About this file
This file is a Questions and Answers document dated March 10, 2026, addressing contractor inquiries regarding RFI solicitation FA527026QB012 for Intrusion Detection System (IDS) integration under the 353 SOW FM9 ARMAG project 3. The government clarified that contractors must quote based on the current Statement of Work without conducting site surveys, as time constraints preclude additional information gathering. The work scope is strictly limited to system integration without material procurement; all final connections at the end-user location will be provided by the end user. The government emphasized that while the original April 1, 2026 completion date may have some flexibility, a 150-day performance period exceeds acceptable timeline requirements for integration work without material shipment.
Regarding Government Furnished Equipment, the government specified a comprehensive list including a Vindicator Headend/Workstation with VBM 3 Badge Manager and AE SAW 2 Client Workstation, six ICD-705 units with encryption panels and associated sensors, Cisco Catalyst switches (six IE-3300-8T2S-E++ and one C9300-24S-A), and seven power supplies. Contractors are responsible for obtaining required host nation permits. The government indicated that while procurement timelines and civil work clearances should be factored into proposed schedules for evaluation purposes, realistic performance periods commensurate with integration requirements—excluding material procurement—should be proposed by vendors.

353 SOW FM9 ARMAG project 3 – Intrusion Detection System IDS Integration RFI Questions and Answers (dated 10 March, 2026)
Q1: SOW is vague and does not provide any details on actual connectivity requirements. Request to conduct a site survey to identify the electrical and connectivity requirements (e.g. required cabling infrastructure, pathways, required equipment etc Q2: Can more clarification be provided on what work is being required to be performed?
Answer to Q1 and Q2: Due to time constraints, please quote based off of the information included in the current SOW.
Q3: Government Furnished Equipment (GFE): Is a comprehensive list of GFE available for this requirement?
Answer to Q3: The Vindicator Headend/Workstation is to include the VBM 3 Badge Manager Workstation, the AE SAW 2 Client Workstation, V3 IDS Encryption Wire, UPS and battery backup, and badging software. Six (6) ICD-705 units are to be equipped with the Vindicator V3 Encryption Wire Panel and enclosure, one (1) Two Factor Reader/Keypad, two (2) Balanced Magnetic Switches (BMS), two (2) 360-degree motion sensors, one (1) SE VSC Site Commander. Armag assumes that this is to connect to an existing ICD-705 Headend at the end user location for control and monitoring of the IDS system. The ACS system is to be controlled locally with the Vindicator headend included in this proposal. All final connections at end user location to be provided by end user. In addition to these materials, please include 6x IE-3300-8T2S-E++(TAA compliant)Catalyst IE3300 (TAA with 8 GE Cu and 2 GE SFP Modular), 1x C9300-24S-A (Catalyst 9300, 24 GE SFP Ports, modular uplink Switch) , and 7x power supplies.
Q4: Host Nation Permits: Will the contractor be responsible for obtaining specific permits from the host nation to perform this work, or will these be facilitated by the Government?
Answer to Q4: The contractor is responsible for obtaining permits.
Q5: Solicitation Extension: Also, would you be willing to entertain an extension to the solicitation to allow us the opportunity to source any additional materials necessary?
Answer to Q5: As per the SOW, work needs to be completed by 1 April 2026. The work associated with this requirement is only for system integration. No parts will need to be ordered.
Q6: Solicitation places a performance completion date of 01Apr; however, this date is not achievable given the necessary timelines to procure/deliver US materials and equipment, as well as the logistical processes of obtaining a work clearance for the necessary civil work. Will government reconsider performance period that is commensurate with actual requirements, with a suggestion that 150 days is a more accurate performance period?
Answer to Q6: Procurement of materials will not be needed. Please include time constraints required for work and clearances to be completed and quotes will be evaluated accordingly. While there may be some flexibility on completion dates, the customer believes that 150 days exceeds the acceptable timeline for integration requirements without shipment of materials.
