STATEMENT OF WORK
For
KC-135 Wing Stands
PREPARED BY:
718 AMXS/909 AMU
9 Apr 2021
1. SCOPE
The 718 AMXS/909 AMU requires the purchase of Wing Stand Sets with Installation for the model KC-135 Aircraft. The Contractor shall provide equipment, parts, consumables, incidentals, transportation, and any other items necessary to provide the KC-135 Wing
Stand Sets and meet the requirements of this Statement of Work (SOW).
1.1 The Contractor shall be responsible for insuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this SOW.
1.2 User will assemble on-site as long as assembly is minor. Example: installing castors, railing assembly etc. If assembly is expensive or has safety implications, contractor shall provide assistance support via Microsoft Teams, Skype or any internet video communication.
2. REQUIREMENTS
2.1 Item Description – The following items shall be required to be purchased delivered to
Kadena Air Base (AB) prior to the beginning of the installation process:
KC-135 Wing Stand Sets
a. Stand sets shall silhouette the bottom of wings of the KC-135 aircraft.
b. Quantity: One set that includes one Left Hand (LH) stand and one Right Hand (RH) stand each.
c. Each LH stand and each RH stand shall consist of two halves split at middle (inboard and outboard sections) that can be separated and connected together for ease of movement or similar configuration for storage/use.
d. Stand sets shall be designed to Occupational Safety and Health Administrations
(OSHA) regulations, have a load capacity of ten personnel (five personnel per half) and be constructed of carbon steel base frames with aluminum superstructure to reduce weight. Decking shall also be made of aluminum.
e. Stand sets shall be 67’ long, 28’ wide at the inboard end and 11’ wide on the outboard end. The trailing edge of each stand shall be straight while the forward edge will taper, consistent with the shape of the wing.
f. Platform of the stand sets shall be 9.5″ from the ground at its lowest configuration inboard edge of the wing and platform height of 5’9” on the outboard end of the stand, sloping with the wing from inboard to outboard end.
g. Stand sets shall include a jacking system with 10″ or larger heavy duty (Polyurethane on cast iron wheels or equivalent) swivel casters. Casters should be ergonomic low rolling resistance type. This system shall have swivel locks and caster brakes attached, allowing the stand sets to be moved without the jacking system to be lowered first. The caster shall also be attached with bolts or an equivalent manner so they can be replaced easily if damaged.
h. Stand sets shall include OSHA compliant slip-resistant decking with 1" diameter perforations to prevent moisture or oil pooling and have a moderate traction surface (not too abrasive) that will permit kneeling/sitting.
i. Stand sets shall include OSHA compliant articulating stairway on each half for entry onto the stand platform.
j. Stand sets shall include removable guardrails located where the inboard and outboard halves connect so that the halves can be used independent of each other. Guardrails shall be OSHA compliant and removable with OSHA compliant toe boards.
k. Stand sets shall include removable tow bars, one on the outboard side of the outboard stand half and one on the inboard side of the inboard stand half. Removable tow bars shall be able to be stowed in the upward position to eliminate trip hazards.
l. Kadena AB is a highly corrosive environment. Materials used shall be corrosion resistant or have corrosion protective measures applied. Carbon steel parts and other materials not inherently corrosion resistant be painted/plated as appropriate.
m. Paint finish should be a blast & primer prep process and high-grade urethane paint topcoat.
n. Each stand shall have a Certificate of Conformance (COC) signed by the appropriate authority.
2.2 Ordering/Shipping- Schedule of ordering materials, shipping, and dates shall be coordinated with 718 AMXS/909 AMU.
2.3 Installation/Assembly – Government will assemble stands on-site. Stands should be partially pre-assembled to aid full assembly (i.e., no on-site welding shall be intended). If assembly is extensive, contractor shall provide assistance support via
Microsoft Teams, Skype or any internet video communication.
3. PERFORMANCE PERIOD
3.1 The Government requests delivery of all work to be accomplished within 120 days of contact award. If the Contractor is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule. However, the Contractor’s proposed delivery schedule must not extend the delivery period beyond
365 days of contract award. Any request or justification for change shall be made to the
CO in writing and must be approved by the CO.
