About this file

This is a Questions and Answers document for Solicitation Number FA527026Q0012, issued by the Air Force for the FY26 Update Integrated Natural Resources Management Plan (INRMP).

The document clarifies key staffing and technical requirements for the contract. All listed qualification requirements for Supervisory Biologist positions are mandatory but may be met collectively by multiple individuals rather than a single person. Personnel holding multiple concurrent positions—such as Contract Project Manager/Point of Contact, Lead Biologist, GIS Specialist, or Supervisory Biologist—must meet all qualification and experience requirements for each assigned role. "The 1st Class Taxonomic Proficiency Test, Plant Category" is accepted as a valid credential. Resumes have no designated format but must clearly demonstrate how proposed personnel meet specific PWS qualification requirements, with legible copies of all required certificates attached for verification. Item 0003 (Flora and Fauna Survey) is conducted only at CTF1, while PWS Section 2.3 Task 3 (INRMP Update) encompasses all Army facilities (CTFs 1, 2, and 3) and represents a separate effort from the survey work. The Government will conduct inspections and acceptance of work under Items 0001 through 0004. Quotations should be written in the Unit Price and Amount boxes on page 3 of the solicitation in the Suppliers or Services & Prices or Costs section. The Discount term field in Form 1449 Box 12 may be left blank if no early payment discount is offered; the standard payment term is NET 30.

QUESTIONS & ANSWERS RFQ: FA527026Q0012

QUESTIONS AND ANSWERS

For Solicitation Number:

FA527026Q0012

FY26 Update Integrated Natural

Resources Management Plan

1. In PWS Section 3.2 Paragraph 1. Could you please advise whether all of the listed qualification requirements are mandatory for Supervisory Biologist?

Answer: Yes, all listed qualification requirements are mandatory for the project's Supervisory Biologist staffing. However, as stated in PWS Section 3.2, these requirements do not need to be met by a single individual. The contractor may satisfy this requirement by assigning "one or more" Supervisory Biologists who collectively meet all the listed criteria.

2. In PWS Section 2.3.1 Paragraph 1 and Section 2.3.2. Could you please clarify if it is necessary to update the inventory regarding cultural surveys for INRMP?

Answer: The references to "archaeological test digs" and "cultural resources surveys" in this section, as well as any other cultural resources-related descriptions throughout the PWS, are administrative errors. Please replace "archaeological test digs and cultural resources surveys" with "natural resources surveys" (e.g., flora, fauna, and habitat surveys). For the purpose of proposal preparation and contract execution, all such cultural-related references shall be read as and replaced with "natural resources."

Please find updated PWS dated 22 May 2026.

3. There are 2 sections 2.3.3s. The 1st one says to conduct 5 site visits. The 2nd one says 10 times. Are these different? Please clarify.

Answer: Please disregard “2.3.3 Fieldwork: The contractor shall conduct up to five (5) site visits upon request by the NR-2.3.3. Fieldwork” Please find updated PWS dated 22 May 2026.

4. In PWS Section 5.0. There are only options 1 and 2 for fieldwork to be completed within 210 days after award. Does this include option 3?

Answer: Yes. Please find updated PWS dated 22 May 2026.

5. Can the CPM / POC concurrently hold other positions, such as Supervisorial Biologist, Lead Biologist, or GIS Specialist?

Additionally, is it possible for one person to serve as both the Lead Biologist and the GIS Specialist?

Answer: Yes to both questions. A single individual may concurrently hold multiple positions provided that the individual meets all qualification and experience requirements for each assigned role as specified in the PWS.

6. Could you accept “The 1st Class Taxonomic Proficiency Test, Plant Category” as a valid credential? “The 1st Class” is a higher-level certification than “The 2nd Class”, and it can only be obtained by those who already hold “The 2nd Class”.

Answer: Yes. "The 1st Class Taxonomic Proficiency Test, Plant Category" is accepted as a valid credential for this requirement.

7. In PWS Section 3.0. Is there any designated format for the resumes?

Answer: No, there is no designated template/format for the resumes. However, the submitted resumes must clearly demonstrate how the proposed personnel meet all the specific qualification and experience requirements outlined in the PWS. Additionally, please ensure that legible copies of all required certificates are attached to the proposal for verification.

8. In PWS Section 2.3 Task3. Item 0003 states CTFl on page 3 of the solicitation; However

CTFsl-3 are referred on page 5 in section 2. 3 Task3-INRMP Update, of the PWS.

Which section is correct?

Answer: Both sections are correct as they refer to two distinct requirements. Item 0003 (Page 3 of the solicitation) refers to the Option Contract Line Item Number (CLIN) specifically for the Flora and Fauna Survey, which is to be conducted only at CTF1. PWS Section 2.3 Task 3 (Page 5) refers to the INRMP Update. This is a document update task that encompasses all Army facilities (CTFs 1, 2, and 3). Please note that "Item 0003" (the survey) and "Task 3" (the INRMP update) are separate efforts.

Answer: The meaning here is that the Government will conduct an inspection of the work under Item 0004. However, this is an administrative error. “Inspection and Acceptance” applies to Item 0001 through Item 0004. Please find the Solicitation Amendment -

FA527026Q00120001.
