About this file
This is a Request for Information (RFI) file concerning natural gas supply services at Camp Foster in Okinawa, Japan. The Department of the Air Force Pacific Air Forces at Kadena Air Base is seeking information from potential vendors under NAICS code 221210 (Natural Gas Distribution) and PSC 6830 (Gases: Compressed and Liquefied).
The requirement involves 24/7 natural gas supply to the Central Utility Plant (Building #961) and near Building 5717 at Camp Foster. The contractor must perform periodic and emergency inspections of US Government-owned gas lines from the Camp Foster property boundary to on-base connection points, in compliance with the Japanese Gas Business Act. The contract will follow local Gas Retailer "Supply Rules" and "General Supply Provisions" for matters not covered in the Technical Description. The notice explicitly states this is for information and planning purposes only, not a request for quotes, and the government will not compensate respondents for information or proposal development costs.

1. We respectfully request a one-week extension (or more if at all possible) on the sources sought due date, as we believe the extra time will help us to provide more options for KAB 18 CONS. Our team was also wondering if it possible to perform a site inspection prior to submitting our responses.
A. The extension has been processed via sources sought amendment on SAM.gov until 28 Feb 25. The amendment also included a statement that we are not currently conducting site visits, but they are encouraged to submit formal RFIs.
2. Prior to providing a response to the Market Survey Questionnaire, a review of the DRAFT Technical Description appears to be identical to a current effort proposed under the USMC ESPC contract effort. Can the government explain the conflict of duplicate efforts, or the purpose of the Market Survey given this effort has been in the works for 2 years under the USMC ESPC effort?
A. USMC ESPC effort is to determine the supply requirements/parameters, and this notice is for natural gas supply contract/agreement that will follow after.
3. Regarding question #8, there is a difference in meaning between English and Japanese. One of them seems to be wrong. Is it correct to understand that the English version is correct?
English: Gas Price = Usage x (Unit Price ± Gas Resource Cost Adjustment Price) Japanese: 使用量=(単価±ガス原料費調整価格)
Q8の以下英文と和文の相違に関して 英文:Gas Price = Usage x (Unit Price ± Gas Resource Cost Adjustment Price) 和文:使用量=(単価±ガス原料費調整価格) 上記内容確認しましたが、英文、和文のいずれかが誤っていると思われます。 英文記載内容が正しいということでよろしいでしょうか。
A. Yes. English version is correct.
Correct Japanese translation: ガス価格=使用量 x (単価±ガス原料費調整価格)
4. Regarding question #7, it states “In case of the late payment, the payment will be made with the interest rate established by the U.S. Department of the Treasure.” If you can provide specific figures for the interest rate, we would appreciate it.
A. This refers to the Prompt Payment Act, which is normally adjusted on a bi-annual basis. This is not something that we set locally but will be limited to as a contractual obligation by Federal law, which is why it should be listed.
https://www.fiscal.treasury.gov/prompt-payment/index.html
Prompt Payment In 1982, Congress passed the Prompt Payment Act to require Federal agencies to pay their bills on a timely basis; to pay interest penalties when payments are made late, and to take discounts.
What happens if a payment is late?
In most cases, when an agency pays a vendor late, the agency must pay interest.
Current Rate The Prompt Payment interest rate for January 1–June 30, 2025, is 4.625%.
