About this file
This document is a Single Source Justification (Simplified Acquisition) for a procurement of Motorola wireless headsets and mobile/portable radios for the 18th Civil Engineer Squadron (18CES) at Kadena Air Base.
The 18CES is seeking to procure 78 Firecom wireless headsets, 18 Firecom wireless base stations, 18 digital intercoms, and various Motorola mobile radio equipment and accessories. The justification cites that Motorola equipment is required due to its compatibility with the existing communications systems on the base, and Motorola's ability to provide immediate service and maintenance through an existing contract. The sole source award to Motorola is deemed the most advantageous approach to ensure uninterrupted operations of the critical communications systems. Market research was conducted, but engaging other vendors would not allow leveraging the existing Motorola maintenance contract. Future procurements will involve more thorough market research to identify additional competition.

Section C: Justification for Soliciting from a Single Source or Brand Name
The Kadena Fire Department and other first responder agencies on Kadena AB rely exclusively on Motorola mobile/portable radios for their critical communication needs. This sole reliance is due to Motorola's unique capability to provide devices that are fully compatible with the Firecom system, a feature that no other brand has been able to replicate.
Motorola's presence within the base is a significant advantage, offering immediate access to service and maintenance, which is crucial for the continuity of operations. This proximity allows for rapid response times in case of equipment failure or necessary repairs, minimizing potential communication downtime.
Furthermore, Motorola holds an existing maintenance contract, FA527023F0022, with Kadena AB. This contract covers full maintenance and repair support for all Land Mobile Radio (LMR) Radio Assets, including the required new vehicle installations.
This arrangement ensures that all equipment is maintained to the highest standard and any issues are promptly addressed by Motorola's technicians. PWS 1.3.1.1. outlines the scope of work for specialty vehicle installations, which includes a wide range of vehicles and tasks. These tasks encompass installation/removal of mobile vehicular radios, equipment modifications, encryption
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5 module installations, headset operation modifications, reprogramming, and antenna installations, among others. All installations and modifications require review and approval by the Contracting Officer's Representative (COR) prior to implementation.
If the new equipment and installations are procured through Motorola, they can provide warranty and maintenance support.
However, if these items are provided and installed by an authorized distributor, Motorola's support would be contingent on contract modifications to existing Recurring and Nonrecurring Services being quoted and awarded. It's important to note that if other contractors modify an existing Radio asset currently covered under the Motorola Service Agreement and damage occurs, the repair and troubleshooting of the asset would not be covered under the Service Agreement.
It's important to note that Motorola's warranty and service agreement only covers third-party items purchased through and installed by Motorola, unless contract modifications are quoted and awarded. If other contractors were to modify an existing radio asset currently covered under the Motorola Service Agreement and damage occurs, the repair and troubleshooting of the asset would not be covered under the Service Agreement. This could lead to significant delays and additional costs.
Given these considerations, no other vendors can provide the necessary service and maintenance on the island without adversely affecting the mission of the Fire Department and the base. Therefore, a sole source acquisition from Motorola is justified to ensure the uninterrupted operation of critical communication systems.
Section D: Efforts to Obtain Competition
Market research was conducted to identify potential suppliers for the required products. Three viable companies were identified, including Motorola, which currently holds a separate contract with Kadena AB, and two other U.S.-based firms.
However, if we were to engage with the other vendors and their vehicle installation meets our requirements, we would be unable to leverage the existing maintenance contract with Motorola. This could potentially lead to increased costs and logistical challenges in maintaining the equipment.
Furthermore, Motorola has the distinct advantage of being able to provide services directly in Okinawa. This eliminates the need for travel costs that would be incurred if a contractor from the U.S. were to perform the installation.
Given these considerations, it is clear that a sole source award to Motorola Solutions, Inc. would be the most advantageous approach for the government. This decision aligns with our operational needs, existing contractual agreements, and financial considerations, ensuring the best value for the government.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
For all future similar requirements market research will be thoroughly conducted to search for more and varied competition.
