This means if the carpet is just going over the top of the tile, there is no requirement for the government to provide a sample. If we remove existing tile or vinyl flooring to install carpet, an asbestos sample will be taken and if this sample is found to be positive, the work will not take place until the government removes the asbestos hazard. No carpet will be installed if the Asbestos sample is positive.

1.1.2. The contractor shall perform an on-site inspection of the work area to determine requirements for carpet and tile installation and confirm dimensional requirements. The contractor shall relocate any remaining Government furniture from area where carpet will be installed, removed or altered. The contractor shall not move computers and associated equipment.

1.1.3. Remove Carpet. The contractor shall remove all existing carpet and dispose of it properly only at authorized off base locations daily.

The seams shall avoid heavy traffic areas and allow the fewest and shortest seams possible. Design should run all seams towards a light source, such as a row of widows, to minimize shadows highlighting seams.

1.1.5.2. In the design, the contractor shall install the carpet so the pile inclination is in one direction; and, cut carpet material to minimize waste.

1.1.6. Install Carpet. The contractor shall glue carpet in place to each tread riser, using proper adhesives as approved by the QI. A separate piece of carpet shall be used with each step and riser unless the steps have bullnoses. With bullnoses contractor shall use one piece of carpet for tread and bullnose, and another for risers.

Hot melt seaming is mandatory even when carpet is glued down.

1.1.7.6. The contractor shall inspect double jute to determine if secondary backing is delaminating. Any delamination found shall be repaired with seaming latex.
