1. If awarded, will all 3 be expected to be installed at the same time or will they be staggered?
a. Dorm carpet installation will be staggered to allow residents/managers to prepare installation areas and minimize disruption to Airmen/residents.
2. Will there be a site survey?
a. Time does not allow for a site survey. Please refer to below answers and drawings.
3. Please confirm if the 3 referenced barracks will be occupied at the time of installation.
a. All three barracks will be occupied – but will be shuffled about to ensure segmented installation areas are unoccupied at time of installation.
4. If occupied whom will be responsible for the removal and replacement of occupants personal items and where these will be stored during installation of carpet. Additionally, who will have liability for damage or missing items?
a. The dormitory leader will be responsible for the movement of residents prior to and during installation at each barracks. Personal items will be relocated/secured by dorm leaders/owning residents. Government owned items such as furniture will be left in the rooms to be temporarily relocated within or just outside of the room as required for installation. Temporary relocation will be performed by contractor. Liability for missing/damaged items relocated by the contractor will fall upon the contractor. Liability for missing/damaged personal items will be determined as necessary following an investigation of any such claims.
5. Will there be a requirement for installation to be performed by a manufacture certified installer as was done in the past?
a. Yes, installation shall be performed by manufacturer certified specialists as was required in the past.
6. CLIN 0001 Carpet color/pattern & construction:
There are no specifics to use to ensure an “exact match” other than the photo provided.
Typically we are given physical characteristics like face weight, pile height, density, backing, pad material (urethane, felt, etc.), manufacture warranty, type (residential or commercial) and/or manufacturer & part number so that we can provide an exact Brand match or “equal.” Without these basic details we feel it will be difficult to evaluate the needs properly and price appropriately. Could these details be provided?
a. -A manufacturer warranty of no less than 3 years -Must be of loop construction -Pile should be no thicker than 3/8” and no less than 3/16” -Must meet CFR 1630/1631 standards for fire safety -Carpet sample must be pre-approved by Government POC prior to installation -Must be rated for commercial high traffic -Must be stain resistant
-Padding must be bonded urethane (rebond) type, at least 3/8” thickness, and a minimum of 8 lbs per cubic foot density (high traffic rated)
7. PWS 1.1.2: Contractor to remove any Government furniture or water fountains. Should we expect this to only be minimal furniture or will the likes of exercise equipment, large sofas, and large TVs be included as well?
a. Examples of Government furniture relocated by contractor will consist of armless chairs, personal-sized desks, twin-size beds, and 4-drawer dressers. There is a possibility of having to also relocate individual furniture items left in the rooms such as sofas (3-seat or smaller), armchairs, or small entertainment centers (3-feet standing height or less). Residents will ensure their high-value belongings (electronics, etc.) are put in closets/storage rooms (uncarpeted areas) and leave the Government furniture for the installers to move around the room as required for installation.
8. PWS 1.1.3: Removal of carpet. Please clarify “proper” disposal. In the past, some vendors have just piled the old carpet on a piece of land and not “properly” disposed of it.
Will this method be accepted or will a valid disposal method be required?
a. Proper disposal is either recycling the waste carpet through local Okinawan recycling sites or through waste channels of the same manner (local Okinawan-designated disposal sites). The contractor shall be held liable for any illegal dumping of the waste carpet and all rectification following such notification.
9. PWS 1.1.6.1: Please confirm if all entryways and stairs are to be carpeted.
a. All areas in which carpet already exists will require replacement. No areas such as stairwells or entryways will require non-carpeted flooring to be replaced with carpet.
10. PWS 1.1.8.1: It is stated to “reuse” cove base when possible. This is not an accepted practice in the industry as removal will always damage the existing and require replacement.
a. PWS has been modified. Please see attachment to amendment.
11. PWS 1.4: Completion Time. It is stated that there are 60 days allocated for the installation then in 1.4.1 states minimum of 200 sq. yd. per day must be installed. Please confirm the appropriate time parameters.
a. 60 days are allotted for completion of each dorm once work commences in that dorm. 1.4.1 references a minimum of 200 sq. yd. per day to ensure a timely rate of completion.
12. PWS 1.4.2: It stated that contractor must start within 45 days of notice. Does this time include the time to order, manufacture and ship the required carpet? If not, is it possible that carpet could be required to be stored after arrival awaiting this Notification? If so, should the storage be included in the “Installed Price” or will that be handled as a separate billable service?
a. Yes, the 45 days is allotted for all actions required by the contractor to begin work. Storage prior to work start may be necessary by the contractor and shall be the contractor’s responsibility. Storage will not be separately billable.
13. PWS 2.1: utilities. It is stated that will be provided “when available.” Is it possible that these may not be available?
a. All buildings will have electricity, water, and air conditioning (barring any failures to these existing systems prior to or during installation). Days lost due to loss of utilities resulting in work stoppage (conditions unsuitable/unsafe) shall not count towards the 60-day work completion limit.
14. Please advise which areas are to be carpeted. We assume based on past experience that some rooms may not be carpeted; for example, kitchens (Bldg. 151), laundry, mech rooms, lounges with weight rooms, etc… Marking of the drawings would be of great assistance or in lieu, list of rooms not to be covered.
a. Areas such as entryways, stairwells, kitchens, mech rooms, utility rooms, restrooms, and laundry rooms will not be carpeted. Carpet installation will only occur to replace any/all existing carpet within the building.
15. PWS 1.1.2: For proper estimation, please provide a description on the types and numbers of furniture to be relocated during carpet installation.
16. PWS 1.1.2: For proper estimation, are the furniture required to be relocated outside the dorm or into another room or the same dorm or into another room or the same dorm during carpet installation?
a. Furniture should be relocated within the dorm – either the same room, hallway, common room, or designated empty room in such a manner as to ensure each piece is returned to its originating room. To ensure damage to furniture caused by outdoor conditions – furniture must be kept inside the building.
17. Will the building be vacant during carpet installation?
a. No, the floor in which the carpet will be installed will be cleared on half of a floor
(20-25 rooms) at a time until the building is finished.
18. Ref PWS 1.1.1: Please confirm that the contractor will not be held liable for any asbestos removal during carpet removal work.
a. PWS 1.1.1: We (the Gov’t) will provide asbestos testing results for the building but the contractor must dispose of carpet in legal necessary fashion regardless of asbestos presence.
19. Ref PWS 1.1.8, 1.1.8.1: For proper estimating purpose, is there a rule of thumb to estimating the amount of vinyl cove to be replaced with new to meet the PWS requirement “The contractor must reinstall existing vinyl cove base when possible.”
a. PWS has been modified. Please see attachment to amendment.
20. Ref PWS 1.3.1: Please confirm contractors are required to provide carpet padding for this installation. If required, please provide the necessary spec, thickness, and qty. required.
a. In reference to PWS 1.3.1, the contractor MUST provide carpet padding (bonded urethane (rebond) type, at least 3/8” thickness, and a minimum of 8 lbs per cubic foot density (high-traffic rated).
21. Ref PWS 1.4.2: Considering the carpet appears to be us U.S. made, the material procurement of 45 working days is not feasible. Typically, U.S. made carpets require 30 calendar days for production (after approval of material submittals, which can take anywhere between 15-30 calendar days) and 45-60 calendar days for shipping. Please reconsider material procurement for 90 calendar days.
a. Carpet does not have to be U.S.-made, but it must meet CFR 1630/1631 requirements, be rated to commercial high-traffic standards, and meet other requirements as listed above.
22. Does the square footage made available on the solicitation include all areas (bedrooms, lounge, offices, common areas (hallways))?
a. The footage numbers for all pertain to all listed areas requiring carpet replacement. Some non-carpeted areas are also included in the square footage but they are nominal.
