FA527025Q0025 Questions and Answers 22 May 2025

1. In order to avoid over-water fuel transfer, can fuel be pumped off and on vessel while in drydock?

Answer: Fuel can be pumped out or in, in dry-dock, however, that depends on the available services, availabilities, and capabilities of the dry-dock facilities.

2. Should any and all necessary HVAC repairs be included in the bid, or should an inspection only be included and repairs will be priced via CFR and change order per item 5.1?

Answer: Yes, included in bid.

3. Should any and all necessary repairs of PTO pumps be included in the bid, or should an inspection only be included and repairs will be priced via CFR and change order per item 5.1?

Answer: Inspection only, priced CFR.

4. Does “shaft log” refer to the shaft seal bellows?

Answer: Yes. The shaft log seal is a PYI Dripless shaft seal. (PYI is a manufacturer of dripless shaft seals). You have port and STBD shafts that go through watertight seals at the hull penetrations.

5. What does clean and “service” of all propellers and shafts refer to? What service specifically?

Answer: Means the propellers, propeller nuts, shafts, and shaft seals should be cleaned (remove all barnacles and growth), polished, and inspected for continued use. Any damage should be repaired or replaced by a new component. Propellers are four bladed bronze props, 48 inches diameter with 62-inch pitch. The props are secured with a half-height nut against the propeller and a full height backing nut. This is done to ensure full thread loading on the full-height nut. (the propeller nuts are on backwards according to the pictures and specifications in the drawings and should be reversed, meaning the thinner nut (half height) goes against the propeller, the large nut (full height) goes against the thin nut).

6. Fuel tanks currently have no inspection ports. Should cutting access holes to inspect the internals of the fuel tanks be included in the scope, or is an external visual inspection adequate?

Answer: No access holes should be cut. Piping can be removed, and a borescope be used to internally inspect tanks.

7. If anchor windless is non-operational, the time to recover 1 shot of chain cannot be recorded without repairs. Will repairs be priced via CFR and change order per item 5.1?

Answer: Yes.

8. Is there a specific brand / model seat that should be installed (assuming the current models are no longer available)?

Answer: If the current model is unavailable, a model as close to the original should be used as a replacement. (mounting purposes, as the ship is fiberglass and new mounting attachments would have to be installed)

9. Should any and all necessary repairs of the engine coolant leak be included in the bid, or should an inspection only be included and repairs will be priced via CFR and change order per item 5.1?

Answer: Inspection only, priced CFR.

10. Should any and all necessary repairs of the engine oil leak be included in the bid, or should an inspection only be included and repairs will be priced via CFR and change order per item 5.1?

Answer: Inspection only, priced CFR.

11. Generators are non-operational. Is the intention to replace components on non-operational generators or should new generators be included in the bid?

Answer: New generators with all necessary components to install and make functional should be included in the bid.

12. Is this dinghy davit the same davit referenced in item 4.16?

Answer: Yes

13. What area should be welded? This vessel is fiberglass, so welding will not be the appropriate approach to filling holes. Can rub rail be partially renewed, or should the entire rub rail be renewed?

Answer: Rub rails that are missing, damaged beyond repair, or loose with missing fasteners, should be replaced/renewed. Fiberglass repair around threaded inserts for the rub rail fasteners should also be done on any and all inserts/fasteners that need repair.

14. Should any and all necessary repairs of the engine leak be included in the bid, or should an inspection only be included and repairs will be priced via CFR and change order per item 5.1?

Answer: Inspection only, priced CFR.

15. What is this item supposed to mean? It calls for the shackles to be properly “moused.”

Answer: This means the clevis pin should be wired to the shackle.

16. Date tags for what system should be replaced?

Answer: 4.195: refers to the water maker system. All hoses, filters, and gauges, and system tests shall have replacement date tags. (although any system that has any component that must be periodically replaced should have a tag with component name, installation date, and replacement date)

17. Is the intention to document all major components or every single item that ends up on the vessel, including nuts, washers, wires, butt connectors, hoses, etc.?

Answer: Major components only; the smaller items can be captured in a general update statement.

18. Is the contractor financially responsible for replacing all wiring that fails the MEG test, even if they were not installed by the contractor?

Answer: If it is not installed by the contractor, we will quote repairs via CFR. Any items installed/determined that the contractor is at fault it would be on you to fix.

19. Safety: Parts available for purchase in California meet California emission control requirements. In order to ensure that the parts meet Japanese safety and exhaust emission requirements, we would likely need to purchase parts from Japan, which, if possible, will certainly increase the lead time and cost. Will meeting California emission and safety standards be adequate to satisfy this requirement?

Answer: We have no emission standards that need to be met.

20. SSB Radio is a Sailor 4500, part of the old 4000 series, and has been discontinued. There are no parts available for this system. Is the plan to retain a MF/HF/SSB radio? If so, I recommend replacing this system with a current model.

Answer: Replace and quote a current model.

21. I did not see a base station or antenna for the satellite phone. The unit is old and likely discontinued. Remove? Or replace with new?

Answer: Remove.

22. Loud Hailer: Raymarine Ray 430 is also obsolete and has been discontinued. Should I quote for a replacement?

Answer: Replace, yes for quote

23. AIS: Existing unit is a Raymarine AIS500 Class B black box unit. Does Air Force require EAIS with encryption? This is typical on military and blue force vessels.

Answer: Yes.

24. Thermal imaging is not called out in the statement of work. Would Air Force like to have a FLIR Thermal imaging system quoted? This is a useful piece of equipment for vessels involved in SAR operations.

Answer: Yes, with quote

25. Camera system: Cameras were noted on the main deck and engine room. No display system is installed. SOW calls for replacement/renewal of cameras. Should this include a display?

Answer: Yes.

31. What are the intended uses of all four compartments off the passageway of the lower deck?

Answer: Current Officer Quarter

- Medical treatment room

- Birthing-Crew birthing area

- First Room on Right Side- Pantry/Fridge area

- Second Space on Right Side- additional storage

32. Are there any special needs or requests when it comes to the HVAC and Refrigeration systems?

Answer: Full size fridge. HVAC with dehumidification capability.

33. If need be, can alterations to counter space in the galley be made to accommodate needed equipment?

Answer: No alterations for galley.

34. Can any of the compartments on the lower deck be used for refrigerated storage?

Answer: Yes.

35. Also, the question regarding the refrigeration space - perhaps you can remove the full stove and oven which very likely might not work in order to make room for a refrigerator.

I don't know if you intend to cook full meals on this vessel, but perhaps a smaller stove top would be adequate instead of a full stove and oven. Just a thought.

Answer: Keep kitchen as is. Requesting full size oven and stove. Remove the shelfing in first room on righthand side after galley to put a full size fridge/freezer combo with existing electrical in the space.
