About this file

This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items. It describes a requirement to extend an existing Electronic Security System (ESS) to the new Satellite Communications (SATCOM) facility that is part of a larger military construction project at Camp Foster Annex (Fort Buckner) in Okinawa, Japan. The justification explains that the ESS extension requires specific brand name products and components to ensure compatibility with the existing system. The contract will be awarded through a brand name solicitation posted on SAM.gov. The total estimated cost is redacted. The document provides details on the overall construction project, the existing ESS installation, the rationale for the brand name requirement, and the market research conducted. It is signed by the Contracting Officer and the Program Manager.

The related Federal Contract Opportunity is for the ESS extension requirement, solicitation number FA527024R0023. The Department of the Air Force Pacific Air Forces is the procuring agency. The contractor will be responsible for providing all personnel, materials, hardware, software, and other items and services necessary to extend the existing ESS to the new SATCOM facility.

Military construction project MCA 62783 is a five-phase multi-year project to replace the existing Army Satellite Communications (SATCOM) facility (building 103) on the Camp Foster Annex (formerly Fort Buckner).

· Phase 1, construction of the new Battalion Headquarters, Network Enterprise Center (NEC), and MTCF is complete. Construction of the Battalion Headquarters completed in June 2019, construction of the MTCF completed in December 2019, and construction of the NEC completed in February 2020.

· Phase 2, movement of mission from the portion of building 103 scheduled for demolition in Phase 3 to the new Battalion Headquarters, NEC, and MTCF completed in March 2021.

· Phase 3, demolition of 60% of building 103 and construction of the new SATCOM facility, started on 15 March 2021 and is currently scheduled to complete by 30 November 2024. Demolition concluded on 04 September 2021. Construction of the new SATCOM facility started on 06 September 2021.

· Phase 4, movement of mission from the old SATCOM floor to the new SATCOM floor, is currently scheduled to start on 01 December 2024 and is currently scheduled to complete on 30 June 2026.

· Phase 5 includes demolition of the remaining 40% of building 103, landscaping, parking, fencing, and pavilion and trash enclosure construction is currently scheduled to start on 01 July 2026 and is currently scheduled to take four to six months.

In Phase 2 of MCA 62783, the project installed an integrated Electronic Security System (ESS) to protect assets in the MCTF on the Camp Foster Annex (Fort Buckner) as well as the NEC and the Battalion Headquarters buildings on Torii Station. The MTCF has 19 card readers, 16 cameras, and 2 workstations installed. The NEC has 60 card readers, 47 cameras, and 1 workstation installed. The Battalion Headquarters has 1 card reader, 1 camera, and 1 workstation installed. In Phase 3 of MCA 62783, the project will extend this ESS into the new portion of the SATCOM building (adding 60 cameras, 40 card readers. and 3 intrusion detection systems to the

ESS).

The items list shows which items are required to be brand name and the items that can be brand name or equal.

Foster Annex. This requirement requires specific products that will allow the compatibility between the current security system in place and the additional extension being added. The brand name justification will allow the proper products to be purchased. This will allow the new ESS, the ability to tie into the United States Marine Corps (USMC) Provost Marshall Office (PMO) dispatch center.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The United States ARMY is mandated to use the COMPUTER HARDWARE, ENTERPRISE SOFTWARE AND SOLUTIONS (CHESS) for all Information Technology and telecommunications acquisitions. CHESS is the Army's designated primary source for commercial IT. If one of the 16 IDIQ contracts associated with CHESS cannot provide a solution, CHESS issues a Statement of Non-Availability (SoNA). 78th Signal Battalion received a SoNA for the ESS on 21 December 2023. This SoNA is available on demand. This requirement will be solicited as a brand name requirement through SAM.GOV.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

This requirement will be a brand name requirement to allow for compatibility between the existing system and the extension being added. There is still competition available in the open market as the manufacture's of the items are not the installers of the equipment.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As stated in Section VI, CHESS is the Army's designated primary source for commercial IT. None of the 16 IDIQ contracts associated with CHESS could provided a solution for this particular acquisition (extending the existing ESS into the new portion of the SATCOM building (adding 60 cameras, 40 card readers. and 3 intrusion detection systems). E-mails were sent to contractors that have either worked on the current system or extensive knowledge on installing ESS systems.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

As stated above, the ESS extension into the new SATCOM floor must be complete by 31 March 2025 (four months into Phase 4) at the very latest. The primary goal is for the ESS systems to be compatible with each other. If different products were installed, the systems would not be compatible with each other.

X. List of any sources that expressed, in writing, an interest in the acquisition.

American Engineering Corporation M.C. Dean

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Due to this be an extension of the current system in place, it is not possible to use a different software for compatibility purposes. Any future standalone ESS requirements will be competed as full and open.
