About this file
This is a Questions and Answers document clarifying requirements for a federal procurement of three high-pressure water-cleaning trailer systems to be delivered to Andersen Air Force Base, Guam.
The core requirement is for trailer-mounted hot/cold water pressure-washing equipment with the following specifications: 500-gallon minimum water tank capacity, dual wands capable of 4 GPM each at 3,500 PSI during simultaneous operation, hot-water capability maintaining 130-180 degrees Fahrenheit, and two high-pressure hose reels with minimum 100-foot hoses each. The system must operate using an 8-GPM pump that may be divided between the two wands. The trailer must be DOT-compliant with a minimum 3,500-pound GVWR, tandem axles rated at 3,500 pounds each, and a coupler/tongue rated for 4,500 pounds at full capacity. All components must comply with Buy American Act requirements, with no products from China acceptable. The contractor must deliver the units within 180 calendar days after receipt of order (ARO) on a firm-fixed-price basis to Andersen AFB, Guam, with FOB Destination and all transportation costs included in the quoted price. No on-site installation, training, manuals, spare parts, or manufacturer-authorized warranty service in Guam is required; remote/factory support is acceptable. The solicitation number is FA524026Q0042, and offerors should reference the Combined-Synopsis Solicitation and Attachment 2 (Provisions and Clauses REV1) for submission instructions, evaluation procedures, and applicable FAR clauses including small-business nonmanufacturer requirements. This is a new requirement with no incumbent or prior similar procurement.

Response: 500 gallon tank will suƯice. Anything larger than 500 gallons is not required.
2. For dual-wand operation, may one 8-GPM pump be divided into two lines, or are two independent pumps required?
Response: 8 GPM pump may be divided into two lines

Response: Manufacturer-authorized warranty service in Guam is desired but Remote/factory support is acceptable.
6. Are manuals, spare parts, training, inspection reports, or acceptance tests required beyond Attachment 1?
Response: No
7. For the two high-pressure hose reels, is the requirement up to 200 feet per reel, or 200 feet total across both reels?
Response: 100 ft hoses per reel will suƯice
8. Must the oƯer include test data or manufacturer certification proving at least 4 GPM from each of two wands while operating simultaneously?
Response: No
9. What water-temperature range is required for the hot-water function?
Response: 130-200 degrees F.
10. Are operator training, manuals, spare parts, or preventive-maintenance materials required at delivery?
Response: No, they are not required. Other than the wood parts being coated with bedliner material or other protectant for the wood
11. Attachment 1 requires a 500-gallon water tank and tandem axles rated at a minimum of 3,500 lbs each, and separately states that the reinforced trailer tongue must be rated to pull the trailer at full tank capacity, “at least 4,500 lbs.” Please confirm the minimum required trailer GVWR and the minimum required coupler/tongue rating for each fully loaded unit.
Response: Yes, the minimum required trailer GVWR is 3,500lbs and the coupler/tongue at 4,500lbs
12. For simultaneous dual-wand operation, must each wand deliver at least 4 GPM at 3,500 PSI while the water-heating system is operating, or is the dual-wand 4 GPM/3,500 PSI requirement independent of hot-water mode?
Response: Both wands do not need to operate independently between hot or cold operations.
13. Is a 500-gallon tank required exactly, or is 500 gallons the minimum acceptable capacity?
Response: 500 gallons is the minimum acceptable capacity and anything larger than 500 gallons is not required.
14. Does the minimum 8 GPM requirement apply to the combined output of both wands operating simultaneously?
Response: No, when both wands are in use a minimum of 4 GPM is acceptable.
15. Must each unit deliver at least 3,500 PSI in both hot- and cold-water operation?
Response: Yes.
16. Please confirm the required hose lengths and whether each pressure-hose reel must be supplied with a minimum 100-foot hose even though the reel capacity is 200 feet.
Response: Minimum 100 foot hose per each reel is required.
17. Attachment 1 requires at least 4 GPM per wand simultaneously and at least 3,500 PSI.
Please confirm that both wands must each sustain at least 4 GPM at 3,500 PSI during simultaneous operation, including hot-water operation. Are any particular water temperature or operating-duration criteria required?
Response: Yes, each wand must maintain 4 GPM at 3500 PSI when both wands are in use.
When the hot unit is being utilized the unit must maintain a temperature of 130-180 degrees Fahrenheit.
18. Please confirm that the chassis, axles, tires and coupler must be rated for the full combined weight of trailer, 500 gallons of water, washer, fuel and accessories, and that the stated 4,500-lb tongue/pull figure does not cap the necessary higher loaded trailer rating.
Please identify any road-registration, VIN/MSO, braking or hitch requirements beyond Attachment 1.
Response: Yes, Trailer must be DOT compliant and approved to meet the loaded capacity of the water tank and washer unit without capping out the 4,500-lb tongue/pull capacity of the loaded trailer rating.
