SECTION I – DESCRIPTION OF SERVICES

1. CATHOLIC CHOIR DIRECTOR

1.1 Contract Position Title. Catholic Choir Director (0800/1200/1600 Mass)

1.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Choir Director works in conjunction with the Catholic Chaplain and shall be responsible to lead the choir and community vocals for the 0800/1200/1600 Sunday Mass and any other liturgical services, as listed in Section 1.3.8., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Choir Director include, but are not limited to the following sections.

1.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Choir Director will:

1.3.1. Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps.

1.3.2. Responsible for music execution for the 0800/1200/1600 Sunday Catholic Mass to include volunteer coordination and training, lesson preparation, multimedia planning, leading rehearsals, and any program development elements to provide a respectable Mass experience. Is responsible for the complete end product or service. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS) requirements.

1.3.3. Candidate at a minimum must have a High School diploma, General Equivalency Diploma (GED) Certificate.

1.3.4. Choir Director must have at least one year experience leading a choir and must be able to read music.

1.3.4.1. Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the American National Conference of Catholic Bishops as given in the National Catechetical Directory, Sharing the Light of Faith, and Air Force Chaplain Corps policies and guidance

1.3.4.2. Must furnish a resume and/or references validating education and experience requirements.

1.3.4.3. Refusal to submit background investigation documents or an adverse finding from an

4 | P a g e investigation will result in an immediate termination of the current individual hired into the position, without additional costs to the Government.

1.3.4.4. May be required to coordinate activities with the individual(s) responsible for other programs.

1.3.5. Coordinate, in collaboration with the service Catholic Musician and Catholic Chaplain, music and vocals for every 0800/1200/1600 Sunday Mass.

1.3.5.1. Select and request worship music curriculum/media in accordance with local Chapel policies, Catholic liturgical seasons, and Catholic Church directives on sacred music.

1.3.5.2. Ensure all worship music and media used is in compliance with copyright laws. Will not copy materials unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.

1.3.6. Direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the 0800/1200/1600 Sunday Mass.

1.3.7. Be responsible, if needed, for recruiting new choir members and musicians to sing/play for the 0800/1200/1600 Sunday Mass.

1.3.8. Coordinate, in collaboration with the service Catholic Musician and Catholic Chaplain, music and vocals for Catholic Holy Days of Obligation and Special Masses. These may include…

1.3.9. Direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the scheduled Catholic Holy Day of Obligation and/or Special Mass.

1.3.10. Schedule liturgy and music planning meetings, as needed, and work with the other Mass Choir Directors and Musicians to improve the quality of music.

1.3.11. Coordinate, in accordance with local policy and procedures, all support requirements for the program with the Catholic Chaplain in charge. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.

1.3.11. In accordance with local policy and procedures, work with the Community Coordinator to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all Catholic Mass funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

1.3.12. Be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Will notify their service Chaplain of needed maintenance and/or repairs.

1.3.13. Receive training and become proficient with Chapel sound boards/systems. Training will be provided by the Chapel staff.

1.3.14. Must adhere to all regulations dealing with government facilities, vehicles, and resources.

1.3.15 Facilities.

1.3.15.1 Must arrange for facility use in accordance with local policy and procedures. Will ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.

1.3.15.2 Must be accountable for the cleanliness of all facilities utilized in conjunction with their programs.

1.3.15.3. Must be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off upon departure when Chaplain Corps personnel are not present.

1.3.15.4. Must be familiar with and implement fire and safety practices in accordance with AFI 91-301, Air Force Occupational and Environment Safety, Fire Protection, and Health (AFOSH) Program, to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.

1.3.16. Personnel will participate in the Operations Security (OPSEC) program locally administered by the Air Force as applicable.

1.3.17. Government owned equipment must not be removed from Chaplain Corps facilities without written authorization from the Senior Installation Chaplain.

1.3.18. Maintains professional standards of conduct and public decorum, including but not limited to dress and appearance.

1.3.19. Observe and adhere to Air Force Instructions and local Chapel Operating Instructions.

1.4. Dates, Times and Performance Location(s).

1.4.1. HOURS OF OPERATION.

1.4.1.1. Normal Hours of Operation. Will fulfill duties at Kadena AB during the scheduled 0800/1200/1600 Catholic Sunday Mass, Catholic Holy Days of Obligation, Special Masses, and all rehearsals coinciding with services provided. All three service positions (0800/1200/1600) will perform an average of 117 units per year (combined to a total of 351 units per year); a unit equals one rehearsal or one service. Scheduled changes must be worked in conjunction with the Chapel’s Point of Contact (POC) and Catholic Chaplain. The primary location is at Chapel 1 (Bldg. 9800), but he/she is responsible for all scheduled Catholic Masses in any Kadena AB location. The Catholic Choir Director is expected to perform duties IAW local practice guidelines and as directed by the Chapel’s POC and in conjunction with the Catholic Chaplain. The Catholic Choir Director schedule shall be adjusted for the addition or reduction of hours such that the number of hours on the contract is not exceeded.

2. CATHOLIC CHOIR MUSICIAN (0800/1200/1600 MASS)

2.1. Contract Position Title. Catholic Choir Musician

2.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Choir Musician works in conjunction with the Catholic Chaplain and shall be responsible for playing piano for the 0800/1200/1600 Sunday Mass and any other liturgical services, as listed in Section 2.3.12., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Choir Musician include, but are not limited to the following sections.

2.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Choir Musician will:

Is responsible for the complete end product or service. 2.3.4. All the Choir Musicians must have minimum one-year experience, must be proficient at playing an instrument (piano/organ), and must be able to read music.

2.3.5. All Musicians must be familiar with the style of music required by their PWS. This may include being familiar with hymns in the Hymnal for Worship and Celebration or selections of licensed music, at the discretion of the Chaplain in charge of the service, required to play for a church choir or praise team.

2.3.6. Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the American National Conference of Catholic Bishops as given in the National Catechetical Directory, Sharing the Light of Faith, and Air Force Chaplain Corps policies and guidance.

3. CATHOLIC YOUTH MINISTRY COORDINATOR

3.1. Contract Position Title. Catholic Youth Ministry Coordinator

3.2. Description or Scope of Responsibilities. This contract is a non-personal services contract.

The Catholic Youth Ministry Coordinator works in conjunction with the Catholic Chaplain and shall be responsible for the overall management, logistical support, and program events/activities for the Catholic Youth ministries on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Youth Ministry Coordinator include, but are not limited to the following sections.

3.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Youth Ministry Coordinator will:

3.3.1. Serves as the primary youth ministry leader.

3.3.2 Submit, to the Chaplain Corps, a completed personnel background check application 20 working days prior to the position hire date. Personnel working with children under the age of eighteen (18) must have a background investigation. This is IAW Public Law 101- 647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs. Provide all information necessary for background investigation to include an Installation Records Check (IRC), Federal Bureau of Investigation (FBI) Fingerprint Check, and Tier 1 (formerly known as a Child Care National Agency Check and Inquiries (CNACI)). Refusal to submit background investigation documents or an adverse finding from an investigation will result in an immediate termination of the current individual hired into the position, without additional costs to the Government.

3.3.3. Plans and coordinates programs/events for the youth, which may include weekly worship, Bible study, fellowship, small group, community service projects, youth activities, and other activities. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS) requirements.

3.3.4. Candidate at a minimum must have a High School diploma, General Equivalency Diploma (GED) Certificate.

3.3.5. Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the American National Conference of Catholic Bishops as given in the National Catechetical Directory, Sharing the Light of Faith, and Air Force Chaplain Corps policies and guidance.

3.3.6. Must furnish a resume and/or references validating education and experience

3.3.7. Based on Annual Ministry Plan requirements, local Chaplain Corps Team resourcing and programing, and Catholic Chaplain requirements to meet the needs of chapel parishioners and customers, identify and align core curriculum for the Parish youth ministries. Develop an annual (12-month) calendar of events, Chapel Tithes and Offering Funds (CTOF) budget, and develop a list of appropriated funds (APF) supported items to be submitted to the Catholic Community Coordinator and Chapel Appropriated Funds Manager to be considered for budget approval if required to fund ministries as applicable.

3.3.8. The program will be coordinated with the Parish Advisory Council and approved by the program Chaplain, Senior Catholic Chaplain, and Wing Chaplain. No advertisement of proposed event or activity, either printed or verbal, will be released until approved.

3.3.9. For approved Catholic youth ministry program events and activities, timely request funds to the Catholic Chaplain to avoid logistical delays or program cancellations.

3.3.10. Funds Management.

3.3.10.1. Based upon approved youth programs and events established by the Catholic Chaplains and the Chapel Advisory Council, propose an annual Chapel Tithes and Offerings Fund (CTOF) budget and Appropriated Fund (APF) budget.

3.3.10.2. Expenditures. Will not make purchases, but monitor the process. They will ensure all expenditures for the Catholic youth programs are properly requested, spent, and documented/monitored.

3.3.10.3. Provides, in coordination with Catholic Community Coordinator and Catholic Chaplain, researched items needed for purchase to include, location of purchase (on-line site with cart ready for checkout or physical company with cart ready for checkout), product SKU number/model number, amount needed, cost per unit and grand total cost.

3.3.10.4. Must work with the Catholic Chaplains to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents in accordance with local policy and procedures and submit them to the appropriate persons for all youth ministry funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

3.3.10.5. Monitor and track all funds spent on Catholic youth programs to ensure expenditures are within the correct budgeted line.

3.3.10.6. Collections. Manage Catholic youth ministry funds collected and use funds in accordance to AFI 52-105, Chaplain Corps Resourcing and other local Chapel Operating Instructions.

3.3.11. Based on Annual Ministry Plan requirements, local Chaplain Corps Team resourcing and programing, and Catholic Chaplain requirements to meet the needs of chapel parishioners and customers, provide logistical and administrative services in support of Catholic youth ministries.

Operates as customer service representative for the Chapel (answering questions, providing information, guidance, etc).

3.3.12. Create advertisements (external and internal) and coordinate them with the Catholic Community Coordinator to ensure publicity documents are timely submitted to include, but not limited to, the weekly bulletin inserts, events/special events, and pulpit announcements.

3.3.13. Serves as the central source of information and maintains continuity files: calendar, budget, sacrament records, rosters, after-action reports, background checks, and other documents impacting the Catholic Youth Ministry program.

3.3.14. A qualitative and quantitative after action report shall be generated for each retreat and/or special event and must be submitted to the Deputy Wing Chaplain. This report must be submitted no later than 14 days after the event. The reports should give the purpose of the event, an account of the event, the number in attendance, an evaluation of the event, parts of the event that could be improved, parts of the event that went well, and pictures of the event.

3.3.15. Monthly statistical reports will also be generated. These reports should include numbers of monthly events, attendees, volunteers, volunteer hours, and additional relevant information.

Monthly statistical reports must be submitted to the Deputy Wing Chaplain, no later than the last day of each month.

3.3.16. Parental Coordination and Support. Conduct a parent brief prior to any activity conducted away from Kadena Air Base. Permission slips will be signed by guardians and be in hand before any youth member is to proceed on a retreat or special event. Will ensure parents have an itinerary of events and emergency contact information to reach the Catholic Youth Ministry Coordinator and/or volunteer adult leaders. Will also have parental/guardian contact information should they need to be contacted during the event.

3.3.16.1. Shall seek and implement ways to keep parents informed of the Catholic Youth Program activities and studies (i.e. parent meeting, Facebook announcements, email distribution lists, etc.). Should special studies address sensitive topics, such as sexuality, the Catholic Youth Ministry Coordinator will inform parents at least two weeks prior to the beginning of the study and answer any questions a parent might have regarding the content to be discussed.

3.3.16.2. Shall seek and implement ways to keep parents informed of any safety or security situations, even those deemed minor in nature. This will also be officially documented and reported to the Senior Catholic Chaplain or Wing Chaplain, within 24 hours in which the situation occurred.

3.3.17. Must have, or be willing to obtain, Red Cross First Aid and Cardiopulmonary resuscitation (CPR) training within 45 days.

3.3.18. Shall provide individual spiritual advice and discipleship to students, as needed; however, the Catholic Youth Ministry Coordinator does not hold 100% privileged communication as Chaplains and Religious Affairs personnel do. Any information received that reveals abuse, harm to self, and/or harm to others must be reported to the Deputy Wing Chaplain.

3.3.19. Recruits, screens, and trains volunteers for youth ministries and maintains a current

13 | P a g e roster of volunteers.

3.3.20. Ensure all youth volunteers have completed a background check, paid for by the government, IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, and AFI 31-501, Personnel Security Program Management. Ensures that all personal information is protected in accordance with the Privacy Act of 1974.

3.3.20.1. Have the youth volunteers submit, to the Chaplain Corps, a completed personnel background check application within 20 working days prior to the position hire date. Personnel working with children under the age of eighteen (18) must have a background investigation.

This is IAW Public Law 101-647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs.

Provide all information necessary for background investigation to include an Installation Records Check (IRC), Federal Bureau of Investigation (FBI) Fingerprint Check, and Tier 1 (formerly known as a Child Care National Agency Check and Inquiries (CNACI)).

3.3.20.2. Criminal History. In accordance with DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, a Criminal History Background Check must be accomplished for all individuals working with children. Consent to the background check is mandatory. Failure to consent to a background check or in the event that a criminal history is found, the current position’s hire will be terminated and a replacement hire will be awarded the position at no further cost to the Government.

3.3.21. Provide a list of specified volunteers who are over the age of 18 and will be working with children under the age of 18. These volunteers are defined as those volunteers whose contact with youth is extensive, frequent, and over a period of time; to include, but not limited to, one-on-one interaction, extended travel, and/or overnight activities.

3.3.22. Assists in Sacramental Preparation Programs with the Religious Education Coordinator and Religious Education Catechists.

3.3.23. Attends, as needed, the Chapel Staff, Catholic Staff, and Parish Advisory Council meetings.

3.3.24. Facilities.

3.3.24.1. Must arrange for facility use in accordance with local policy and procedures. Will ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.

3.3.24.2. Must be accountable for the cleanliness of all facilities utilized in conjunction with their programs.

3.3.24.3. Must be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off upon departure when Chaplain Corps personnel are not present.

3.3.24.4. Must be familiar with and implement fire and safety practices in accordance with AFI 91-301, Air Force Occupational and Environment Safety, Fire Protection, and Health (AFOSH) Program, to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.

3.3.25. Must participate in the Operations Security (OPSEC) program locally administered by the Air Force, as applicable.

3.3.26. Government owned equipment will not be removed from Chaplain Corps facilities without written authorization from the Senior Installation Chaplain.

3.3.27. Maintains professional standards of conduct and public decorum, including but not limited to dress and appearance.

3.3.28. Observe and adhere to Air Force Instructions and local Chapel Operating Instructions.

3.3.29. Must need a Common Access Card (CAC) in order to complete responsibilities.

3.4 Dates, Times and Performance Location(s).

3.4.1. HOURS OF OPERATION.

3.4.1.1. Normal Hours of Operation. Will fulfill duties at Kadena AB during the scheduled Catholic youth ministry hours. Will perform an average of 26 hours per week. Scheduled changes must be worked in conjunction with the Catholic Chaplain and the Catholic Community must be informed of the new hours of operations. The primary office is Chapel Youth Center (Bldg. 612), but he/she is responsible for all Catholic youth ministries in any Kadena AB location. Is expected to work Catholic Holidays when necessary to meet the needs of the Catholic Community. The Catholic Youth Ministry Coordinator is expected to perform duties IAW local practice guidelines and as directed by the Chapel’s POC and in conjunction with the Catholic Youth Ministry Coordinator Schedule shall be adjusted for the addition or reduction of hours such that the number of hours on the contract is not exceeded.

4. CATHOLIC RELIGIOUS EDUCATION COORDINATOR

4.1. Contract Position Title. Catholic Religious Education (RE) Coordinator

4.2. Description or Scope of Responsibilities. This contract is a non-personal services contract.

The Catholic Religious Education Coordinator works in conjunction with the Catholic Chaplain and shall be responsible for the overall management, logistical support, and program events/activities for the Catholic Religious Education ministries, Sacramental Preparation, and Rite of Christian of Christian Initiation for Adults (RCIA) on Kadena Air Base (AB), Okinawa, Japan.

The duties and services of the Catholic Religious Education Coordinator include, but are not limited to the following sections.

4.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Religious Education Coordinator will:

4.3.1. Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps.

4.3.2. Will be responsible for general coordination and enhancement of religious education programs and events. This position will include religious education program/event administrative and logistical coordination, and any program development elements to provide respectable religious education experiences. Is responsible for the complete end product or service. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS) requirements.

4.3.3. Candidate at a minimum must have a High School diploma, General Equivalency Diploma (GED) Certificate.

4.3.4. Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the American National Conference of Catholic Bishops as given in the National Catechetical Directory, Sharing the Light of Faith, and Air Force Chaplain Corps policies and guidance.

4.3.5. Must furnish a resume and/or references validating education and experience requirements.

4.3.6. May be reasonably required to coordinate activities with the individual(s) responsible for other programs and events.

4.3.7. Based on Annual Ministry Plan requirements, local Chaplain Corps Team resourcing and programing, and Catholic Chaplains requirements to meet the needs of Chapel parishioners and customers, identify and align administrative and logistical support for all Catholic religious education ministry needs. This must be done in accordance with local policy and procedures.

• Catholic Women of the Chapel (CWOC)

4.3.8. Must plan, resource, and execute the annual Vacation Bible School (VBS) for the Catholic Parish. An after action report, per local guidance, will be required upon completion of the event.

4.3.9. Funds Management.

4.3.9.1. Based upon approved religious education programs and events established by the Catholic Chaplains and the Chapel Advisory Council, propose an annual Chapel Tithes and Offerings Fund (CTOF) budget and Appropriated Fund (APF) budget.

4.3.9.2. As part of budgeting, ensure religious education materials for literature racks, the "Protestant Information Table," and Chaplain counseling bookshelves are resourced with current materials. Identify literature needs with the Catholic Coordinator and Catholic Chaplains.

4.3.9.3. Expenditures. Must not make purchases, but monitor the process and ensure all expenditures for the Catholic religious education programs are properly requested, spent, and documented/monitored.

4.3.9.4. Provides, in coordination with Catholic religious education program leaders and Catholic Chaplain, researched items needed for purchase to include, location of purchase (on-line site with cart ready for checkout or physical company with cart ready for checkout), product SKU number/model number, amount needed, cost per unit and grand total cost.

4.3.9.5. Must, in accordance with local policy and procedures, work with the Catholic Chaplains to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all religious education funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

4.3.9.6. Monitor and track all funds spent on Catholic religious education programs to ensure expenditures are within the correct budgeted line.

4.3.9.7. Collections. Manage religious education funds collected and use funds in accordance to AFI 52-105, Chaplain Corps Resourcing and other local Chapel Operating Instructions.

4.3.10. Operate as a customer service representative for the Chapel (answering questions, providing information and guidance, etc).

4.3.11. Create or collect religious education program/event advertisements (external and internal) and coordinate them with the Catholic Chaplain to ensure publicity documents are timely submitted.

4.3.12. Create a slide deck of religious education advertisements for the Catholic Community Coordinator, as needed, to be shown before services each Sunday and on Chapel social media.

4.3.13. Serve as the central source of information and maintains continuity files: calendar, budget, records, rosters, after-action reports, background checks, and other documents for all Catholic religious education programs and events.

4.3.14. Organize and/or assist in Sacramental Preparation Programs in conjunction with the Catholic Chaplain and Religious Education Catechists; prepares, coordinates and transmits all sacramental records for the Archdiocese of Military Service.

4.3.15. In collaboration with the Catholic Community Coordinator, maintain and secure a current roster of all religious education leaders/teachers to include: name, phone number, email address, DEROS, and other information as needed. The roster will be retained on a database and privacy information will be protected in accordance with AFI 33-332, Air Force Privacy and Civil Liberties Program.

4.3.16. Track use of all Religious Education (RE) curriculum for each program. Order new curriculum as needed. Keep consolidated roster of all current curriculum with the following:

curriculum name, date curriculum began use, date curriculum expires, teachers/leaders using curriculum which has been reviewed and approved by the program Chaplain, Senior Faith Chaplain and Wing Chaplain.

4.3.17. In collaboration with the Catholic Community Coordinator, maintain statistical data on weekly religious education programs and events for the Catholic Chaplains’ monthly report.

These reports should include the events, attendees, volunteers, volunteer hours, and additional relevant information. Monthly statistical reports must be submitted to the Chapel Superintendent and Deputy Wing Chaplain no later than the third day of each month.

4.3.18. Review all religious education schedules and settle or propose how to settle scheduling conflicts with the lead program/event Catholic Chaplain or Parish Advisory Council.

4.3.19. In collaboration with the lead program/event Catholic Chaplain, will help recruit, screen, and train volunteers for Catholic Parish Bible Studies and VBS, as needed. Will prepare and maintain a current roster for the Catholic Chaplains.

4.3.20. Provide a list of specified volunteers, for religious education ministries the Catholic RE Coordinator directly oversees (i.e. VBS), who are over the age of 18 and will be working with children under the age of 18. These volunteers are defined as those volunteers whose contact with youth is extensive, frequent, and over a period of time; to include, but not limited to, one-on-one interaction, extended travel, and/or overnight activities.

4.3.21. Background Checks.

4.3.21.1. Submit, to the Chaplain Corps, a completed personnel background check application within 20 working days prior to the position hire date. Personnel working with children under the age of eighteen (18) must have a background investigation. 4.3.23. Must adhere to all regulations dealing with government facilities, vehicles, and resources.

4.3.24. Facilities.

4.3.24.1. Must arrange for facility use in accordance with local policy and procedures. Will ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.

4.3.24.2. Ensures the coordination and security of all teaching aids, classrooms, audiovisual devices, equipment, and supplies needed for RE classes are available.

4.3.24.3. Must be accountable for the cleanliness of all facilities utilized in conjunction with their programs.

4.3.24.4. Must be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off upon departure when Chaplain Corps personnel are not present.

4.3.24.5. Must be familiar with and implement fire and safety practices in accordance with AFI 91-301, Air Force Occupational and Environment Safety, Fire Protection, and Health (AFOSH) Program, to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.

The Catholic Religious Education Coordinator schedule shall be adjusted for the addition or reduction of hours such that the number of hours on the contract is not exceeded.

5. CONTEMPORARY WORSHIP SERVICE CHOIR DIRECTOR

5.1. Contract Position Title. Contemporary Worship Service (CWS) Choir Director

5.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Contemporary Worship Service (CWS) Choir Director works in conjunction with the CWS Chaplain and shall be responsible to lead the choir/band and community vocals for the CWS and any other special services, as listed in Section 5.3.9., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the CWS Choir Director include, but are not limited to the following sections.

5.3. Minimum Program Requirements, Tasks and Responsibilities. The CWS Choir Director will:

5.3.1. Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps.

5.3.2. Must be responsible for being the lead vocalist, as well as, directing the choir/band for the CWS. This position will include volunteer coordination and training, weekly preparation, leading rehearsals, multimedia planning, and any program development elements to provide a respectable worship experience. Is responsible for the complete end product or service. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS) requirements.

5.3.3. Candidate at a minimum must have a High School diploma, General Equivalency Diploma

5.3.4. Choir Director must have at least one year experience leading a choir and must be able to read music.

5.3.5. Must furnish a resume and/or references validating education and experience requirements.

5.3.5.1. May be reasonably required to coordinate activities with the individual(s) responsible for other programs.

5.3.6. Must coordinate, in collaboration with the service musicians and CWS Chaplain, music and vocals for every Sunday CWS.

5.3.6.1. Must select and request worship music curriculum/media in accordance with local Chapel policies, CWS Chaplain guidance, and weekly sermon topics.

5.3.6.2. The music must be in a contemporary Christian-style of worship.

5.3.6.3. Must understand copyright laws regarding the printing, copying and projecting of music and lyrics. Will ensure all worship music and media used is in compliance with copyright laws.

Will not copy materials nor project them unless authorized to do so with a copyright license.

Shall ensure that copyrighted material is not used illegally.

5.3.7. Must direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the CWS.

5.3.8. Must be responsible, if needed, for recruiting new choir members and musicians to sing/play for the CWS.

5.3.9. Must coordinate, in collaboration with the service musician(s) and CWS Chaplain, music and vocals for Special Services. These may include…

• Christmas Eve or Day Service

• New Year’s Eve or Day

• Four Chaplain’s Day

• Palm Sunday

• Ash Wednesday

• Maundy Thursday

• Good Friday

• Easter Sunrise Service

• Memorials (x2)

5.3.10. Must direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the scheduled Special Services.

5.3.11. Must schedule worship planning meetings, as needed, and work with the other choir members and musicians to improve the quality of music.

5.3.12. Must coordinate, in accordance with local policy and procedures, all support requirements for the program with the CWS Chaplain. The requirements must be submitted in a timely manner

5.3.13. Must, in accordance with local policy and procedures, work with the Parish Coordinator to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all CWS funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

5.3.14. Must be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Will notify their service Chaplain of needed maintenance and/or repairs.

5.3.15. Must receive training and become proficient with Chapel sound boards/systems. Training will be provided by the Chapel staff.

5.3.16. Must adhere to all regulations dealing with government facilities, vehicles, and resources.

5.3.17. Facilities.

5.3.17.1. Must arrange for facility use in accordance with local policy and procedures. Will ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.
