About this file

This document contains a request for information (RFI) related to a potential indefinite delivery/indefinite quantity (IDIQ) contract for radon mitigation services. The Air Force is seeking information to develop specifications for radon testing and mitigation at government housing units according to current EPA and industry standards. Respondents questioned specifications regarding testing protocols, mitigation requirements, fan sizing, and second floor mitigation installation. The government provided clarification that mitigation must be installed on the first floor using sub-slab depressurization and that the vent pipe only needs to be high enough for two-story buildings. The potential IDIQ contract is named RADON_IDIQ and is being solicited by the Department of the Air Force Pacific Air Forces.

RADON IDIQ_RFI FA5270FY24RADON

Request for Informaon (RFI)

1. Specification state Post Mitigation Testing should be in accordance with EPA Guidance dated 1993. This regulation is no longer valid and has not been in effect for decades.

Government’s response: new guidance is - “Protocol for Conducting Measurements of Radon and Radon Decay Products in Homes.” (ANSI/AARST MAH-2023) The minimum period for LONG TERM testing is 90 days. www.standards.aarst.org or https://standards.aarst.org/MAH-2023/index.html#zoom=z

2. Mitigation requirements specific to government housing have very specific requirements specs in the draft SOW do not comply with. Specification Post Mitigation requirements also are non-compliant with current regulations and standards.

Government Guidance: AFMAN 48-148, IONIZING RADIATION

PROTECTION, 07-20-2020

3. Requirement for 2nd story mitigation under Section 1.3.1 is incorrect. Mitigation is sub-slab (between earth and slab). Requirement for Small, Medium, or large fans based on housing unit square footage is incorrect. Fan capacity/size is based on the amount of radon detected to be mitigated and sub-slab conditions. The specifications for this requirement are incorrect.

Government’s response: The Governments understands that the vendor is asking about installing radon system on the 2nd Floor. The 2nd floor cannot be mitigated using Sub-slab depressurization method. The system must be installed on the first floor and not on the 2nd floor. We are only letting vendor know we have housing units that are two 2 story high, and the radon vent pipe need to be high enough.
