4 1.2.1 1 What type of government database is used, and what type of access do we have to it?

You will not have access to a government database. However, work

(preventative maintenance and parts replacement) will be submitted by the contractor and approved by the COR. See 1.9 Parts and Materials.

The contractor will submit monthly preventative maintenance reports and maintain maintenance records. See 1.3.3 Preventative Maintenance.

The previous contractor provided preventative maintenance reports using

Microsoft Excel and sent it to the COR's government email. Additionally, the contractor submitted estimates (quotes) to the COR for maintenance and parts replacement as stated above. See paragraph 4.8.1 Special Qualifications

4 1.2.3 1 Does contractor cleanup refer to only the contractor's work? Or are we required to provide cleaning of the facility as well?

Contractor is responsible for contractor work only.

5 1.3.2 1

During the site visit, it was mentioned that only inspection would be required for the Halon system, and any deficiencies were to be reported to the government for repairs. However, the PWS states that repairs are also included.

Which is correct?

The contractor is responsible for the repairs according to JEGS. See paragraph

1.3.2 Fire Suppression

5 1.3.2 1 If repairs are required for the Halon system, is there certification or qualification requirements to perform the work?

Yes. According to JEGS paragraph 4.9.5.1 Fire Suppression Agent (Halon)

"Technician Training. Technicians who test, maintain, service, repair, or dispose of halon-containing equipment must be trained in halon emission reduction within 30 days of hire

5 1.3.3.3 1 The PWS states that all defects detected in the PMs and PMIs are to be corrected by the contractor. Does this cover all types of equipment?

PMIs can be found in Appendix B, C, D, and E for daily, weekly, monthly and semi-annual inspections. Additionally, the contractor will follow paragraph

1.3.3.1 Preventative Maintenance Inspection Plan. Various types of equipment included but limited to fuel tanks, generators, air compressors, electrical control panels, lighting water heaters

6 1.4.1 1 Can the government provide a current PCP list of newly installed equipment?

Will be provided via email if requested.

If a deficiency is present in piping, from what point is the contractor responsible?

(Example, from the point the piping enters the facility? From 5 feet away from the building? Or further?)

The contractor is responsible for providing preventative maintenance actions and on-site repairs to maintain a fully operationally 4 Bay Test Cell Facility, which includes repairing all piping that would require the facility to fully operate. See paragraph 1.1 and 1.2 for Basic Services and General Scope

If a deficiency is present in supplied electricity, from what point is the contractor responsible? (Between the transformer and the building?

The transformer secondary side? Primary side?)

8 1.9.6 1 Please provide a list of current ongoing warranties and their warranty period.

No current warranties

Do the on-site contractor personnel require email and the ability to transmit and receive documents while on-site? If so, are they able to use facility internet? Or are we able to set up an on-site Wi-Fi system?

The on-site contractor will have a room with commercial internet, which the contractor will be required to pay for.

5 1.3.3.3 How are maintenance threshold limits managed? What is the threshold for maintenance/repairs before a service call is issued?

The 4 Bay Test Cell is a critical facility for mission success. The current maintenance micro purchase threshold is $10,000 (this number can change) in which the contractor will be required to provide 3 quotes to the COR and 18

CONS contracting officer for approval. If work is performed without COR and contracting officer approval the cost of the work will be at no cost to the government.

6 1.5 1 What is the threshold limit on service calls? Or does each repair work require

CO/COR approval before being performed?

The contractor will notify the COR and CO for prior approval on any maintenance which may be reasonable described as alteration or repairs, with an estimated value over the micro purchase threshold. Maintenance under the micro purchase threshold, the contractor may perform the work in accordance with the performance threshold and category of repair (routine, urgent, emergency) See paragraph 1.5.2 Maintenance Service Call Categories

8 1.9.4 1 The PWS references a micro-purchase Threshold. Please provide more information for this item and its threshold limit.

The micro-purchase Threshold is $10,000.00 at this moment.

Is a Safety Officer required to be on-site at all times? If not, are they required to be onsite during all repair work? If not, please specify at what time a Safety

Officer needs to be present.

A Safety Officer is not required to be present at all times. The contractor is responsible for providing a safe working environment for contract personnel.

See paragraph 4.7 Safety Requirements for more information

Have the exhaust tubes in each test cell been replaced in the past 10 years?

No data was available of previous repairs. However repairs have been performed to the inside of the tubes (repair of exhaust walls)

Have the air tanks for engine start been replaced in the past?

Is the contractor responsible for replacing the fuel filters in the fuel supply system in the pump rooms and at the tank type filters outside by the main fuel tank? If so, is this covered under a service call or considered a part of regular maintenance?

Contractor is responsible for replacing filters and its apart of preventative maintenance.

Is the contractor responsible for changing the oil and filters on the compressor at certain time frames? (Such as annual or semi-annual?)

The contractor will replace oil and filters according to manufacturer’s recommendations. Additionally, there are weekly, monthly, and semi-annual inspections that include inspecting filters. See Appendix's

Is the contractor responsible for performing inspections and load testing of the

5-ton bridge crane? If so, what certifications are required?

The contractor is responsible for performing inspections and load testing the crane. There is a yearly crain inspection which was last completed on 19 Feb

Is the contractor responsible for maintaining the PA system?

Yes, the contractor is responsible for all government furnished equipment. See paragraph 3.2 Equipment. See attachment "PA System Instruction Manual"

Is there any special paint/material required for corrosion control for the test cell

(intake louvers, structures, frames, etc.)

This will be part of your preventative maintenance plan in which the contractor will use their expertise in conjunction with manufacturer manuals and operating service manuals to maintain a fully operational facility

Will the government provide equipment such as lifting devices or scaffolding in order to perform inspection of elevated areas such as intake louvers, exhaust fans, cranes, overhead sprinklers, etc.?

The contractor is responsible for providing all engineering support for performance of this contract

After rain, do the fuel tank dykes need to be pumped out, or do they have a drain system linked to an Oil/Water separator?

The rainwater must be periodically drained to prevent accelerated corrosion which is linked to the Oil/Water separator and the storm drain.

Does the generator require operational tests and annual load tests, as well as maintenance? If so, please provide information on the generator

(make/model/size) and whether or not is run manually or if it has an ATS.

Yes, the generator requires monthly load tests. The 18 CES/CEOFP Generator shop on base is responsible for the operational tests

During the site visit, we were informed that test controls and computers are maintained under a separate contract, and maintenance under this contract is not required. Please confirm this information.

Air Force has a contract with Atec to maintain our intermediate engine test systems. The Engine Test Stands, junction box and test bench in each 4 Bay

Test Cell is maintained by Atec.

27 15 Underground Storage Tank - Could you please provide the manufacturer, maintenance manual and pictures if applicable?

We have an oil/water separator that is underground. Additionally, we have a water tank in the fire pump room for the sprinkler system. The Government currently do have manufacturer's manuals in possession. See Oil Water

28 9 Big fans - Is this the yellow fan with the caster which is manufactured by BIG

ASS FANS?

Yes, it’s BIG ASS FANS.

Fire pump - During the site survey, it stated that the contractor only has to visually inspect the fire pump and report if there is any deficiencies. However, It state "inspect water discharge performance" in PWS appendix E page.28. The water discharge performance only can check when the pump is actually running. Should we include this inspection in PM?

Yes, we can include this in the PM inspection

Sprinkler -Same question as above. It stated that "check for proper operation of valves" in PWS appendix E page.28 item#7. Does contractor need to open/close the valve for sprinkler maintenance?

Since the fire pump room and sprinkler are part of the fire suppression system, the contractor is responsible for inspecting and repairing the system in accordance with JEGS. I recommend including it in the PM plan. Additionally, since testing the system may require operating certain systems or valves, the contractor would need to inform the COR so we can notify the Fire Department that the contractor is performing an inspection and operational check of the fire suppression system. Additionally, all maintenance would be suspended until the test is complete to ensure the safety of all

Can the government provide the past record of maintenance service calls? We would like to see how many service callers are generated per year and number of service calls by categories.

To Government’s knowledge and research, no maintenance service calls have been used since 2017.

Is it acceptable to deploy the contract manager who cannot speak English if there is an interpreter on the site?

Due to our highly demanding mission requirements, the contract manager normally resides on site. There is a dedicated room/office that the contract manager can use. It is extremely important that we can communicate our discrepancies in an expedient time-frame to meet mission requirements. If the contract manager can't speak English, then the alternate must be able to read, speak, and write English. We require that there is a person that can read, speak, and write English available during the normal work hours and for maintenance calls.

Who will take a responsibility to dispose of compressor's oil when it times to change?

The contractor will be responsible for changing and disposing of the compressor’s oil

Is there a scaffold or aerial work platform for motor operated-shutter and crane on site? If so, can the government provide them to the contractor?

The contractor is responsible for supplying all support equipment to repair the 4

Bay Test Facility to fully operational status

Can the government provide the pictures of engine pad if applicable?

Pictures will be provided via email if requested.

Could you please provide the list of equipment under this contract with product name, manufacturer, model number and quantity?

Will be provided via email if requested.

If the contractor work under maintenance service call within a normal working hours, will it be covered by CLIN0001?

Normal hours of operation is defined as 7:30am to 4:30pm. CLIN0001 covers the payroll under the normal work hours. CLIN0002 covers labor out of schedule (outside the normal hours of operation). CLIN0003 covers parts and replacement of equipment.

Can the contractor include labor and overhead costs in the estimate if it is exceed the micropurchaes threshold?

No, for CLIN 0003 & all options, it’s your firm’s business practice on the quoted price CLIN 0002 & all options.

It only state that the contractor shall bill for parts each month. Can the contractor invoice the labor cost (CLIN0001) every month?

Invoices for all CLINS shall be submitted monthly thru WAWF.

DFARS 252.226-7002, According to Solicitation Reference Part (b), this solicitation is a “Demonstration Project” that requires eligible contractors for award to employee greater than a 33% Disabled Workforce. Please advise how this is applicable on a requirement to be performed in Japan?

All offerors shall respond to DFARS 252.226-7002(c)

DFARS 252.226-7002, Should DFAR 252.226-7002 be deleted from this solicitation as a requirement?

No, this is required.

Have the day fuel tanks been replaced in the past 10 years?

No, they have not been replaced in the past 10 years.
