in AFPAM 91-212. Habitat is the total environmental elements of food, water, shelter, nesting sites and space that must be present for wild life to survive.

1.3. STANDARD OF PERFORMANCE. Contractor personnel must maintain bird control services under this contract for the areas of performance in bird watch condition LOW as defined in AFI 91-202 and AFPAM 91-212. The Contractor’s response to bird control services in specific areas must be within the time period required by Section 2, Services Summary.

1.4. PERFORMANCE TIMES.

1.4.1. Normal work hours. Normal work hours take place during a nine-hour period each day Monday through Friday. The normal workday will include eight hours of paid work with an unpaid hour for lunch/breaks. Normal work hours will not include weekends or U.S. and U.K. holidays. Normal work hours will typically commence at 0730 local time. However, this start time may be changed at the discretion of the Airfield Manager.

1.4.2. Work outside of normal work hours and during contingencies/emergencies. The contractor must provide contract services outside the normal work hours upon the request of the Airfield Manager or the Airfield Manager’s designated representative. The contractor must provide continuous contract services 24 hours per day, 7 days per week when requested by the Airfield Manager to support exercises, contingencies, flying operations, or wildlife/bird control. During exercises, contingencies, or flying operations, such services will commence one hour before the scheduled arrival/departure of aircraft and will continue until flying has ceased or at the discretion of the Airfield Manager or designated representative. The Contractor will be notified at least one hour in advance of the requirement for work covered in this subparagraph.

1.4.3. On flying days, the Contractor must commence performing bird control services one hour before the first scheduled aircraft arrival or departure. The Contractor will continue to provide services until the last aircraft scheduled to arrive or depart has done so, or as directed by the Airfield Manager or designated representative.

1.4.4. The Contractor will contact the Airfield Manager, or designated representative, by 1600 hours each day to determine the hours of services that will be required for the following day.

1.4.5. Contractor personnel will perform, as a minimum, one complete vehicle patrol for birds per hour during periods of non-flying, and provide continuous patrols that include movement to monitor approach and departure ends of the runway. The term continuous means that the contractor will be in the vehicle on the airfield watching for birds during periods of flying. When birds are detected on the airfield, the contractor will continue to provide bird control operations until all flocks are dispersed. In addition, within ten minutes after a request from the Airfield Manager or designated representative, contractor personnel will commence performing bird control services in the area(s) specified. When the airfield is not in use, the contractor must conduct proactive checks on and around the base and off base as required for bird hazards, such as freshly ploughed fields, lakes, and agricultural areas that might attract birds. Any proactive check that will take more than one hour must be approved in advance by the Airfield Manager or designated representative.

1.4.6. Contractor personnel will advise the Airfield Manager or designated representative when leaving the airfield (i.e. to refuel). Such trips will be of the minimum required duration. Personnel are responsible for adhering to response times above, unless otherwise approved by the Airfield Manager. One contractor person must be on duty on the airfield at all times while flying is in progress. The Airfield Manager must approve any exception. Contractor should have sufficient staff on site so they can take adequate breaks.

1.4.7. Contractor personnel will review the Flight Data Aircraft Movement Logs before start of flying with Airfield Management Operations personnel to verify the daily flying and all updates to aircraft movements.

1.5. MONTHLY BIRD ACTIVITY REPORT. The Contractor must submit a monthly report to the Airfield Manager or designated representative on the preceding month’s bird activity not later than the 15th calendar day of the month following performance. As a minimum, the report must include:

1.5.1. Date and time of bird activities

1.5.2. General weather conditions

1.5.3. Bird species

1.5.4. Bird locations

1.5.5. Bird flying activities

1.5.6. Bird ground activities

1.5.7. Type/method of bird dispersal used

1.5.8. Recommendations for government actions to eliminate bird activities

1.5.9. Other similar information that may be deemed necessary by Airfield Management.

1.6. DAILY ACTIVITY LOG & DOCUMENTATION. Contractor personnel must maintain and submit a daily activity log of operations to the Airfield Manager. This log must include Bird Watch Condition (BWC), type of activity (feeding/loafing/flying), time of activity, weather conditions, location of activity, species, estimated number of birds (or animals if applicable) and dispersal method used. The Airfield Manager may require that other similar additional information be added to this log. This log will be submitted at the end of each day of performance. A record of birds flying over the airfield must also be kept to include number, species, flight path, date and time. This information must be recorded on a map and spreadsheet and be or be compatible with MS Word, MS Excel, and MS PowerPoint. The airfield manager may require the contractor to provide input (including data and slides) for inclusion in bird meetings and for other presentations or documentation from time to time. Contractor may be required to make minor changes to data that is collected and recorded in order to comply with AFI 13-213.

1.7. VEHICLES: Performance under this contract will require contractor personnel to operate vehicles and perform services on US Government installation flight line areas. Contractor personnel must adhere to the following practices when performing in these areas:

1.7.1. Provide serviceable vehicles available at all times to perform bird control services. Purchase/provide adequate fuel for contractor vehicle(s) to allow for required patrols of the airfield. Register vehicles used in the performance of this contract with the base pass and registration office, and the Airfield Management office.

1.7.2. Ensure contractor vehicles and vehicle operators comply with all applicable British Laws and Regulations for vehicles operating on public highways as well as RAF Fairford Airfield driving instructions.

1.7.3. Only use vehicles equipped with a roof-mounted, operational yellow or amber rotating light.

1.7.4. Ensure company vehicles are easily recognized. This will be accomplished by having the Company name on both sides and the rear of the vehicle. Signs and other equipment used on the vehicle must be affixed so they will not fall off the vehicle and create a FOD hazard.

1.7.5 When the vehicle is not in use, all explosives will be removed and placed in licensed PES.

1.7.6 When transporting non-military explosives off base, the contractor will comply with UK Carriage Regulations 2004.

1.8. BIRD HAZARD WORKING GROUP (BHWG) AND OTHER MEETINGS: Contractor personnel must attend meetings as directed by the Airfield Manager. These meetings include, but are not limited to, Bird Hazard Working Groups (BHWGs) and Joint Airfield Inspections. When requested, contractor personnel will provide or brief information about bird and animal control, bird migration, species and population, habitat, feeding, control methods or other related subjects during meetings.

1.9. REMOVAL OF ANIMAL REMAINS. Contractor personnel will retrieve, package, and dispose of the remains of all disabled, maimed, or dead animals from the flightline area in a specified waste disposal receptacle when directed by the Airfield Manager or designated representative. All disposals must be in accordance with British Law.

1.10. FEATHER IDENTIFICATION: When the Airfield Manager or designated representative informs the contractor that aircraft have experienced bird strikes; the contractor will collect feather samples and/or remains. These must be placed in a suitable container or bag and delivered to the Safety Representative. The contractor will provide the Airfield Manager or designated representative an initial verbal report of feather identification when possible.

1.11. SCHEDULED AIRFIELD CLOSURES. The airfield & airspace may be closed on specific days for runway construction or other reasons. The Airfield Manager or designated representative will give the contractor as much advance notice as possible if Contractor services are not required to be performed during such closures,. No change to the contract price will be applicable to minor periods when contractor services are not required. Unless the Airfield Manager informs the contractor that services are not required, the Contractor will perform services as normal during these periods.

1.12. SAFETY. The Contractor will conform to applicable safety standards and perform bird control services under this contract in a safe manner to preclude damage or injury to government property or personnel.

1.13. BIRD WATCH

1.13.1. BIRD WATCH CONDITION CODE CHANGES. Contractor personnel must advise the Airfield Manager and Air Traffic Control or designated representatives of the bird watch condition when an increase in bird activity requires a change in the bird watch condition code. Contractor personnel will make recommendation to the Airfield Manager or designated representative as to which bird watch condition code should be used to describe the activity on the airfield. The Airfield Manager or Supervisor of Flying are authorized to change the bird watch condition code to “Severe”.

1.13.2. BIRD WATCH CONDITION CODES. Bird watch conditions are found in AFI 91-202, AFPAM 91-212 and the local BASH plan. The contractor will make sure each employee is familiar with and uses these criteria.

1.13.3. BIRD ATTRACTION/HAZARD. Contractor personnel will assist the Airfield Manager in identifying bird or hazards on the airfield and suggest improvements and methods to prevent bird strikes.

1.14. GOVERNMENT REMEDIES. The contracting officer will follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

1.15. CONTRACTOR PERSONNEL:

1.15.1. Contract Manager. The Contractor will designate a Contract Manager who will be responsible for the performance of the work. The name of this person and an alternate, who will act on behalf of the Contractor when the manager is absent, will be designated in writing to the Contracting Officer. The Contract Manager or alternate(s) must have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.

1.15.2. The Contact Manager or alternate will be available during normal duty hours within sixty minutes of notification by telephone to discuss problem areas.

1.15.3. Contractor Employees. The contractor will not employ personnel under this contract if the Contracting Officer identifies such employee as being debarred, or as being a potential threat to the health, safety, security, general well being or operational mission of the installation and its population.

1.15.4. Contractor personnel must be easily recognized as Contractor employees. Contractor personnel will wear distinctive clothing or badges bearing the company and employee names. Contractor personnel will carry in their possession at all times positive identification that states the holder’s full name and employer. Contractor personnel must wear a suit and tie when attending meetings or briefings unless otherwise authorized by the Airfield Manager.

1.15.5. Where applicable, the Contractor will ensure employees have current and valid professional certifications before starting work under this contract:

1.15.5.1. Airfield driver’s license and training. The contractor will set aside one day per employee to accomplish Airfield driving training. Airfield management will provide this training. Each contractor employee must have a valid driving license that must be presented.

1.15.5.2. Copies of the following firearm certification documents will be provided to the Airfield Management Office before firearms may be used in performance of services under this contract:

1.15.5.2.1. Firearm certificate of the owner of the weapon, whether it be corporate or individual.

1.15.5.2.2. Firearm certificates for each individual who may be using the firearm in the performance of this contract.

1.15.6. The contractor will not employ any person who is an employee of the Department of the Air Force; either military or civilian, unless such person seeks and receives approval according to

DODD 5500.7-R. The Contractor will not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106.

1.15.7. The Contractor is cautioned that off-duty, active duty military personnel performing under this contract may be subject to permanent change of station, change in duty hours or deployment. Military Reservists & National Guard members may be subject to recall to active duty. The abrupt absence at any time will not constitute an excuse for non-performance under this contract.

1.15.8. Employee competency. Contractor employees performing services under this contract must be experienced and competent to perform the services required in this contract. Prospective contractor must provide employee references showing that each employee to be employed on the airfield has at least one year of experience performing airfield bird control services.

1.15.9. Employees with less than one year experience. It is recognized that the Contractor may need to hire and train new employees. Contractor employees with less than one year previous experience will perform services in the presence and under constant on site supervision of an experienced contractor employee who has at least one year experience providing airfield bird control. This training will not be less than four months.

1.15.10. Security Requirements. All employees must have a background investigation conducted using the MoD Form 1109, Security Questionnaire. Since restricted area access will be needed if airfield is operational this must be a Security Check (SC) as a minimum. If applicable, all Contractor personnel performing services under this contract will contact the Security Forces Pass and Registration section to request a restricted area badge. The badge authorizes contractor employees to perform the services of this contract on the flightline and/or restricted areas without an escort. Restricted area badges will be returned immediately to the 420ABS/OS office when the badge has expired, when the holder is no longer employed by the Contractor, or as directed by the Airfield Manager. The Airfield Manager will turn the restricted area badge back over to 420 BAS/SF for accountability and destruction. In the interest of installation security, all vehicles entering, exiting, and operating on the installation are subject to search at any time.

1.15.10.1. Installation Passes and Restricted Area Badges. Contractor employees will obtain:

1.15.10.2. Installation Passes. Individual must have proof of insurance, MOT (if applicable), Tax Disc, V5 and Driver’s License to get a USAFE Form 4, Vehicle Registration for the installation.

1.15.10.3. Restricted Area Badges. Individual must have the applicable Host Agency Check completed with the MoD Form 1109, Security Questionnaire, SC. Applicable paperwork will be generated, AF Form 2586, Unescorted Entry Authorization Certificate to ensure individual can gain access to a restricted area.

1.15.10.4. All employees must maintain adequate certifications and passes to work unescorted on the airfield.

1.15.11. Employee Training. All Contractor personnel who will be operating motor vehicles in the flight line areas will contact the Airfield Management Office to request airfield driving training and issuance of an AF Form 483, airfield driving competency card. The cards will be returned immediately to the Airfield Management Office when the card expires, the contractor no longer employs the cardholder, and the contract is completed or as directed by the Contracting Officer. The Government will furnish all initial and refresher airfield driving training orientation and certification courses. The Contractor must submit a complete list of all personnel requiring airfield driver training five duty days before scheduling the training. Airfield driving training is recurring training and each employee of the contractor will complete this training once per year. The training takes up to four hours to complete and may be completed during normal duty hours or as paid overtime as decided by the Airfield Manager.

1.16. QUALITY CONROL. The Contractor will provide a Quality Control (QC) Plan to the Contracting Officer for acceptance not later than the post award orientation conference. The plan must contain the items listed in Section 2, Service Delivery Summary as a minimum. The Contracting Officer will notify the Contractor of acceptance or required modifications to the plan before the contract start date. The Contractor must make appropriate modifications and obtain acceptance of the plan by Contracting Officer before the contract start date.

1.16.1. The plan will include:

1.16.1.1. A description of the inspection system to cover all services listed in the Service Delivery Summary. This description will include specifics as to the areas to be inspected on both scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors.

1.16.1.2. A description of the methods to be used for identifying & preventing defects in the quality of service performed.

1.16.1.3. A description of the records to be kept that document inspections and corrective or preventive actions taken.

1.16.2. The records of inspections must be kept and made available to the government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.

1.16.3. The Contractor’s QC plan must also describe the contractor’s quality control procedures in the following areas:

1.16.3.1. The dispatch of contractor personnel to meet required performance times.

1.16.3.2. The monitoring of services performed to ensure they meet performance standards established by the contract.

1.16.3.3. The delivery of any supplies and/or services which may be required to accomplish the services.

1.16.4. The contractor will submit the plan to the Airfield Manager who will review/change it if necessary to ensure regulatory requirements for bird control and documentation are met.

1.17. QUALITY ASSURANCE. The government will evaluate the Contractor’s performance under this contract for those tasks listed in the Service Summary (SS). Government personnel will record all surveillance observations. When an observation indicates defective performance, the Contracting Officer’s Representative (COR) will require the Contract Manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the SS or by methods other than those listed in the contract (standard inspection procedures or other contract provisions). Any action taken by the Contracting Officer as a result of surveillance will be according to the terms of this contract.

1.17.1. Performance Evaluation Meetings. The Contracting Officer (CO) may require the Contract manager to meet with the CO, Contract Administrator, COR, and other government personnel as deemed necessary. The Contractor may request a meeting with the CO when he or she believes such a meeting is necessary. Written minutes of any such meetings will be recorded in the contract and signed by the Contract Manager and the CO or Contract Administrator. If the Contractor does not concur with any portion of the minutes, such nonoccurrence will be provided in writing to the CO within ten (10) calendar days following receipt of the minutes.

1.18. PHYSICAL SECURITY. The Contractor is responsible for safeguarding all government property provided for Contractor use. All government facilities, equipment and materials must be secured at the end of each work period.

1.18.1. Securing Contractor Possessions. The Contractor will ensure all firearms, ammunition and pyrotechnics and other dangerous devices/substances that are in his/her possession while on RAF Fairford are secured and are not left unattended, at all times. As a minimum, the Contractor will have a metal container secured to the inside of the Contractor’s vehicle with a lock and key to store these items. Failure to comply with this requirement may be grounds for termination of this contract under the applicable termination clause of the contract.

1.19. PERFORMANCE OF SERVICES DURING CRISIS DECLARD BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. In the event of a national emergency or crisis and the Department of Defense has activated instructions contained in DODI 3020.37 and the Air Force implementation thereof, it is determined that the Contractor will be required to perform during crisis. The hours of operation and services required in this contract remain unchanged. The Contracting Officer will notify the Contractor of any and all crisis response implementations. Any resultant deviations to current contract services due to a crisis will be negotiated if and when such crisis occurs.

1.20. CONSERVATION OF UTILITIES AND WASTE MINIMIZATION. The Contractor will ensure employees practice utilities conservation. The Contractor will be responsible for preventing wasteful use of utilities. Some measures include:

1.20.1. Use lights only in areas where work is actually being performed.

1.20.2. Do not adjust mechanical equipment controls for heating, ventilation and air conditioning systems.

1.20.3. Turn off water faucets (taps) or valves when not in use.

1.20.4. Put recyclable waste in recycle bins provided (i.e. paper, glass, plastic, etc.)

1.21. Environmental and Hazardous Materials Handling.

1.21.1. The contractor will retain full responsibility for all hazardous materials used in conjunction with this contract. All transport, usage, storage and disposal will be in strict accordance with United Kingdom (UK) Health and Safety at Work Act of 1974, the UK Environmental Protection Act of 1990, applicable Air Force Regulations, policies and the UK Final Governing Standards.

1.21.2. Within ten (10) days of contract award, the contractor will complete a hazardous product storage permit (provided by 420 ABS/CEV) including providing a listing of all hazardous materials to be used to complete this contract. The listing must include Material Name, Manufacturer, Quantity, and Process for which the hazardous material will be used, location to be stored and how material will be contained in case of spill. The contractor will forward this list, a Safety Data Sheet for each HAZMAT, and a Control of Substances Hazardous to Health (COSHH) Regulations 1994 risk assessment for each material to the government Quality Assurance personnel. The Quality Assurance personnel will forward the permit and list to the 420 ABS/CEV. This will be coordinated with the IDMT, Safety, HAZMAT Pharmacy and the Base Fire Department for review and approval. 420 ABS/CEV will retain a copy of the approved list. The contractor will be prohibited from storing, mixing or washing out any pesticide related containers on site. Any proposed pesticide use will comply with the installation Pesticide Management plan & UK FGS Chapter 11.

1.21.3. The Hazardous Material Program team has the right to disapprove the use of any hazardous material they deem pose an undue risk to personnel safety, health or cause damage to the environment. The contractor will not intentionally or otherwise dispose of any HAZMAT or hazardous waste on or off the government installation by dumping on the ground, pouring down the drains, incineration or placing in trash receptacles. If the contractor generates hazardous waste then the Contractor will dispose of hazardous waste using certified disposal companies and to certified disposal sites. Upon completion of the contract, the contractor will provide the Quality Assurance personnel a list of HAZMAT that has been disposed of and/or that is leaving the base, for closeout through the HAZMAT Pharmacy.

1.22. Records. The Contractor will be responsible for creating, maintaining and disposing of only those government records that are specifically cited in this PWS or required by the provisions of a mandatory listed in Appendix 3, Applicable Publications and Forms. If requested by the

Government, the Contractor will provide the original record, or a reproducible copy of any such record, within five (5) working days of receipt of the request.

3. GOVERNMENT FURNISHED PROPERTY

3.1. An inventory of Government-Furnished equipment must be done after contract award and not later than five calendar days before start of the contract and not later than ten calendar days before completion of the contract period (including any options periods). The contractor and Airfield Manager or COR will conduct a joint inventory of all government-furnished items. Equipment not in working order must be recorded and the contracting officer notified in writing. If available, the COR will replace the non-working equipment.

3.2. A building will be provided to the contractors for use during working hours. This is a work area and is not to be used for accommodation (sleeping/living quarters). This building, and the area outside the building used by the contractor, must be kept completely clean and tidy at all times. The grounds area within the fenced compound will be maintained by the contractor.

3.3. The Government will provide the Contractor one (1) hand held portable land mobile radio, one (1) battery and access to one (1) battery charger (or exchange of spent battery with charged battery) to be used in performing this contract.

3.4. Obtaining Replacement of Government-Furnished Equipment. The Contractor will submit requests for replacement of Government-furnished equipment to the COR for processing. Requests must specify the reason(s) for equipment replacement. Depending upon the circumstances surrounding the request, the Airfield Manager may provide a suitable substitute.

4. APPENDICES

4.1. APPENDIX 1 - TECHNICAL DEFINITIONS

4.1.1. TECHNICAL DEFINITIONS:

4.1.1.1. Aircraft Movement Area. Runway and areas within 200 feet from runway edge, taxiways, over and under runs, hardstands, parking aprons, and ramps.

4.1.1.2. Airfield Manager. The Airfield Manager or designated representative who is responsible for performing Quality Assurance functions under this contract.

4.1.1.3. Bird Control. As used in this contract, means the elimination or removal of birds or other animals (such as rats, rabbits, snakes, etc., as directed by the Airfield Manager or designated representative in which birds are the largest populous of the species), which may be a potential hazard to aircraft in the specified areas.

4.1.1.4. Bird Watch Condition Codes. The following bird watch conditions will be determined by the Supervisor of Flying (SOF) during wing flying operations, by airfield management when SOF is not available, or other than wing flying periods.

4.1.1.4.1. Low: Bird activity on and around the airfield representing low potential for strikes.

4.1.1.4.2. Moderate: Increased bird population in locations representing increased potential for strikes. This condition requires increased vigilance by all agencies and supervisors and caution by aircrews.

4.1.1.4.3. Severe: Bird activity on or immediately above the active runway or other specific location that represents a high potential for strikes. Supervisors and aircrews must thoroughly evaluate mission need before conducting operations in areas under condition SEVERE.

4.1.1.5. Flightline. 4.2. APPENDIX 2 - CONTRACTOR-FURNISHED ITEMS AND SERVICES

4.2.1. GENERAL INFORMATION. Except for those items or services specifically stated in Section 3 as government furnished, the Contractor will furnish everything needed to perform this contract according to all its terms.

4.2.1.1. In addition to the above, the Contractor will furnish the following:

4.3. APPENDIX 3 - APPLICABLE PUBLICATIONS AND FORMS. Publications are available at http://www.e-publishing.af.mil/or through the Airfield Manager. Publications and forms that apply to the PWS are listed below. The publications and forms have been coded as mandatory or advisory. The Contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in other sections of this PWS. The Contractor will be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in this PWS. All publications and forms listed will be provided by the government at the start of the contract. The government will provide follow-on requirements to the Contractor when changes occur. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The Contractor will immediately implement those changes that result in a decrease or no change in the contract price and notify the Contracting Officer in writing of such change. Should a decrease in contract price result, the Contractor will provide a proposal for a reduction in the contract price to the Contracting Officer. Before implementing any change that will result in an increase in contract price, the Contractor must submit a price proposal to the Contracting Officer within 30 calendar days following receipt of the change. The Contracting Officer and the Contractor will negotiate the change into the contract under the provisions of the contract clause entitled "Changes." Failure of the Contractor to submit a price proposal within 30 calendar days following receipt of the change entitles the government to performance according to such change at no increase in contract price (unless the time requirement is waived by the Contracting Officer according to paragraph (c) of the Changes clause).

4.4. APPENDIX 4 - GOVERNMENT PROVIDED TRAINING. The government will provide initial, one-time training for specialized, military-unique equipment or programs when the government is the sole source of such training. The contractor may request approval for additional training. The COR, COR Supervisor and contracting office may approve additional training if funding is available and it provides value to the contract.
