About this file
This is a Questions and Answers document for federal contract opportunity FA527026Q0009 addressing clarifications regarding vehicle leasing services.
The solicitation requires the provision of vehicles with an expected contract award in August 2026 and mandatory delivery by September 13, 2026. Contractors must complete SAM.gov registration prior to quote submission; registration cannot be deferred to post-award. Pricing for the base year and four option years should reflect reasonable price escalation in accordance with the price index rather than remaining static or decreasing. Non-Operational Charges (NOC) must be quoted as a fixed amount per incident rather than a daily rate. Monthly invoicing will occur via WAWF Invoice 2in1 with Net 30 standard payment terms, though contractors may propose alternative discount terms in SF1449 Section 12.
Vehicle ownership remains with the contractor, and contractors are responsible for procuring and maintaining all required insurance per Statement of Work Section 3.3.2, including JCI and additional coverage. Vehicles will bear local Japanese license plates rather than U.S. Government plates and are expected to accumulate approximately 500 miles monthly. Pricing submissions on SF1449 must include unit prices for two vehicles monthly in the Unit Price column and the 12-month total for two vehicles in the Amount column. For CLINs 0003, 1003, 2003, 3003, and 4003, contractors should complete descriptive information while leaving unit price and amount columns blank, as the Government will determine Non-Operational Charges based on actual incidents.

• In item 0002 has a space to write the amount for a 8-pax van, but item 0001 does not have a space for a 10-pax van. (CLIN 0001) We included the calculation formula in CLIN 0002, 1002, 2002, 3002, 4002 to clearly show the unit price for one (1) vehicle, since the pricing for two (2) vehicles needs to be listed there.
