About this file

This is a Questions and Answers document for a Counter-sUAS (Counter-small Unmanned Aircraft System) procurement by the 736 Security Forces Squadron at Andersen Air Force Base.

The Government requires procurement of a single, fully integrated Counter-sUAS system that combines passive RF detection/telemetry demodulation capabilities with active RF electronic defeat capabilities in one unified system; standalone or non-integrated multi-component systems are technically unacceptable. Minimum mandatory performance thresholds include: passive detection range exceeding 4 km horizontal radius with drone ID and telemetry demodulation capability; active defeat range exceeding 3 km horizontal radius; RF power output exceeding 550 Watts across all operational defeat bands; and GNSS denial coverage with selectable and simultaneous denial of Galileo E1, GPS L1, Galileo E5, GPS L5, GPS L2, and Galileo E6 bands with operator-controlled variable RF output power. All proposed systems must meet or exceed these stated performance metrics. Additionally, the contractor must provide on-site advanced operator training at Andersen AFB accommodating a minimum of 4 personnel, with all training to be completed within 180 days of system delivery. Remote training is not acceptable for this requirement.

Questions for 736 SFS – CUAS System

1. The Salient Characteristics appear to include both a SkyView-MPV3 passive detection requirement and separate detect/defeat characteristics, including greater-than-3 km defeat range, greater-than-550 W RF power output, GNSS denial, and the larger chassis specifications. Please confirm the exact system configuration and quantities required under CLIN 0001. Specifically, is the Government requiring both a SkyView- MPV3 passive sensor and a separate detect/defeat system, or one integrated system/configuration?

This is procurement of a single system, it should be a Counter-sUAS system, which must integrate both passive radio frequency (RF) detection/telemetry demodulation capabilities and active RF electronic defeat capabilities within a single, unified/ cohesive system. Standalone, or non-integrated multi-component systems are technically unacceptable.

2. Please confirm whether the intended requirements are: Detection Range >4 km horizontal radius with drone ID/telemetry demodulation; Defeat Range >3 km horizontal radius; RF Power Output >550 W; and GNSS Denial Coverage selectable E1/L1, E5/L5, L2, and L6 bands with variable RF output.

Confirmed. The listed parameters represent the minimum mandatory threshold requirements. Any proposed system must meet or exceed all stated performance metrics

- Passive Detection: Passive RF-based detection, identification, and flight telemetry/controller demodulation at a horizontal radius of greater than 4 km. Active Defeat: Directed or omnidirectional RF electronic defeat at a horizontal radius of greater than 3 km. RF Power Output: Total RF power output of greater than 550 Watts across all operational defeat bands. GNSS Denial: Selectable and simultaneous denial coverage of Galileo E1, GPS L1, Galileo E5, GPS L5, GPS L2, and Galileo E6 bands with operator-controlled, variable RF output power.

3. The warranty section includes advanced operator training. Please confirm whether training must be conducted on-site at Andersen AFB, whether remote training is acceptable, the required number of operators, and whether training must be completed within the 120-day delivery period.

All training must be completed on-site within 180 days of delivery at Andersen AFB. This training must be able to fit at a minimum 4 personnel
