1. Is this list all OSP (Outside Plant Fiber)- Direct Burial?

a. The direct burial cable is different, it must be Armored.

2. Single Armored or unarmored?

a. Direct buried will need to be armored, in the ducts/maintenance holes it is not necessary.

3. Loose Tube DRY blocking or Gel filled?

a. The Contractor shall install single mode (SM), loose buffer tube, water blocked, outside plant (OSP) cable suitable for underground applications. The intent is to install the cable in one continuous length, to the extent that it is practical. The cable shall meet RUS 7 CFR 1755.900 criteria; shall comply with industry standards regarding manufacturers’ cable marking, jacket, rip cords, water blocking, fiber color coding, jacketing materials, etc. In addition, the fibers shall comply with industry standards regarding mode field diameter, core cladding concentricity, attenuation, and dispersion characteristics at 1310 nm and 1550nm.

4. Is this list ISP (Inside Plant Fiber Cable type jacketed)?

a. What list we are talking about? We are not installing any ISP cable this is all

OSP.

5. Single-mode or Multi-mode OM4 fibers?

a. Single mode OS2.

6. Jacket Rating – Plenum, Riser, LSZH?

a. Any is fine, it will all be outdoor and any entrance into a building will not be over 50 feet. This is underground OSP cable installed inside conduit, does not have to be Plenum, if more than 50 feet inside building, then needs to do a transition splice, or needs to be inside conduit or use outside/inside rated (freedom cable).

7. Standard Jacket Color to match type of fiber or Jacket color to match the Security Class of the Network?

a. Any ISP will need to be yellow.

8. Reference: Trenching work, Question: Is the contractor required to do magnetic surveys for areas that require trenching?

a. Yes.

9. Reference: Trenching work, Question: In the event that Unexpoloded Ordnances (UXO) are discovered how should the Contractor proceed?

a. Have personnel evacuate to at least 300 ft, get behind some sort of hardened cover, and call the Command Post at 634-1800. From there Fire will report on scene and adjust distances. Please let me know if anything else is needed.

10. Ref:6.0 Appendix B: Backbone Requirement; 6.4.8 New Network Cabinet,

a. Provide the quantity and location for the new required network cabinet(s).

Drawings will be available no earlier than 25 SEP 2023. It will be provided upon request. Please send your request to odini.ramos@us.af.mil.

b. It is correct to assume that the new cabinet(s) will be installed in an existing communication room and does not require any alteration of the Architectural and Mechanical infrastructure?

c. Provide electrical diagram and power panel photos for all the building locations that require new cabinets.

For the power panel photos, the US Government will not be able to provide this document due to time constraint.

11. Ref: SOO All Existing Building, Q: Due to time constraints and not being able to access the buildings, is it correct to assume that all existing buildings that require new fiber infrastructure have existing communication rooms and available rack space to accommodate the new fiber equipment?

a. The buildings require fiber, and the associated materials is listed in the SOO.

12. Ref: Geotextile Innerduct, Q: Chart on page 24, first line shows quantity as “3.” Confirm if this means three (3) separate 3”-3 Cell innerducts in one vacant 4” conduit.

a. It means 1 3” 3-cell Geotextile innerduct. 3, 3-Cell total of 9 (Nine) in a 4-Inch conduit.

13. Ref: Fiber Optic Cable Installation, Q: Loose buffer tube fiber cable is referenced/specified. Is Ribbon fiber acceptable?

a. Yes, ribbon fiber is acceptable.

14. Ref: Splicing Location Point, Q: Confirm if any MH locations require new splicing enclosures.

a. Wherever a new splice is required, a new splice enclosure is required. See the SOO sketches.

15. Ref: Site Visit, Q: Confirm if contractor is authorized to use spaces within authorized working area for Field offices and/or laydown area for materials. Q2: Will the Government supply basic utilities such as water and electricity?

a. If the contractor’s Statement of Work (SOW) states that the USG will provide working area and laydown area, it will be provided to them. However, the location will depend on the availability and circumstances upon the Contracting Officer Representative’s (COR) request.

b. If the contractor’s SOW states that the USG will provide water and electricity, it will be provided to them upon the COR’s request.

16. Ref: Site Visit, Q: Request to extend the bid due date by 1 week?

a. No. The due date will remain unchanged, 26 September 2023.

17. Q: Confirm if the costs for the treatment of the contaminated water will be covered by the Government.

a. No. All waste generated by the contract should be disposed or by the contract.

The USG do not treat or dispose of contractor generated waste.
