About this file
This is a Questions and Answers document for federal contract FA527026QB009 addressing Walk-in Refrigerator Maintenance. The document addresses three primary inquiries from potential contractors regarding contract specifications.
The first question concerns restricted refrigerants referenced in Paragraph 1.8.3.1 of the Performance Work Statement. The government clarified that while no specific list of restricted refrigerants is provided, Class 1 Ozone Depleting Substances are banned and require Headquarters Air Force authorization for use. Contractors must research alternative refrigerants meeting current regulations per 40 CFR Part 82 and JEGS 4.9.2 through 4.9.5 for Japanese installations, then submit an AF-3000 form for environmental officer review before use. The second question identified incorrect model numbers in Appendix D Equipment List for two units: the Condenser for Walk-in Freezer at Ralph F. Stearley Primary School (Building 9480) should be BEHA010L6HS2BF rather than BEHA015L6HS2BF, and the Evaporator for Walk-in Refrigerator at Bob Hope Elementary School (Building 2413) should be LCA6135AEQRC6B rather than LCA6235AEQRC6B. The third question addressed a discrepancy between the quantity of 46 units listed on Standard Form 1449 and the 14 total units identified in Appendix D Equipment List (2 units at each school). The government issued updated PWS and SF 1449 documents to reflect the correct model numbers and quantity.

2. Appendix D Equipment List on PWS Page 32 and 33
Q: Can Gov’t correct the model number of two units mentioned below?
Ralph F. Stearley Primary School (RFSPS), Bldg. 9480
Model# BEHA015L6HS2BF of Condenser for Walk-in Freezer should be BEHA010L6HS2BF.

Q: Are the Quantity and Unit correct? If so please clarify the basis on which the quantity was calculated.
Answers:
1. There is not an actual list provided; however, the refrigerant will be reviewed by the environmental officer before use. If the refrigerant is a Class 1 Ozone it cannot be used. Per the PWS, it is the contractor’s responsibility to research alternative refrigerants that meet current regulations.
Per Mr. Bercot- Hazardous Material Program Support, “Class 1 Ozone Depleting Substances are a banned substance. The use of Class 1’s requires Headquarters’ Air Force authorization to use.
40 CFR Part 82 discusses the Regulations, Requirements, and Definitions surrounding ODSs. JEGS 4.9.2 through 4.9.5 pertain to the ODS requirements for Japanese installations.
After the contactor knows which Refrigerant will be used, they can fill out the AF- 3000 for review”.
2. Please see attached updated PWS to reflect correct model numbers
3. Please see attached updated SF 1449 to reflect the correct quantity.
