Request for Information Solicitation FA5270-25-Q-0003 Eagle Hardware Market Basket Items BPA 19 February 2025
1. Can you submit a partial market basket response with BPA Proposal?
a. Submission of a partial market basket list will not be accepted with BPA quote. Vendor must be able to provide all items listed. Please refer to page 35 para 4.b.i).
2. Will oversized items be approved to ship to APO?
a. All items must be shipped APO.
3. Based on the manufacturer name and part numbers provided, a significant portion of the market basket includes products with China as the country of origin. Should offerors submit pricing for these items, or will they be removed due to non-compliance?
a. Offerors shall submit pricing for all items. Please refer to FAR clause 52.225-1, "Buy American—Supplies," which outlines the requirements and exceptions for domestic and foreign end products.
4. Will additional items be added to the market basket list after the award? If so, how will they be added?
a. The Government does not intend to add additional items.
5. How will the contract be awarded?
a. After the Government completes evaluation of all acceptable offers, the Government will issue BPAs resulting from this solicitation to the responsible Offerors who provides us with the lowest Total Evaluated Price (TEP) for the items which meet all criteria specified in Attachment 1, Market Basket List. There may be as few as one or as many as four BPAs IAW FAR 13.303; we reserve the right to not issue any BPAs if acceptable responses are not received.
6. How will task orders be awarded if there are multiple BPA holders? Will awards be based on the lowest price or lead times? Is there an evaluation for task orders?
a. Calls will be rotated under each BPA holder (if there are multiple awarded BPAs).
b. IAW FAR 13.303-5(d) If a purchase exceeds the micro-purchase threshold and there is an insufficient number of BPAs to ensure maximum practicable competition, the contracting officer is required to take specific actions. Firstly, the contracting officer must solicit quotations from other sources and proceed with the purchase as appropriate. Furthermore, the contracting officer should establish additional BPAs to facilitate future purchases, provided that certain conditions are met. These conditions include the likelihood of recurring requirements for the same or similar supplies or services, the willingness of qualified sources to accept BPAs, and the overall practicality of establishing additional BPAs.
c. Price evaluation will be conducted yearly, during pricelist updates.
7. How will BPA holders receive awarded task orders?
a. Awarded calls will be sent to the appropriate vendor via email.
8. Are there quote or task order response rate requirements or metrics?
a. No, there are no specific quote or call response rate requirements or metrics established at this time.
9. Are there lead time requirements? Or delivery metrics?
a. No, there are no specific requirements for lead time or delivery metrics at this time.
10. How many task orders are expected annually?
a. The Government provided an estimated quantity for each of the items that will be ordered annually. At this time, the Government cannot accurately answer this question because the number of BPAs to be issued is not yet determined.
11. How are the market basket item quantities determined? Are they consolidated for one year or are they an estimated sum for the contract term (5 years)?
a. The quantities are determined based on historical data. The estimated quantities provided were for one year.
12. Can the quantities of items purchased over the last five years be provided?
a. The Government has provided an estimated quantity of items for one year. This quantity can be multiplied by 5. Additionally, it is important to note the aggregated value of the BPA’s Program is $7 million
13. Will BPA holders be filling orders for storefront and warehouse inventory replenishment or will the BPA holders be filling orders for customers’ requirements?
a. The BPA holders will be fulfilling orders for storefront and warehouse replenishment.
14. Will spot-buys be filled under this contract?
a. Spot-buys may be filled under this requirement.
15. Is the contractor that is awarded the service contract FA527025R0002 also eligible for BPA award?
a. The contractor that may be awarded the service contract is not exempt from providing a quote. If the Government determines there quote as acceptable, based on evaluation factors listed in solicitation FA527025Q0003, an award may be made to them.
16. Will task orders be requested in the local currency, JPY or USD?
a. Calls will be requested in USD only.
17. Are we required to use specific manufactures, or can we use alternate for generic items.
a. Specific manufacturers are not required.
