About this file
This document is a Request for Information (RFI) Questions and Answers addressing clarifications for a Child Care Center (CDC) HVAC duct cleaning contract at Building 1625.
The primary service required is comprehensive cleaning of all HVAC ductwork and associated system components within Building 1625. Building 1625 HVAC drawings are provided as reference materials to help offerors assess their capability to execute the work, but contractors are responsible for determining complete quantities during their own inspection and site assessment, including linear footage, surface area, registers, grilles, and other measurable cleaning quantities. Site visits are authorized and will be arranged individually as vendors request them through the points of contact. The scope is strictly limited to duct cleaning; minor repairs are not included in the firm-fixed price, though contractors must notify the Government of any equipment found requiring repair. Should asbestos or microbial growth be discovered during cleaning, work must stop immediately and contractors must notify the Government. A stop work order will be issued and path forward determined at that time. Offerors should not include unrestricted remediation allowances in their base price. A previous reference to "Aircraft Hangar Fall Protection Systems" and semi-annual maintenance language in PWS Section 5.1 has been removed as non-applicable, and a correction has been made regarding Technical Exhibit references. Points of contact for site visit scheduling are gregor.hoessel.1@us.af.mil and marshae.wiggins@us.af.mil.

RFI Questions and Answers
RFI CDC Duct
• The attached Building 1625 HVAC drawings appear to depict the Child Care Center HVAC systems, including air-handling equipment, ductwork, supply outlets, exhaust equipment, and outside-air intake components. Please confirm whether these drawings are to be used as part of the contractor's scope for determining the HVAC systems/components requiring inspection and cleaning.
o Yes, but to also include additional areas not depicted in the drawings, the contractor will be responsible for the cleaning of all areas (ducts) in building 1625. The drawings are provided to the offerors as a reference to help determine their ability to execute.
• Please confirm whether the requirement is to clean all HVAC ductwork and associated system components identified for Facility 1625, or whether only air ducts specific ducts/components shown in Technical Exhibit 3 are included.
o The contractor will be responsible for the cleaning of all HVAC ductwork and associated system components in building 1625, the drawings are provided to the offerors as a reference to help determine their ability to execute.
• The drawings show HVAC equipment and system components, but they do not appear to provide a total quantity of ductwork, linear footage, duct surface area, registers/grilles, or other measurable cleaning quantities. Please confirm whether the Government will provide a more detailed equipment/duct inventory or whether the contractor is expected to determine the complete quantity during inspection/site assessment.
o The contractor is expected to determine the complete quantity during inspection/site assessment. Site visits will be scheduled if requested.
• Outside-hours form: PWS paragraph 1.4.6.2 refers to the Request to Work Outside Normal Hours Worksheet as Technical Exhibit 3, but the package appears to contain that worksheet as Technical Exhibit 4. Please confirm the intended exhibit.
o Correction on PWS has been made.
• PWS section 5.1: This section references “semi-annual maintenance,” “required service calls,” and repairs to “Aircraft Hangar Fall Protection Systems.” Please confirm whether this language is an inadvertent carryover and does not apply to the CDC HVAC duct-cleaning requirement. If HVAC minor repairs are intended to be included in the firm-fixed price, please define the types/limits of repairs offerors should price.
o “Aircraft Hangar Fall Protection Systems.” verbiage is non-applicable and has been removed from PWS.
o Minor repairs will NOT be included in the firm fix price, although the Government requests to be informed of equipment that is found to be in need of repair. This requirement is strictly for duct cleaning.
• Asbestos and microbial growth: If asbestos is discovered and the Government directs licensed abatement, should that work be treated as separately authorized/compensable work rather than included in the base firm-fixed price?
Also, is microbial-growth remediation intended to be limited to localized conditions encountered during cleaning, or should offerors include an unrestricted remediation allowance in the base price?
o Should asbestos or microbial growth be found notify the Government immediately. A stop work order will be issued and the path forward will be determined at that time. Offers should NOT include unrestricted remediation allowance in the base price.
• Quantities/site visit: The PWS identifies Facility 1625 but does not provide duct linear footage, register counts, or a detailed quantity schedule. Are the M-2/M-3 drawings intended to be the complete/current basis for pricing, and will a site visit be available before quotes are due?
o The contractor will be responsible for the cleaning of all HVAC ductwork and associated system components building 1625, the drawings are provided to the offerors as a reference to help determine their ability to execute.
o Site visits are authorized and will be arranged as individual vendors call in.
